With reference to the above, it is submitted that Puri is world famous for Lord
Jagannath Temple. Lakhs of devotees, dignitaries & VIP persons throng to Puri daily by
train. So, Puri Railway station is always crowded.

On 27.01.2018 DRM/KUR, Sr. DSC/RPF/KUR & Sr. DSTE/KUR have inspected Puri
Railway Station, Platform area, circulating area, PRS Counter, Waiting Hall etc and
advised for installation of some more cameras (i.e. Fixed Camera & PTZ Camera) for full
proof security surveillance of Puri Railway Station and its circulating area.

IPF/PUI made a thorough survey and reported for installation of additional 23

CCTV Cameras (i.e. Fixed Camera-19 & PTZ Camera-04) at Puri Railway Station for safety
& Security of Passengers.

DRM/KUR is requested to accord necessary approval of the proposal, please.

It is intimated that OC/RPF/PUI vide his letter cited above has reported
that 08 Nos. of Cameras were non-functioning from 17.10.2017. He reported the
matter to Sri A.N.Bhagavathi Rao, Sr. SSE/Tele-ISS/BBS who rectified the same on
31.01.2018. AS per RPF/Post/PUI diary entry No. 09 dated. 09.01.2018, 32 Nos. of
Cameras are working condition and 05 Nos. of Cameras are out of order. The
matter has been informed to Sr. SSE/Tele-ISS/BBS for necessary rectification.

Further, here to submit that all the CCTV Cameras are monitored by

sets for field staff of RPF/RPSF.

at a particulars time. Therefore, the population of walkie Talkie sets should be 50% of
the staff strength (actual) deployed for filed duties.

Helper of Model PUPS, Maitra Trilochanpur, I Sri Bijay Kumar Pattanaik, HM am to
submit my reply as follows.
That the selection of CCH Kalpana Barik and Manorama Mahapatra were made by
the SMC on 16.01.2018 in my presence and also in the presence of Sri Lambodar Behera,
CRCC, Grameswar UPS, Olhan. At the time of selection, letter No. 1344 dated.
28.08.2014 was vividly followed but in the para “Disqualification” column (C) relates that
Manorama Mahapatra is a sister of SMC member Sri Pradyumna Kumar Mahapatra and
her husband is a Govt. Servant were beyond aware of me. When Smt. Taramani Kar
lodged a complaint against Manorama Mahapatra, I made an enquiry with the CRCC Sri
Lambodar Behera as it is a fact and established. I instructed Manorama Mahapatra
about the fact and she immediately tendered her resignation and also avoided to accept
her selection as Cook-Cum-Helper. Accordingly, her resignation has been accepted by the
SMC vide SMC Resolution No. 11 Dated. 12.02.2018 and also submitted to the BEO,
Kanas for approval vide Office letter No. 32 dated. 12.02.2018 of the HM, Model PUPS,
Maitra Trilochanpur.

The aforesaid irregularities regarding selection will not be repeated and as such I
may kindly be excused in the matter and my pay kindly be released sympathetically.

some computers & peripherals is under process. The procurement of furniture against
condemnation is also going on. The old furniture have to be deposited at GSD

In reference to the above, it is to submit that after merger of the then MTO
Cell/KUR in the year 2015, I along with two staff of MTO Cell/KUR joined in DQM
Cell/KUR. Since, there was no IPF posted in DQM Cell/KUR, I was ordered to take charge
of DQM Cell/KUR as per order of Sr. DSC/RPF/KUR vide letter cited under reference.

In the mean time, Sri L.K.Mohanty had joined as IPF/DQM Cell/KUR on

11.02.2016 on adhoc basis (Copy enclosed). During his period, an inspection was made
by the then ASC/KUR on 31.05.2016 (Copy enclosed) & also an audit was made by
Accounts Deppt.

Consequence of his promotion as regular IPF, Sri L.K.Mohanty has been spared to
SIB/CTC on 27.02.2018 without handing over the charge of DQM Cell/KUR to anyone.
 Since, an IPF was posted in DQM Cell/KUR, it is requested that one IPF may kindly
be allotted look after the works of DQM Cell and also to take over the charges from Sri
L.K.Mohanty. Sri L.K.Mohanty, IPF now at SIB/CTC may kindly be instructed to handover
the charge to the nominated IPF, please.

