should be suitable for outdoor installation, in such areas as above and, should have necessary

1.6 TECHNICAL REQUIREMENTS: The following technical particulars are common for outdoor PMA
VCBs, except where specifically mentioned:
1.6.1CIRCUIT BREAKERS: The equipment will be used in High Voltage system having characteristics
as listed in the specification. The equipment will be installed outdoor in hot, humid, and tropical
atmosphere.
All equipment, accessories and wiring shall have tropical protection, involving special treatment of
metal and insulation against fungus, insects, and corrosion. The maximum temperature in any part
of the equipment at specified rating shall not exceed the permissible limits as stipulated in the
relevant standards.
The equipment shall be capable of withstanding the dynamic and thermal stresses of listed short
circuit current without any damage or deterioration. The safety clearances of all live parts of the
equipment shall be as per relevant standards. The breaker shall be of M2 class (10,000 operations)
1.6.1.1 TYPE AND DUTY:
The 33 kV PMA VCB shall be outdoor, as per schedule of materials, 3-pole, vacuum type having
internal isolation without any sequential interlock.
The duty of the circuit breaker shall involve satisfactory interruption of short circuit currents as listed
in principal parameters.
1.6.1.2 CONSTRUCTIONAL FEATURES:
The PMA VCB shall have fixed type construction consisting of three single identical poles, complete
with a gang operated mechanism for specified duty. The interrupters shall be enclosed in a sealed
solid dielectric insulator housing conforming to IP-65 degree of protection (IS/IEC 60529). All three
poles of circuit breaker shall be linked together electrically/mechanically to ensure simultaneous
closing/tripping of all poles.
The trip free operating mechanism, 3 phase inter connection links shall be completely
accommodated in the base. There shall be sufficient clearance between live parts of the circuit
breakers and the ground. The circuit breaker shall be complete with operating mechanism, other
accessories/materials to ensure complete assembly and proper functioning.
Dry type epoxy resin cast current transformers shall be embedded in the PMA VCB Bushings.
Terminal connectors suitable for DOG/PANTHER ACSR conductor for 36 kV should be supplied for
Circuit Breakers. The circuit breaker shall be provided with a terminal for earthing connection.
Suitable length of 1.1kV Grade, PVC Insulated, Steel Wire/Steel Strip Armoured, PVC Outer Sheathed,
1.5 Sq. mm, Copper Conductor Control Cables, for inter-connection from Circuit Breaker to the Local
Control Cabinet, are to be provided.
Similarly, suitable length of 1.1kV Grade, PVC Insulated, Steel Wire/Steel Strip Armoured, PVC Outer
Sheathed, 2.5 Sq. mm, Copper Conductor Control Cables, for inter-connection from Current
Transformers in the VCB, to the Local Control Cabinet, are to be provided.
Neither the circuit breaker nor any part of the switchgear or its supporting structures shall be
permanently strained due to vibration etc. when making or breaking the rated short circuit currents.

