METHOD STATEMENT

FOR MOBILIZATION OF MANPOWER,


EQUIPMENT & TEMPORARY FACILITIES

Mobilization of Manpower, Equipment
And Temporary Facilities
OBJECTIVE
The purpose of this document is to define correct procedures that will enable the AL SAFWA
site teams to carry out safe lifting operations that comply with both the QCS 2014 regulations
and the BS7121 for mobile cranes and boom trucks over the period of mobilization of
temporary facilities of the project.

MANPOWER SOURCE
The sources of manpower for this project are as follows:

Project Manager
- Ensure that all submittals are submitted in a timely manner
- Work progress is carried out according to planned program and all equipment
required to execute the works are available as per project planning are in good
condition

Project Engineer
- Ensure proper execution of work as per approved submittals, method statement
and approved shop drawings.
- To distribute responsibility among site staff.
- Adopt all safety measures as required and under the supervision of site safety
personnel
- Ensure that the sequence of work is as per the approved plan.

QA/QC
- To initiate inspection test request (WIRs) for consultant/client approval.
- To advice site foreman/ supervisor of the specific requirement related to work
quality and requirement of consultant/client inspection and approval at different
stages of the work progress.
- Implement the consultant/client comments through site team and preparing for
Final inspection and approval of consultant/client.
- To maintain a comprehensive inspection and test records as quality standards
and Consultant/client approved quality plan.

HSE OFFICER
- Ensure the implementation of all safety measures in accordance with HSE plan
and that the whole work force is aware of its proper implementation.
- Conduct inspection of all the site activities and training personnel in accident
prevention and its proper reporting to the project manager
- Ensure the site is maintained in a clean and tidy manner
- Ensure only trained person shall operate the power tools
- Ensure all concerned personnel shall use PPE.
- Ensure adequate lighting is provided in the working area at nighttime.
- Ensure high risk elevated areas are provided with barricade, tape, safety nets
- Always ensure safe access to site work
Job performer
- Ensure that he is aware of the HSE rules and regulations, work procedures, job
locations, equipment to be worked on, tools and equipment to be used.
- Ensure that no other activity/tool is used except as specifically certified by third
party.
- Implements the work site precautions to be taken by job performer as identified
by the area authority on the PTW/certificate.
Site foreman
- To carry out work and proper distribution of all the available resources in
coordination with the site engineer on daily basis.
- Daily reports of the work are achieved and coordinated for the future planning with
the site engineer.
- Incorporate all the QA/QC and safety requirements as requested by the
concerned engineer.

CONTRACTOR SITE FACILITIES


AL SAFWA shall erect the following temporary facilities at Client designated locations:
- 07 Nos. of Porta-cabins with different sizes
a) 02 Nos. for Client & Consultant

b) 04 Nos. for Contractor & Sub-Contractors
c) 1 No. Security Guard
- Shaded area 12 M x 6 M
- 02 Nos. of Toilets for laborers
- Diesel Generator
- Water Tank (2 Nos.)

PORTACABIN LIFTING & POSITIONING PROCEDURES


Prior to the lifting operation, safety engineer shall thoroughly brief all work personnel
involve with the lift as to their duties & responsibilities.
The crane operator shall be in possession of necessary license under the applicable law
and regulations, third party certificate of competency for crane being used.
Qualified rigger/ banksman shall be assigned to guide the offloading, lifting, and
positioning operation of portacabin units by the crane operator. No lifting shall be taken
place without rigger.
Setting out and lay down crane outriggers shall be done. The base of outriggers shall be
on well compacted surface and shall rest on the spread pads or level timber of sufficient
width greater than the rigger foot.
All lifting tools and shackles shall be inspected. Wire ropes, sling & shackles shall have
valid certificates of safe load and color coded.
Shackles shall be locked on the four corners of the portacabin base.
Tag line shall be sling above the eye and shall be held by the rigger to control the lift with
the help of banksman.
Wind speed and direction to be noted by the rigger. No lifting shall be taken place under
high wind, sandstorm or during heavy rain condition.
Clear distance shall be maintained between cabin and various crane components.
Cabins shall be lifted and lowered on the foundations.
Contractor shall ensure the total allowable tonnage as per lifting capacity of crane and
not exceed. Boom length to be check upon arrival. Third party certificate shall be
available.
Services connection, existing power connections, portable water, sewage discharge and
drainage works will be carried out after all portacabins has been placed down on their
designated positions.