It is submitted that there are two ASCs working in Khurda Road division. Both the
ASCs are sitting in the Office of Sr. DSC/RPF/KUR. Since, their chambers are not spacious
enough, they are experiencing much difficulties in summer season. Hence, it is proposed
for installation of Air Conditioner in the chambers of both ASCs.

As per order of Rly Board vide letter cited under reference, all officers’ chambers,
unless they are a part of the centralized air conditioning, be provided with air-
conditioners with the approval of Divisional Railway Manager.

In view of the above, DRM/KUR is requested to accord his kind approval for
installation of Air conditioner in the chambers of ASCs/RPF, please.

Sir,
With reference to the above, it is submitted that the luggage scanner machine
was installed at BBS Rly station on 24.01.2010 with warranty period of 02 years i.e. up to
23.01.2012 by M/S Smith Detection Veecon Systems Pvt. Ltd., New Delhi. It had
functioned well up to 07.05.2012. Due non-functioning of the device, M/S Smith
inspected the defect baggage scanner on 22.06.2012 and charged Rs. 50,562/- towards
inspection. The said machine was repaired on 05.11.2012 with warranty period of 06
months on which Rs. 2,15,063/- was spent for replacement of spare parts. Further, the
machine was out of order on 07.11.2012 and repaired for second time with 06 months
warranty period up to 19.05.2013. The machine then worked well up to 12.08.2013 and
since then it is out of order.
 A tender was floated for AMC of the said device on 11.02.2013, but it was not
finalized due to late submission of tender of AMC by party and defective tender rate vide
minutes of tender committee dated. 31.05.2013. Since, then AMC has not been made.
The M/S Smith Detection Veecon Systems Pvt. Ltd. has been requested vide
dated. 04.09.2013, 08.10.2013, 02.12.2013, 10.01.2014 & 11.02.2014 for supply of
quotations for one year AMC to rectify the luggage scanner. The machine is presently
out of order and has been kept in the store of RPF/Post/BBS.

East Coast Railway after successful completion of my initial training at Domohani, West
Bengal.
That Sir, I belong to UP. My family members are residing at a my native place in
the district of Lalitpur, UP. My parents are at the fag end of their lives. My father is a
brain tumor patient. His treatment is going on. He has been operated two times for this
disease. He needs frequent medical care. My mother is an old lady. She is toiling very
hard to take care of my father. Due to some personal reasons my wife is staying away
from our home. The matter is in court for divorce.
That Sir, I am now working in TE Coy/Khurda Road which is 1680 kms away from
my native place. It is not possible for me to attend my ill father for better care as and
when required.

With humble submission, I, L.D.Pradhan, HC/8437 beg to state that I have been working
in TE Coy/KUR since last 02 years & six months. That Sir, prior to my posting in TE Coy/KUR, I
was posted at RPF/Post/BALU. During my posting at RPF/Post/BALU, I met with a severe
accident and sustained grievous fracture of my both legs for which I was in RMC sick for nearly
02 years. After a prolonged sickness, I recovered from leg fracture. Now I am experiencing much
difficulties in physical works and hard duties.
 That Sir, I am going to retire from service on superannuation on 30.04.2019 and only one
year service is left. I came to know that TE Coy is going to be abolished and a DSC® Coy has been
newly created.

In view of my ill health condition and retirement in near future, it is requested for

enclosed).

It is for kind perusal that I have joined in MT Cell/KUR on 06.04.2018 on
promotion as Asst. Sub-Inspector/RPF vide Sr. DSC/RPF/KUR’s D.O.No. 58/2018 dated.
28.03.2018 under Cadre Restructuring Scheme.