The details of any device incorporated in the circuit breakers to limit or control the rate of re-striking
voltage across the circuit breaking contacts shall be stated.
All metal enclosures shall be fabricated from minimum 2 mm steel sheet free from all surface
defects. The panel shall have sufficient structural re-enforcement to ensure a plain surface to limit
vibration and to provide rigidity during dispatch and installation.
1.6.1.3 MAIN CONTACTS AND ARC QUENCHING CHAMBER:
i) The main contacts shall have adequate area and contact pressure for carrying rated
continuous and short time currents without excessive heating liable to cause pitting and welding.
ii) The tips of the arcing & main contacts shall be special Copper-Chromium alloy/heavily silver
plated.
iii) The contacts that are adjustable to allow for wear, shall be easily replaceable and shall have
minimum moveable part and adjustments. The arc-quenching device shall be of robust construction
and shall not require any critical adjustments. The devices shall be easily accessible and removable
for access to the breaker contacts.
iv) Flexible laminations shall be of electrolytic Copper. The ends of the laminations shall be
solidified with hot pressed/electro fusion/Electro solidification method to ensure good electrical
contacts and achieve minimum contact resistance.
1.6.1.4 INTERLOCK: All electrical and mechanical interlocks, which are necessary for safe and
satisfactory operation of the circuit breaker, shall be furnished. It is intended that before lockout
occurs the breaker shall be in trip position. The User Manual/Operation Manual/Drawing should
clearly show the interlocks provided. Any interlock which is mandatory for the safety of the system
and operations staff, should not be provided with disable features.
1.6.1.5 AUXILIARY CONTACTS: Each breaker shall be provided with Four (4) normally open and Four
(4) normally closed electrically separate auxiliary contacts.
The auxiliary contacts shall be rated for 10 A for AC and 10 A for DC at rated voltage.
All spare contacts to be wired till the Local Control Cabinet terminal blocks.
1.6.1.6 INSULATORS: Bushing insulator for circuit Breakers shall comply with IS/IEC 60137 and other
relevant Standard for high voltage insulated bushings and should conform to the minimum
clearances as per relevant Standards and specifications of this document.
Bushings shall be Hydrophobic Cycloaliphatic Epoxy (HCEP) Resin Cast type and shall be free from
blemishes.
Bushings shall have adequate mechanical strength and rigidity to withstand the duty involved.
When operated at maximum system voltage there shall be no electrical discharge. Shielding rings, if
necessary, shall be provided. Insulation shall be coordinated with basic impulse level of the system.
The creepage distance shall correspond to heavily polluted atmosphere.
1.6.1.7 OPERATING MECHANISM: The operating mechanism shall be Permanent Magnet Actuator
Type. All three poles of the breaker shall operate simultaneously.
Anti-pumping device shall be incorporated.
Mechanically operated indicator to show whether the circuit breaker is open or closed shall be
provided on the circuit breaker operating mechanism.
The breaker shall be suitable for 4 shot reclosing operations.

The mechanism shall be designed for electrical control from remote. Local manual trip/lock-out
(lever/button) shall be provided in the mechanism box.
Mechanical components shall have minimum plating thickness of 10-15 microns. The surface
finishing ensures zinc plating trivalent passivation.
All fasteners exposed to air should be of hot dip galvanized of MS 8.8 Grade for M10 and above and
below M10 grade shall be of stainless steel.
1.6.1.8 NAME/RATING PLATE:
CIRCUIT BREAKERS: Each circuit-breaker shall be provided with a name plate, legibly and indelibly
marked with at least the following information: a) Name of manufacturer
b) Type designation and serial number
c) Rated voltage and current
d) Rated frequency
e) Rated symmetrical breaking capacity
f) Rated making capacity
g) Rated short-time current and its duration
h) P. O. No. & Date and Year of supply
i) Period of Guarantee
NOTE:
1. The word “Rated” need not appear on the nameplate; recognized abbreviations may be used to
express the above quantities.
2. When the circuit breaker is fitted with closing and/or tripping devices necessitating an auxiliary
supply, the nature of the auxiliary supply shall be stated either on the circuit breaker nameplate or
in any other acceptable position.
3. P. O. No., Date of Supply, and the words “(Property of UPCL)” must be etched on the nameplate.
1.6.2 OUTDOOR LOCAL CONTROL CABINET:
1.6.2.1 CONSTRUCTION: The Outdoor Local Control Cabinet, to house local control equipment,
indications, push buttons, selector switches, CT Secondary Terminal Wiring, etc., shall be weather &
vermin proof and of rust-free pressed steel cubicle type with hinged door and locking device.
Ventilation louvers (if required) shall be provided with GI mesh and dust filters. The frame shall be
made of angle iron or structural steel of sufficient weight and strength to ensure permanent rigidity
and alignment. The Local Control Cabinet shall be provided with illuminating lamp, small wiring
leads, terminal bolts, fuses, earth bar, earth connections etc. The cabinet should be provided with
locking handle, with built-in-door lock and the lock shall be provided with duplicate keys.
The Local Control Cabinet should confirm to Ingress protection of IP 65 or better.
The Local Control Cabinet shall be epoxy painted to shade RAL 7032.
The thickness of the sheet steel for the Local Control Cabinet shall be 2 mm.
The cables from circuit breakers and current transformers in VCB to the Local Control Cabinet shall
be provided as per Clause 1.6.1.2 above .
1.6.2.2 PAINTING: All metal enclosures shall be treated in 7 tank Pre-treatment processes & should
be painted with UV Resistant Pure polyester Powder coating. The thickness of powder coating shall

