Guin-ansan Elementary School Child Protection Policy


(Based on DepEd Order No. 40, s. 2012)

1. Rationale Guin-ansan Elementary School is committed to upholding the rights of every


child to safety, protection, and development. This policy aims to prevent, address, and
respond to all forms of abuse, exploitation, discrimination, and violence against children in
line with DepEd Order No. 40, s. 2012.

2. Legal Basis This policy is based on:

 DepEd Order No. 40, s. 2012: Establishing a comprehensive Child Protection Policy
for all schools.

 Republic Act No. 7610: Special Protection of Children Against Abuse, Exploitation,
and Discrimination Act.

 Republic Act No. 10627: Anti-Bullying Act of 2013.

3. Objectives

 To establish a safe, child-friendly, and gender-sensitive environment for all students.

 To identify and report cases of child abuse, bullying, exploitation, and other forms of
violence.

 To create mechanisms for immediate response, referral, and rehabilitation for affected
children.

4. Scope and Coverage This policy covers all students, school personnel, parents, guardians,
volunteers, and visitors of Guin-ansan Elementary School.

5. Definitions

 Child Abuse: Refers to the physical, psychological, or emotional maltreatment of a


child.

 Bullying: Any severe or repeated use of force, threat, or coercion to abuse, intimidate,
or aggressively dominate others.

 Neglect: Failure to provide a child’s basic needs, leading to their harm or distress.
 Child Protection: Measures and structures designed to prevent and respond to abuse,
exploitation, neglect, and violence affecting children.

6. Roles and Responsibilities

6.1 Child Protection Committee (CPC) The CPC at Guin-ansan Elementary School is
responsible for:

 Developing and implementing child protection policies.

 Conducting regular training for staff on child protection.

 Handling reports of child abuse, bullying, and exploitation.

 Coordinating with local authorities for case referrals and interventions.

6.2 School Personnel

 Ensure that they create a safe and supportive environment for children.

 Report any suspected cases of child abuse or bullying to the CPC.

 Participate in training and workshops on child protection.

6.3 Parents and Guardians

 Support the school’s child protection policies.

 Encourage their children to speak up about any concerns or issues.

 Cooperate with the school in addressing cases of abuse or bullying.

7. Preventive Measures

 Capacity Building: Regular training sessions for teachers, school personnel, students,
and parents on child protection, gender sensitivity, and anti-bullying.

 Information Dissemination: Posters, leaflets, and guidelines on child protection


displayed within the school premises.

 Curriculum Integration: Incorporation of child protection and safety topics into the
school curriculum.

8. Reporting and Response Mechanisms

 Confidentiality: All reports of abuse or bullying must be handled with strict


confidentiality to protect the privacy of the child involved.

 Reporting: Any school personnel or student who witnesses or suspects a case of child
abuse must report it immediately to the CPC.
 Action: The CPC will conduct an investigation and take appropriate action, which
may include referring the case to the Department of Social Welfare and Development
(DSWD) or law enforcement agencies.

9. Intervention and Rehabilitation

 Provide counseling and psychological support to affected children.

 Establish partnerships with local child protection agencies for further assistance.

 Implement educational programs for the rehabilitation and reintegration of the


affected students.

10. Monitoring and Evaluation

 The CPC will regularly review the effectiveness of the policy.

 Regular assessments will be conducted to identify areas for improvement in the


school's child protection measures.

 Annual reporting on the status of child protection in the school.

11. Policy Review This Child Protection Policy will be reviewed annually or as needed to
incorporate new guidelines from DepEd or changes in legislation related to child protection.

12. Dissemination

 All school staff, students, and parents will receive a copy of this policy.

 Orientation sessions will be conducted to ensure understanding and adherence to the


guidelines.

1. Purpose The purpose of this policy is to ensure the safety, protection, and well-being of all
students at Guin-ansan Elementary School. This policy aims to prevent all forms of abuse,
exploitation, discrimination, and violence and to promote a supportive and positive learning
environment.

2. Scope This policy applies to all learners, school administrators, non-teaching personnel,
teachers, visitors, and off-campus activities associated with Guin-ansan Elementary School.

Code of Conduct

3. Code of Conduct for Learners

 Respect: Learners should treat their peers, teachers, and staff members with respect and
kindness.

 Anti-Bullying: Any form of bullying, teasing, or harassment is strictly prohibited.


