3. Introduce the effect of legislative documents
Effective dates: must not be sooner than 45 days, 10 days, or seven
days from the date it is approved or signed for promulgation
Geographical effect: Some laws apply nationally, while others may
be limited to specific provinces, districts, or special administrative-
economic units.
Scope: This Law provides for principles, authority, manners,
procedures for formulating and promulgating legislative
documents, responsibilities of regulatory agencies, organizations,
and individuals in formulating legislative documents.