be of 70-90 microns to withstand tropical heat and extremes of weather. The powder coating shall
be guaranteed for 5 years from the date of receipt of material.
1.6.2.3 INSTRUMENTS: Weatherproof & vermin-proof Local Control Cabinet shall be structure
mounted, having equipped as follows:
a) One Heavy duty, Pistol grip type, Breaker Control Switch for VCB Trip/Neutral/Close positions,
with spring return to neutral position.
b) One number control switch, for Local/Remote, of heavy duty, with suitable terminals.
c) One 110V DC Red LED and one 110V DC Green LED indicating lamps for indicating close and open
positions of VCB, respectively.
d) One 110V DC Yellow lamp for healthy trip indication.
e) One 110V DC White lamp for DC Healthy indication.
f) One 110V DC Amber Lamp for auto-trip indication.
g) Necessary LT Fuses/MCBs for Control Circuit, set of fine wiring, with ferrules, with standard code
number of respective terminals and with suitable terminal connectors. h) 10 A, 230 V AC three
pin socket with plug & switch.
i) Disconnecting Type terminal blocks for CT control cables, suitably wired with 10% spare terminals.
j) One suitable Copper earth strip of 12 mm x 3 mm size, with adequate number of holes with
suitable nuts and bolts.
k) 1 No. LED Type Cubicle Illuminator lamp with switch (230 V AC).
l) 1 No. panel space heater with heater switch & thermostat.
m) Any other equipment required for the safe and satisfactory operation of the system, to be
provided.
1.6.2.4 INTERNAL WIRING (LOCAL CONTROL CABINET):
The Local Control Cabinet shall be provided with Fuses/MCBs for AC circuit and fuses/MCBs for DC
control circuit.
The internal wiring of the cabinet shall be with 2.5 Sq.mm, 650 V grade stranded Copper FR PVC
insulated wiring of reputed make for CT Circuits and 1.5 Sq.mm, 650 V grade stranded Copper FR
PVC insulated wiring of reputed make for all other Circuits.
The terminals shall be made with solder less crimping type of tinned copper lugs. Insulated sleeves
shall be provided at all the wire terminations. Ferrules shall be provided for identification of
terminals. All wires directly connected to trip circuits shall be distinguished by the addition of red
coloured ferrule.
1.6.2.5 TERMINAL BLOCKS (LOCAL CONTROL CABINET):
It shall be of 650 V, have 10 A continuous rating, moulded piece, complete with insulated barrier.
Screw type terminals, washers, nuts, and lock nuts are required. Marking on the terminal strip shall
correspond to wire number on the wiring diagram.
Terminal blocks for CTs shall be of the disconnecting type.
A minimum clearance of 250 mm between 1st row terminal block and associated gland plate is
required. There shall be minimum clearance of 150 mm between rows of terminal blocks.
A steel strip shall be connected between adjacent terminal block rows at 450 mm intervals for
support of internal cables.

As a minimum of 10% terminal to be provided as spare.
1.6.2.6 SPACE HEATER (LOCAL CONTROL CABINET):
Tubular space heater suitable for single phase 230 V AC 50 Hz. supply shall be provided at the
bottom of each Local Control Cabinet. The watt loss per unit surface of the heater shall be low
enough to keep surface temperature well below visible heat.
1.6.3 CURRENT TRANSFORMERS:
The core shall be high grade non-aging electrical silicon-laminated steel of low hysteresis loss and
high permeability to ensure high accuracy, at both normal and over current.
The secondary terminals shall be brought to the Local Control Cabinet.
The current transformer shall be embedded in the VCB Bushings.
All windings of Current Transformers shall be made of double paper covering insulation and the
manufacturing of the units shall be done in completely closed and air-conditioned room. Fiberglass
insulation sleeves are to be provided for primary winding, where applicable.
The current transformers shall be complete in all respects.
Facility for selecting the CT ratio in the Local Control Cabinet, by closing the appropriate links in the
Local Control Cabinet, shall be provided. The various ratios of Current Transformers shall be obtained
by changing the effective number of turns on the secondary. In no case changing of CT ratio with
primary links shall be provided.
The current transformers shall be designed to carry continuously a current of at least 120% of the
rated current.
1.7 SCHEDULE OF EQUIPMENT:
1.7.1 CIRCUIT BREAKERS:
1. The Circuit Breaker, complete with suitable GI Base Frame / Mounting Bracket - suitable for
Double Pole Structure Mounting, (with fixing bolts & nuts), for outdoor installation, shall have one
PMA Vacuum Circuit Breaker - 3 poles, Operating Mechanism enclosure and current transformers
as per the specifications.
2. Earth Terminals, as per relevant Standards, shall be provided on the PMA VCB, for proper earthing
of equipment.
3. Inter-connecting cables from breaker/CT to Local Control Cabinet, as per Clause 1.6.1.2 above.
4. Minimum average length of Inter-connecting cables from breaker/CT to Local Control Cabinet, will
be 5 meters.
1.7.2 TERMINAL CONNECTORS:
Terminal connectors suitable for DOG/PANTHER ACSR conductor for 33 kV, shall be supplied for
Circuit Breaker (6 Nos.).
Note: Other standard accessories which are not specifically mentioned but supplied with breakers of
similar type and rating for efficient and trouble-free operation, shall be provided.
1.7.3 LOCAL CONTROL CABINET:
One Number, Weather, dust and vermin proof, Structure Mounted Local Control Cabinet shall be
provided as per Clause 1.6.2 above.
The Local Control Cabinet should be complete in all respects including wiring; all accessories,
including, but not limited to the specifications, but required for the safe and satisfactory operations,