That Sir, after joining in MT Cell/KUR, it is learnt that Sri L.K.Mohanty, the then
IPF/DQM Cell/KUR spared on transfer to SIB Unit/CTC on 27.02.2018 without handing
over the charge of DQM Cell/KUR to anyone. Accordingly a report has been submitted to
Sr. DSC/RPF/KUR vide this office lr No. RPF/KUR/DQM/G-17/43 dated. 14.03.2018.
Now, Sri S.K.Pradhan, SIPF of this Unit spared on transfer to DSC(Reserve)
Coy/Khurda Road on 18.04.2018 on periodical general transfer without handing over the
charge of this store. As per Security Control Message dated. 18.04.2018, he has again
reported this cell on 18.04.2018 and looking after the works of this Unit.
That Sir, throughout my 37 years service in this department, I have worked in field
and I have no any idea about office work.

Since, an IPF was posted in DQM Cell/KUR, it is requested that one IPF may kindly
be allotted look after the works of DQM Cell and also to take over the charges from Sri
L.K.Mohanty. Sri L.K.Mohanty, IPF now at SIB/CTC may kindly be instructed to handover

Restructuring scheme. He has been allotted to
supervise the outdoor works of this Unit such as
Condemnation of Coir Mattresses, DSL, Walkie
 Talkie & low value items etc.
03 Sri L.N.Behera He is well versed in Computer works. He helps in
HC/4726 prompt disposal of corresponding letters of this
unit pertaining to HQ & other departments. He
maintains all types of registers T&P, Clothing
Register, DMTR, Modernization register etc. He
prepares the broad sheet during condemnation of
all the items of this unit. Apart from that he is
helping in Establishment section as and when
required by them.
04 Sri P.K.Ojha He is well acquainted in MT Cell outdoor works
HC/5405 during Car Festival, Range Classification,
celebration of Independence Day, Republic day,
Raising Day of RPF, Mock Drill, derailment sites. He
is very prompt in installation of Tent & Shamayana
etc., Apart from that he helps in sorting out of old
materials for condemnation as per their codal life.
He has good liaison with other departments for
quick work done.
05 Sri R.K.Jena He is a good computer hand of this unit. He deals
CT/40760 with procurement of computers, peripherals,
computer cartridges, modernization items. Apart
from that he maintains the Asset register of this
division which is an important work and also deals
the forecasting of stock & Non-stock items of this
store. He plays an important role during Car
Festival for making correspondences with other
officials.
06 Sri S.K.Pradhan He deals the fuel imprest bills of all the motor
CT/328 vehicles of this department though e-payment. He
also deals with fitness of vehicles & Road tax of
vehicles with RTO offices of State Govt. Apart from
that he helps in outdoor works pertaining to this
unit.

07 Sri S.K.Mishra He deals with the outdoor works i.e. readiness of

CT/9497 Walkie Talkie, Modernization equipments as and
when required for emergency, mock drills etc. He
 is well known with the work of Car Festival &
Range Classification. Apart from that he distributes
the stationery items to Posts/Coys & Units and
helps in condemnation of items.
08 Sri O.A.Khan He drives the Xylo. He also drives TATA Bus as and
Driver Gr.I when required.

3. Difficulties
This cell deals with installation of CCTV, UVSS, Luggage scanner etc. at important
stations, procurement & supply of modernization items, procurement and
condemnation of computers, condemnation of low value items like mattresses,
pad locks, buckets, mugs etc., Car Festival, Range Classification, Arms &
Ammunitions of this division, receive & distribution of stationery items from
Printing Press/KGP & AMMD/MCS, preparation & up-dation of Asset Register of
this division, Fuel imprest of all vehicles & motor cycles, celebration of
Independence day, republic day & raising day, up keeping & distribution of store
items etc., procurement of computer cartridges, dry cell batteries for DSL &
motor vehicles etc.

This unit experiences difficulties to deal with all these works with meager
staff strength.

In view of the above, it is requested for 02 more staff i.e. one Hd.Const.
and one constable for smoothing functioning of this cell, please.