 Safety: Learners should follow all safety guidelines in the school premises and report any
unsafe conditions to a trusted teacher or staff member.

 Responsibility: Students must take responsibility for their actions, respect school property,
and follow the school's rules and regulations.

Consequences for Violations:


Violations of the code of conduct may result in counseling, parent-teacher conferences, or
disciplinary actions as deemed appropriate by the Child Protection Committee (CPC).

4. Code of Conduct for School Administrators

 Leadership: Administrators must lead by example, demonstrating a commitment to


upholding the rights of children and promoting a child-friendly environment.

 Confidentiality: Handle all child protection concerns with utmost confidentiality to protect
the identity of the child.

 Training: Ensure that all staff members receive regular training on child protection policies
and practices.

 Support: Provide the necessary support to students, teachers, and staff in implementing and
enforcing the Child Protection Policy.

Consequences for Violations:


Failure to adhere to the code of conduct may result in administrative action, including
reprimand, suspension, or removal from duty as per the rules and regulations of the
Department of Education.

5. Code of Conduct for Non-Teaching Personnel

 Professionalism: Non-teaching personnel should interact with students in a respectful,


courteous, and supportive manner.

 Boundaries: Maintain appropriate boundaries with students at all times to ensure a


professional and safe environment.

 Reporting: Report any suspicion or knowledge of abuse, neglect, or inappropriate behavior


involving students to the CPC immediately.

 Supportive Environment: Assist in creating a safe and nurturing environment by adhering to


school protocols and policies.

Consequences for Violations:


Any misconduct or inappropriate behavior may lead to disciplinary measures, which could
include warnings, suspension, or termination of employment.
6. Code of Conduct for Teachers

 Role Modeling: Teachers must serve as positive role models, fostering respect, honesty, and
responsibility among students.

 Safe Environment: Create and maintain a safe and supportive learning environment for all
learners.

 No Tolerance for Abuse: Avoid using corporal punishment or any form of physical or
emotional abuse.

 Confidentiality: Keep student information and any reports of abuse confidential, sharing
details only with relevant authorities.

Consequences for Violations:


Violations of the code may result in corrective actions, such as counseling, reprimand, or
administrative sanctions, including possible termination as per school guidelines and DepEd
policies.

7. Code of Conduct for Visitors

 Identification: All visitors must sign in at the school office and wear a visitor's badge while
on the premises.

 Respect for Rules: Comply with school rules, including those regarding student safety, dress
code, and behavior.

 Appropriate Conduct: Treat all students and staff with respect, avoiding any inappropriate
behavior or conversations.

 Restricted Access: Visitors must only go to the areas of the school designated for their visit
and must be accompanied by a staff member if entering classrooms.

Consequences for Violations:


Any violation of the visitor's code of conduct may result in being asked to leave the premises
and potential restrictions on future visits to the school.

8. Off-Campus Activities Code of Conduct

 Supervision: Ensure adequate supervision of students by responsible adults during all off-
campus activities.

 Safety Measures: Follow all safety guidelines and procedures for field trips, sporting events,
and other school-related activities outside the campus.

 Respectful Behavior: Students, teachers, and chaperones must demonstrate respect and
appropriate behavior towards others and the environment while off-campus.

 Emergency Procedures: Have a plan in place for emergencies, including clear


communication channels and contact information for all participants.
Consequences for Violations:
Inappropriate behavior or failure to follow guidelines during off-campus activities may lead
to disciplinary actions for students or staff, ranging from warnings to more severe
consequences depending on the severity of the misconduct.

Implementation and Review

 Training: Regular training sessions will be held for all school personnel, students, and
parents to ensure awareness and understanding of child protection policies.

 Monitoring: The Child Protection Committee (CPC) will monitor adherence to the code of
conduct and report any violations or incidents.

 Policy Review: The policy and code of conduct will be reviewed annually or as necessary to
keep up-to-date with DepEd regulations and emerging best practices in child protection.

Reporting Procedures

 Immediate Reporting: Any suspected or actual cases of abuse, bullying, or other violations
must be reported immediately to the CPC.

 Investigation: The CPC will conduct a prompt and thorough investigation of any reports,
ensuring confidentiality and sensitivity to the needs of the affected child.

 Referral: Cases requiring additional support or legal action will be referred to appropriate
agencies, such as the Department of Social Welfare and Development (DSWD) or law
enforcement authorities.