including Cables for the interconnection between VCB, CT and Local Control Cabinet, as per Clause
1.6.1.2 above.
Note: Other standard accessories which are not specifically mentioned but supplied with breakers of
similar type and rating for efficient and trouble-free operation shall be provided.
1.8 TYPE AND ACCEPTANCE TESTS:
The type, acceptance and routine tests and tests during manufacture, shall be carried out on the
PMA VCBs as per the IS/IEC 62271-100 (with latest revision).
For all type tests and acceptance tests, the acceptance values shall be the values guaranteed by the
supplier in the Performa for “Guaranteed Technical Particulars” furnished in this specification or
acceptance value specified in this specification, whichever is more stringent for that test.
1.8.1 TYPE TESTS:
The circuit breakers shall be fully type tested by the bidder, as per the relevant Standards, including
the type tests mentioned in the document. The type tests must have been conducted on 36kV PMA
VCBs, in recognized NABL accredited test laboratories, not earlier than 10 years from the date of bid
opening. The bidder shall furnish copies of type test reports, along with the bid.

For Type tests applicable as per IS/IEC 62271-100 and not covered above, type test certificate is to be
furnished at the time of inspection of first lot of the bulk supply.
1.8.2 ACCEPTANCE AND ROUTINE TESTS:
a) Measurement of resistance of the main circuits

d) One minute power frequency voltage dry withstand test on auxiliary circuits
1.8.3 ADDITIONAL TESTS:
The purchaser reserves the right of having at his (Purchaser’s) own expenses, any other tests(s) of
reasonable nature, carried out at Bidder’s premises, or at site, or in any other place, in addition to
the aforesaid type, acceptance, and routine tests, to satisfy himself that the material complies with
the specifications.
In case of failure in any type test, the supplier is required to modify the design of the material, and
the material shall be type tested again for the modified design, without any extra cost to the
purchaser. No delivery extension shall be given for this additional testing.

The entire cost of testing for the acceptance and routine tests and tests during manufacture, shall be
treated as included in the quoted unit price.
1.8.4 TEST REPORTS/TEST CERTIFICATES:
Record of routine test reports shall be maintained by the Bidder at his works, for periodic inspection
by the purchaser’s representative. Test certificates of tests conducted during manufacture, shall be
maintained by the Bidder. These shall be produced for verification, as and when desired by the
purchaser.
1.9 WARRANTY:
The Circuit Breakers (total equipment including the Local Control Cabinet and CTs) shall be
guaranteed for satisfactory operation for a period of 24 months from the date of commissioning of
breakers or 30 months from the date of dispatch of breakers, whichever is earlier.
1.10 MANDATORY SPARES & TOOLS:
A list of recommended spares, including vacuum interrupters, may be indicated for operation of each
type of breaker, along with their prices.
The Unit prices of the following spares shall be quoted: a)
Breaker Control Unit
b) TNC switch
c) Breaker Auxiliary Switch
d) Tripping Coil & Closing coil, if applicable
Breaker Control Units, tripping & closing coils shall be supplied 5% of the tender quantity as spares.
1.11 TECHNICAL DEVIATIONS:
Any deviation in Technical Specification, as indicated, shall be specifically and clearly indicated in the
enclosed technical deviation format and GTP.
1.12 DRAWINGS:
General Arrangement Drawings and technical literature of Breakers and Local Control Cabinet shall
be enclosed with the Offer. Tenders not accompanied by the above, are liable to be rejected. These
drawings and literature are to be supplied in duplicate copies, along with each unit in the event of
order and are to be housed in a proper weatherproof enclosure on the rear of the Local Control
Cabinet door. One set of reproducible drawings shall be supplied.
1.13 OVERALL DIMENSIONS AND FOUNDATION DETAILS:
The manufacturer shall give the necessary information, as regards the overall dimensions of the
circuit breaker and foundation details.