It is intimated that Tata Bus No. OR-02-BV-9789 of this deptt. is being utilized since 2012.
It is used for Government purposes i.e. movement of troops during Rail Roko agitation,
bandobasta duties and Car Festival at Puri etc. This department has been paying the Road tax
and fitness of the above named vehicle since its procurement. In the current year, the Road tax
of the said vehicle has been paid vide Receipt OR201R1803001670 through online system
introduced by Govt. of Odisha (Copy enclosed). But after commissioning of online system, the
site desires insurance of the vehicle to get fitness. Since, it is a Govt. vehicle, the insurance of
the said vehicle has not been demanded by the authorities for last 6 years.

It is therefore requested to issue a form-C certificate in favour of the said vehicle so that
this deptt. can able to get the fitness of the vehicle, please.

It is for kind perusal that Sri Mitu Nayak, CT/5274 was attached to DQM Cell/KUR
for a period of 20 days as per order of Sr. DSC/RPF/KUR for condemnation work of coir
mattresses & computers as Sri S.K.Mishra, CT/9497 of this unit was under RMC sick list.

Further, it is to submit that the above named staff could not be spared because
two staff of this unit namely Sri S.K.Mishra & Sri S.K.Pradhan were on sparing to
participate Inter Railway Volley Ball tournament which concluded shortly.

That Sir, Car Festival is very important for us as this unit plays a vital role during
this occasion. This unit every year makes preparations well in advance for this festival.
On this world famous car festival this unit supplies Walkie Talkies, Loud Hailer, VHF set,
tents and chairs etc to various temporary duty posts made at PUI. And also provides
temporary barricades at different place of PUI Station area for passengers awareness
and safety.

That Sir, 70 Nos. of Iron cots have been received by this office on 16.05.2018 and
also the remaining will be received shortly. These items have to be distributed.

In view of the above, it is requested that Sri Mitu Nayak, CT/5274 of Divl. Reserve
Coy/KUR may kindly be permitted to work in MT Cell-Cum-Store till completion of Car

been appointed to the post of Constable/RPF in the year 2010 and posted to E.Co.Rly/Khurda
Road division after initial training at Gorakhpur. Since then I have been working in Khurda Road
division with utmost satisfaction to the administration.
That Sir, I was proud to be blessed with a girl child in the year 2016 but pity to mention
that she had undergone neonatal seizures and suffering from Non-Ketotic Hyperglycemia
diseases since her birth. She is undergoing medical treatment and proper care at AIIMS
Hospital, New Delhi. She needs medical checkup at regular intervals.
That Sir, I am presently working in RPF/Post/KUR, East Coast Railway/Khurda Road
division which is 1100 kms away from my native place falls in the district of Chandauli, UP. I have
been experiencing much difficulties to provide medical care to my kid as I am working far away
from my native.
That Sir, my both parents are at the fag end of their life. Father is 70 years old and
mother is at 60. My mother is suffering from eyesight problems. Her problem inclines during
night and she fully depends upon others for her daily chores.
That Sir, my wife is the only person who looks after my little child as well as old aged
parents. She is toiling hard to make both ends meet to provide better care and medical help to
my baby as well as old aged parents.
In view of the above juncture, it is requested before your benevolent to consider my
problems sympathetically for transfer from East Coast Railway/Khurda Road division to
N.E.Railway/Gorakhpur so that I can take proper care of my little baby as well as parents,
please.

Respected Sir,
 With profound regards and humble submission, I the undersigned beg to state the
following few lines on the floor of your justice for kind consideration and favourable orders,
please.
That Sir, I have been awarded punishment for deduction of 03 days pay from my salary
on account of alleged superseding in nature. It is my ill fate that just I ventilated my grievances
before your honour. Though the quarter mater post was an Inspector post, therefore I was in
dilemma about smooth functioning of Divl. Store. On the other hand, I am a new ASI recently
promoted from Head Constable under Cadre restructuring scheme and I have no idea about the
functioning of Store work. Hence, I prayed for posting of an experienced Officer for proper
monitoring of store work. Further it is pertinent to mention here that my predecessor was a
Sub-Inspector and without handing over the inventory list of store items, he had been spared.
Therefore, it was my duty to ventilate the information with a view to settle the issue for smooth
functioning of Divisional Store.
In another issue, on 19.04.2018 at 18.15 hrs I left office for tea and just after my
departure, I was marked absent in attendance register. Sir, I am above 55 years and suffering
from diabetes and high blood pressure. On that day I felt uneasy and just left office for taking
tea and again returned to office.
Sir, with a fair intention I had submitted my grievance before your honour only to inform
the present position of the Divisional Store by mentioning the difficulties, since you are the apex
authority of the Division. But without listening my grievance, an order for reduction of 03 days
pay have been passed, which directly affected my financial condition as my family fully depend
on me and every single rupee has a greater importance for the poor family.
Under the above circumstances, I am praying before your honour with folded hands
kindly look into my poor case and the order of deduction of 03 days pay may kindly be set aside
by considering my appeal in the interest of my poor family, for which act of your kindness I shall
ever grateful and obliged.

