Villasol Elementary School situated in the Southern East part of Bayawan City, and
46km away from the city.

C. Economy/Poverty Index
Most of the parents of Villasol Elementary School belong to below poverty line. The parents’
primary source of income is farming and Fishing. The main crops they usually
planted are upland rice, corn and coffee.
It is an agro-forestry barangay. Crops grown by farmers are rice, corn, sugar cane,
banana, coconut and assorted root crops. There are more than 15 hectares planted with
assorted trees. There are additional denuded timberland areas which are utilized for
reforestation project under the National Greening Program (NGP).
Delving into the social dynamics of our learner population, 40% can be classified as

middle class, while the remaining 60% falls under the lower-class category. Notably, a

significant portion of this lower-class or 32% of the total population of this school

relies on government assistance, particularly through programs such as Pantawid

Pampamilyang Pilipino Program (4Ps) and support designated for Indigenous People

(IPs) beneficiaries. This demographic context shapes our approach to education,

emphasizing inclusivity and addressing the diverse needs of our student body.

D. Geophysical

Villasol Elementary School is strategically positioned in close proximity to the


Barangay Villasol Barangay Hall, making it easily accessible to the local community. Spread
across an expansive area of approximately 2 hectares, the school campus provides ample
space for various educational facilities and outdoor activities. This favorable location near
the barangay hall ensures convenient access to essential services and fosters a strong sense
of community engagement within the school’s environment.

E. Existence of School DRRM Council


The safety of the school is important, and it is the best avenue in imparting Disaster
Risk Reduction Management (DRRM) awareness in the minds of individual. School DRRM
aims at reducing the vulnerability to, and impact of disasters. It prepares teachers, learners
and parents for potential hazards/disasters happen. It also helps promote resilience as well
as save lives and properties.

Villasol Elementary School shows active participation to National Simultaneous


Earthquake Drill (NSED) every quarter and attending activities such as DRR Camp for
School Children and tree planting. Hence, they are now knowledgeable, well-informed and
practice what they have learned in DRRM.

II. GOALS AND OBJECTIVES


A. Goal

The goal of the contingency plan is to provide effective, efficient, timely and well-
coordinated response mechanisms in the event of the occurrence of Earthquake in
Sample ESElementary School. Such mechanisms shall help to protect lives,
properties and the environment, and restore the immediate needs of the affected
communities.

B. General Objectives

The general objectives of the contingency plan are as follows:

1. To determine the immediate tasks required for the earthquake response operations;

2. To conduct inventory of resources available among SDRRMC member-agencies;

The contingency plan shall be activated based on the findings of Pre-Disaster Risk Assessment
by the DDRRMO, leading to the activation of the EOC. The SDS shall then convene all the
clusters to assess the situation. Afterwards, the principal shall officially activate ICS and delegate
authority to the IC. The IC shall then proceed to organize the IMT and implement tactical
activities based on the strategic decisions of the clusters.

The contingency plan shall be deactivated once the situation has improved and when heightened
alert is no longer required. The recommendation for deactivation shall emanate from the IC going
to the principal via the EOC. Once deactivated, operation will still remain until such time that the
EOC will be back to “white alert” status. At this point, the operation is already terminated.

B. Non-Activation

In case that the earthquake will not take place in the months of January to December,
the contingency plan will not be activated. In this case, the plan will be maintained as a
perpetual plan for future use in the event of upcoming earthquake

B. SCHOOL DDRRM TEAM


DUTIES AND RESPONSIBILITIES OF

1. CHAIRPERSON
 Coordinate with the Provincial DRRMC, Municipal Disaster Coordinating
Council (MDRRMC) and Barangay Disaster Coordinating Council
(BDRRMC) for appropriate supports in the event of an evacuation.
 Prepares with teacher the school disaster management and contingency
plans.
 Identifies and designates a school Disaster Operation Center.
 Directs supervise evacuation activities during drills and actual disaster
situations.

2. VICE CHAIRPERSON
 Performs the function of the DDRRMC Chairperson in his or her absence.
 Assists the Chairperson with selected of DDRRMC members and
designation of various committees deemed necessary in the interest of
public safety.
 Performs other function as may be assigned by the DDRRMC
Chairperson from time to time.

3. TRANSPORTATION COMMITTEE
 Conducts inventory of evacuation and contacts private vehicle owners to
solicit their support in case of any impending threat.
 Identifies all locally available methods of transportation in the Barangay,
municipality and province and make use of these options when
appropriate.
 Supports the transportation needs of the school during emergency
operations.

4. SECURITY COMMITTEE
 Organizes and activates the security function of the barangay tanods to
augment the manpower requirement of the dispatched PNP personnel.
 Secure evacuees and property in the area of operation.
 Perform escorts duties in the transport of persons, supplies and
equipment.

5. SUPPLIES COMMITTEE
 Assist the DDRRMC chairperson with the procurement and distribution of
required supplies and equipment.
 Identifies where supplies may be found and arrange for pick up and
dispersal.
 Acts as designated receiver from all supplies and materials.

6. COMMUNICATION COMMITTEE
 Prepares the school communication plan and protocols.
 Maintains coordination with the PDRMC, MDRRMC, and BDRRMC
communication teams for regular updates of impending threats and
advisories.
 Keeps record of all communication and warning message.
 Acts appropriately on all communication pertaining to disaster.

7. EARLY WARNING COMMITTEE


 Prepares the official school warning plan and system.
 Performs observations of potential hazards and monitors these
conditions.
 Reports observation to the DDRRMC chairperson for analysis and
issuance of appropriate advisories.
 Confers with the DDRRMC chairperson regarding real time observation
on hazards that may call for a preparatory advisory or evacuation
movement.
8. FIRST AID COMMITTEE
 Prepares a medical kit for the school evacuation center.

 Coordinates with DOH, Red cross, and other health agencies for first aid
and medical self-help training.
 Ensures the safety storage and handling of food and drinking water in the
evacuation center.
 Maintain adequate sanitation and hygiene standards within the school
evacuation center.

9. RESCUE COMMITTEE
 Organize and trains rescue service teams.
 Conducts search, rescue and recovery operation at the school in the
event of mass casualties.
 Coordinates for emergency vehicle assistance (i.e ambulance)
 Ensures that members of the rescue service units are skilled in first aid
and lifesaving techniques.

10. FIRE MANAGEMENT COMMITTEE


 Organize fire brigade team
 Provides firefighting instructions through available sources, such as local
fire departments.
 Ensure that the fire fighters know their stations, alarm, signal and location
of firefighting equipment in their area of responsibility.
 Provides fire- fighting personnel with ready supply water.
 Works closely with the teaching and non- teaching staff, pupils and
parents on matters of fire control prevention.

12. RELIEF COMMITTEE


 Coordinate with the MSWDO for relief assistance.
 Assist in organizing and facilitating the preparation and distribution of
relief goods.
 Receives relief donation such as canned food, clothing, medicines,
household utensils, equipment needed for emergency operation, and
material for temporary shelters.
 Assist the BDRRMC Chairperson in preparing relief status reports for
submission to the MDRRMC.

13. DAMAGE CONTROL COMMITTEE


 Develops damage control plan specific to each anticipated hazards.
 Deploys appropriate personnel after any disaster to restore damaged
utilities or report condition that require outside assistance.
 Conducts school clearing after the calamity.
 Maintains the physical facilities of evacuation centers and conducts
damage assessments in the affected areas.