1.14 PACKING: All the equipment shall be packed in suitable crates, with suitable steel
bands, to withstand rough handling and storage at destination.

WITH IN-BUILTCURRENT TRANSFORMERS (300/1-1A) – FOR 33kV TRANFORMER HV FEEDERS
1.1 SCOPE: This specification covers the design, manufacturing, assembly, shop-testing &supply of
36 kV, 1250 A, 26.3 kA for 3 sec., 3 Pole, 50 Hz., Permanent Magnetic Actuator Operated, Outdoor,
Solid Dielectric Insulated, Compact, Vacuum Circuit Breakers (PMA VCB), including in-built Dry Type
Current Transformers, for installation in any of the existing/new 33/11 kV Substations of UPCL. The
33 kV Transformer HV feeder PMA VCBs with control supply of 110 V DC, shall be suitable for control
from SCADA centre.
It is not the intent to specify completely herein, all the details of the design and construction of
equipment. However, the equipment shall conform in all respects to high standards of engineering,
design and workmanship and shall be capable of performing in continuous commercial operation, up
to the bidder's guarantee period, in a manner acceptable to the purchaser, who will interpret the
meanings of drawings and specifications and, shall have the power to reject any work or material
which, in his judgment, is not in accordance with the requirements of satisfactory operations of the
system.
The offered equipment shall be complete, with all components necessary for their effective and
trouble-free operation. Such components shall be deemed to be within the scope of bidder's supply,
irrespective of whether those are specifically brought out in this specification and/or the commercial
order or not.

1.6 TECHNICAL REQUIREMENTS: The following technical particulars are common for outdoor PMA
VCBs, except where specifically mentioned:
1.6.1 CIRCUIT BREAKERS: The equipment will be used in High Voltage system having characteristics
as listed in the specification. The equipment will be installed outdoor in hot, humid, and tropical
atmosphere.
All equipment, accessories and wiring shall have tropical protection, involving special treatment of
metal and insulation against fungus, insects, and corrosion. The maximum temperature in any part
of the equipment at specified rating shall not exceed the permissible limits as stipulated in the
relevant standards.
The equipment shall be capable of withstanding the dynamic and thermal stresses of listed short
circuit current without any damage or deterioration. The safety clearances of all live parts of the
equipment shall be as per relevant standards. The breaker shall be of M2 class (10,000 operations)
1.6.1.1 TYPE AND DUTY:
The 33 kV PMA VCB shall be outdoor, as per schedule of materials, 3-pole, vacuum type having
internal isolation without any sequential interlock.
The duty of the circuit breaker shall involve satisfactory interruption of short circuit currents as listed
in principal parameters.
1.6.1.2 CONSTRUCTIONAL FEATURES:
The PMA VCB shall have fixed type construction consisting of three single identical poles, complete
with a gang operated mechanism for specified duty. The interrupters shall be enclosed in a sealed
solid dielectric insulator housing conforming to IP-65 degree of protection (IS/IEC 60529). All three
poles of circuit breaker shall be linked together electrically/mechanically to ensure simultaneous
closing/tripping of all poles.
The trip free operating mechanism, 3 phase inter connection links shall be completely
accommodated in the base. There shall be sufficient clearance between live parts of the circuit
breakers and the ground. The circuit breaker shall be complete with operating mechanism, other
accessories/materials to ensure complete assembly and proper functioning.