With reference to the above, 200 Nos. of Blank Cash Receipt memo books were received
by this office for distribution to different RPF Posts of Khurda Road division to impose fines for
littering, spitting, urinating and defacing walls etc. in Railway premises. The same is going to be
exhausted very shortly.

Hence, it is requested to issue 200 Nos. of Blank Cash Receipt memo books to this
department through bearer of this letter ASI A.K.Mohanty for further action from this end. His

days LAP from 07.05.18 to 11.05.18 and supposed to join his duties on 12.05.2018. On
10.05.18 he felt uneasy and admitted at Life Institute of Gastroenterology, Cuttack and
latter referred to SUM Hospital, Bhubaneswar for further check up. He was under
treatment at Cuttack under Dr. Ishwar Ch. Behera up to 17.06.2018. He reported this
office on AM of 18.06.2018 and hereby directed to report at your for further medical
fitness so that joining can be made at this end, please.

Respected Sir,

With humble submission, it is submitted that I the undersigned was allowed to

avail 05 days LAP from 07.05.2018 to 11.05.2018 and supposed to join my duties on
12.05.2018. But on 10.05.2018 I felt unwell and admitted at Life Institute of
Gastroenterology & Gynacology at Cuttack for medical checkup. On 14.05.2018 I visited
to SUM hospital BBS for better treatment where my treatment continued up to
17.05.2018. Later from 20.05.2018 to 17.06.2018 I was under treatment of Dr. Ishwar
Chandra Behera, Cuttack. After being recovered from illness, I reported to MT Cell/KUR
on AM of 18.06.2018 and directed to Sr. DMO/KUR for further medical fitness. Sr.
DMO/KUR vide fit certificate No. 986851 dated. 18.06.2018 has declared me fit for duty
w.e.f. 19.06.2018 and accordingly I joined my duties on 19.06.2018.
 Therefore, it is prayed for regularization of my PMC sick/OS period from
12.05.2018 to 18.06.2018 into commuted leave. The medical documents are enclosed
herewith for kind perusal, please.

It is submitted that Sri S.K.Pradhan, SIPF of this unit was allowed to avail 05 days
LAP from 07.05.2018 to 11.05.2018 and supposed to join his duties on 12.05.2018. But
he did not resume duties and overstayed from 12.05.2018. On 12.05.2018 this office
received an application of the above named SIPF through e-mail requesting for
extension of leave due to self sickness and admitted at Private medical, Cuttack which
was submitted to Sr. DSC/RPF/KUR vide this office lr No. 92 dated. 14.05.2018.
Later on 15.06.2018 this office received another application of Sri S.K.Pradhan,
SIPF through postal addressed to Sr. DSC/RPF/KUR requesting for extension of leave and
joining of duty after full recovery from ill heath which was submitted to Sr. DSC/RPF/KUR
vide this office lr No. 108 dated. 15.06.2018.
On 18.06.2018, the above named SIPF has reported this office and directed to
report before Sr. DMO/OPD/KUR for further medical checkup. Sr. DMO/KUR vide fit
certificate No. 986851 dated. 18.06.2018 has declared him fit for duty w.e.f. 19.06.2018
and accordingly he joined his duties on 19.06.2018. He has submitted an application for
regularization of PMC sick/OS period from 12.05.2018 to 18.06.2018 into commuted
leave. His original application along with medical documents are enclosed herewith for
kind disposal and regularization of OS period, please.