Dry type epoxy resin cast current transformers shall be embedded in the PMA VCB Bushings.
Terminal connectors suitable for DOG/PANTHER ACSR conductor for 36 kV should be supplied for
Circuit Breakers. The circuit breaker shall be provided with a terminal for earthing connection.
Suitable length of 1.1kV Grade, PVC Insulated, Steel Wire/Steel Strip Armoured, PVC Outer Sheathed,
1.5 Sq. mm, Copper Conductor Control Cables, for inter-connection from Circuit Breaker to the Local
Control Cabinet, are to be provided.
Similarly, suitable length of 1.1kV Grade, PVC Insulated, Steel Wire/Steel Strip Armoured, PVC Outer
Sheathed, 2.5 Sq. mm, Copper Conductor Control Cables, for inter-connection from Current
Transformers in the VCB, to the Local Control Cabinet, are to be provided.
Neither the circuit breaker nor any part of the switchgear or its supporting structures shall be
permanently strained due to vibration etc. when making or breaking the rated short circuit currents.
The details of any device incorporated in the circuit breakers to limit or control the rate of re-striking
voltage across the circuit breaking contacts shall be stated.
All metal enclosures shall be fabricated from minimum 2 mm steel sheet free from all surface
defects. The panel shall have sufficient structural re-enforcement to ensure a plain surface to limit
vibration and to provide rigidity during dispatch and installation.
1.6.1.3 MAIN CONTACTS AND ARC QUENCHING CHAMBER:
i) The main contacts shall have adequate area and contact pressure for carrying rated
continuous and short time currents without excessive heating liable to cause pitting and welding.
ii) The tips of the arcing & main contacts shall be special Copper-Chromium alloy/heavily silver
plated.
iii) The contacts that are adjustable to allow for wear, shall be easily replaceable and shall have
minimum moveable part and adjustments. The arc-quenching device shall be of robust construction
and shall not require any critical adjustments. The devices shall be easily accessible and removable
for access to the breaker contacts.
iv) Flexible laminations shall be of electrolytic Copper. The ends of the laminations shall be
solidified with hot pressed/electro fusion/Electro solidification method to ensure good electrical
contacts and achieve minimum contact resistance.
1.6.1.4 INTERLOCK: All electrical and mechanical interlocks, which are necessary for safe and
satisfactory operation of the circuit breaker, shall be furnished. It is intended that before lockout
occurs the breaker shall be in trip position. The User Manual/Operation Manual/Drawing should
clearly show the interlocks provided. Any interlock which is mandatory for the safety of the system
and operations staff, should not be provided with disable features.
1.6.1.5 AUXILIARY CONTACTS: Each breaker shall be provided with Four (4) normally open and Four
(4) normally closed electrically separate auxiliary contacts.
The auxiliary contacts shall be rated for 10 A for AC and 10 A for DC at rated voltage.
All spare contacts to be wired till the Local Control Cabinet terminal blocks.
1.6.1.6 INSULATORS: Bushing insulator for circuit Breakers shall comply with IS/IEC 60137 and other
relevant Standard for high voltage insulated bushings and should conform to the minimum
clearances as per relevant Standards and specifications of this document.
Bushings shall be Hydrophobic Cycloaliphatic Epoxy (HCEP) Resin Cast type and shall be free from
blemishes.
Bushings shall have adequate mechanical strength and rigidity to withstand the duty involved.

When operated at maximum system voltage there shall be no electrical discharge. Shielding rings, if
necessary, shall be provided. Insulation shall be coordinated with basic impulse level of the system.
The creepage distance shall correspond to heavily polluted atmosphere.
1.6.1.7 OPERATING MECHANISM: The operating mechanism shall be Permanent Magnet Actuator
Type. All three poles of the breaker shall operate simultaneously.
Anti-pumping device shall be incorporated.
Mechanically operated indicator to show whether the circuit breaker is open or closed shall be
provided on the circuit breaker operating mechanism.
The breaker shall be suitable for 4 shot reclosing operations.
The mechanism shall be designed for electrical control from remote. Local manual trip/lock-out
(lever/button) shall be provided in the mechanism box.
Mechanical components shall have minimum plating thickness of 10-15 microns. The surface
finishing ensures zinc plating trivalent passivation.
All fasteners exposed to air should be of hot dip galvanized of MS 8.8 Grade for M10 and above and
below M10 grade shall be of stainless steel.
1.6.1.8 NAME/RATING PLATE:
CIRCUIT BREAKERS: Each circuit-breaker shall be provided with a name plate, legibly and indelibly
marked with at least the following information: a) Name of manufacturer
b) Type designation and serial number
c) Rated voltage and current
d) Rated frequency
e) Rated symmetrical breaking capacity

NOTE:
1. The word “Rated” need not appear on the nameplate; recognized abbreviations may be used to

2. When the circuit breaker is fitted with closing and/or tripping devices necessitating an auxiliary

in any other acceptable position.

1.6.2 OUTDOOR LOCAL CONTROL CABINET:
1.6.2.1 CONSTRUCTION: The Outdoor Local Control Cabinet, to house local control equipment,
indications, push buttons, selector switches, CT Secondary Terminal Wiring, etc., shall be weather &
vermin proof and of rust-free pressed steel cubicle type with hinged door and locking device.
Ventilation louvers (if required) shall be provided with GI mesh and dust filters. The frame shall be
made of angle iron or structural steel of sufficient weight and strength to ensure permanent rigidity
and alignment. The Local Control Cabinet shall be provided with illuminating lamp, small wiring

leads, terminal bolts, fuses, earth bar, earth connections etc. The cabinet should be provided with
locking handle, with built-in-door lock and the lock shall be provided with duplicate keys.
The Local Control Cabinet should confirm to Ingress protection of IP 65 or better.
The Local Control Cabinet shall be epoxy painted to shade RAL 7032.
The thickness of the sheet steel for the Local Control Cabinet shall be 2 mm.
The cables from circuit breakers and current transformers in VCB to the Local Control Cabinet shall
be provided as per Clause 1.6.1.2 above .
1.6.2.2 PAINTING: All metal enclosures shall be treated in 7 tank Pre-treatment processes & should
be painted with UV Resistant Pure polyester Powder coating. The thickness of powder coating shall
be of 70-90 microns to withstand tropical heat and extremes of weather. The powder coating shall
be guaranteed for 5 years from the date of receipt of material.
1.6.2.3 INSTRUMENTS: Weatherproof & vermin-proof Local Control Cabinet shall be structure
mounted, having equipped as follows:
a) One Heavy duty, Pistol grip type, Breaker Control Switch for VCB Trip/Neutral/Close positions,
with spring return to neutral position.
b) One number control switch, for Local/Remote, of heavy duty, with suitable terminals.
c) One 110V DC Red LED and one 110V DC Green LED indicating lamps for indicating close and open
positions of VCB, respectively.
d) One 110V DC Yellow lamp for healthy trip indication.
e) One 110V DC White lamp for DC Healthy indication.
f) One 110V DC Amber Lamp for auto-trip indication.
g) Necessary LT Fuses/MCBs for Control Circuit, set of fine wiring, with ferrules, with standard code
number of respective terminals and with suitable terminal connectors. h) 10 A, 230 V AC three pin
socket with plug & switch.
i) Disconnecting Type terminal blocks for CT control cables, suitably wired with 10% spare terminals.
j) One suitable Copper earth strip of 12 mm x 3 mm size, with adequate number of holes with
suitable nuts and bolts.
k) 1 No. LED Type Cubicle Illuminator lamp with switch (230 V AC).
l) 1 No. panel space heater with heater switch & thermostat.
m) Any other equipment required for the safe and satisfactory operation of the system, to be
provided.
1.6.2.4 INTERNAL WIRING (LOCAL CONTROL CABINET):
The Local Control Cabinet shall be provided with Fuses/MCBs for AC circuit and fuses/MCBs for DC
control circuit.
The internal wiring of the cabinet shall be with 2.5 Sq.mm, 650 V grade stranded Copper FR PVC
insulated wiring of reputed make for CT Circuits and 1.5 Sq.mm, 650 V grade stranded Copper FR
PVC insulated wiring of reputed make for all other Circuits.
The terminals shall be made with solder less crimping type of tinned copper lugs. Insulated sleeves
shall be provided at all the wire terminations. Ferrules shall be provided for identification of
terminals. All wires directly connected to trip circuits shall be distinguished by the addition of red
coloured ferrule.

1.6.2.5 TERMINAL BLOCKS (LOCAL CONTROL CABINET):
It shall be of 650 V, have 10 A continuous rating, moulded piece, complete with insulated barrier.
Screw type terminals, washers, nuts, and lock nuts are required. Marking on the terminal strip shall
correspond to wire number on the wiring diagram.
Terminal blocks for CTs shall be of the disconnecting type.
A minimum clearance of 250 mm between 1st row terminal block and associated gland plate is
required. There shall be minimum clearance of 150 mm between rows of terminal blocks.
A steel strip shall be connected between adjacent terminal block rows at 450 mm intervals for
support of internal cables.
As a minimum of 10% terminal to be provided as spare.
1.6.2.6 SPACE HEATER (LOCAL CONTROL CABINET):
Tubular space heater suitable for single phase 230 V AC 50 Hz. supply shall be provided at the
bottom of each Local Control Cabinet. The watt loss per unit surface of the heater shall be low
enough to keep surface temperature well below visible heat.
1.6.3 CURRENT TRANSFORMERS:
The core shall be high grade non-aging electrical silicon-laminated steel of low hysteresis loss and
high permeability to ensure high accuracy, at both normal and over current.
The secondary terminals shall be brought to the Local Control Cabinet.
The current transformer shall be embedded in the VCB Bushings.
All windings of Current Transformers shall be made of double paper covering insulation and the
manufacturing of the units shall be done in completely closed and air-conditioned room. Fiberglass
insulation sleeves are to be provided for primary winding, where applicable.
The current transformers shall be complete in all respects.
Facility for selecting the CT ratio in the Local Control Cabinet, by closing the appropriate links in the
Local Control Cabinet, shall be provided. The various ratios of Current Transformers shall be
obtained by changing the effective number of turns on the secondary. In no case changing of CT ratio
with primary links shall be provided.
The current transformers shall be designed to carry continuously a current of at least 120% of the
rated current.
1.7 SCHEDULE OF EQUIPMENT:
1.7.1 CIRCUIT BREAKERS:
1. The Circuit Breaker, complete with suitable GI Base Frame / Mounting Bracket - suitable for
Double Pole Structure Mounting, (with fixing bolts & nuts), for outdoor installation, shall have one
PMA Vacuum Circuit Breaker - 3 poles, Operating Mechanism enclosure and current transformers
as per the specifications.
2. Earth Terminals, as per relevant Standards, shall be provided on the PMA VCB, for proper earthing
of equipment.
3. Inter-connecting cables from breaker/CT to Local Control Cabinet, as per Clause 1.6.1.2 above.
4. Minimum average length of Inter-connecting cables from breaker/CT to Local Control Cabinet, will
be 5 meters.
1.7.2 TERMINAL CONNECTORS:

1.7.3 LOCAL CONTROL CABINET:
One Number, Weather, dust and vermin proof, Structure Mounted Local Control Cabinet shall be
provided as per Clause 1.6.2 above.
The Local Control Cabinet should be complete in all respects including wiring; all accessories,
including, but not limited to the specifications, but required for the safe and satisfactory operations,
including Cables for the interconnection between VCB, CT and Local Control Cabinet, as per Clause
1.6.1.2 above.
Note: Other standard accessories which are not specifically mentioned but supplied with breakers of
similar type and rating for efficient and trouble-free operation shall be provided.
1.8 TYPE AND ACCEPTANCE TESTS:
The type, acceptance and routine tests and tests during manufacture, shall be carried out on the
PMA VCBs as per the IS/IEC 62271-100 (with latest revision).
For all type tests and acceptance tests, the acceptance values shall be the values guaranteed by the
supplier in the Performa for “Guaranteed Technical Particulars” furnished in this specification or
acceptance value specified in this specification, whichever is more stringent for that test.
1.8.1 TYPE TESTS:
The circuit breakers shall be fully type tested by the bidder, as per the relevant Standards, including
the type tests mentioned in the document. The type tests must have been conducted on 36kV PMA
VCBs, in recognized NABL accredited test laboratories, not earlier than 10 years from the date of bid
opening. The bidder shall furnish copies of type test reports, along with the bid.

1.8.3 ADDITIONAL TESTS:
The purchaser reserves the right of having at his (Purchaser’s) own expenses, any other tests(s) of
reasonable nature, carried out at Bidder’s premises, or at site, or in any other place, in addition to
the aforesaid type, acceptance, and routine tests, to satisfy himself that the material complies with
the specifications.
In case of failure in any type test, the supplier is required to modify the design of the material, and
the material shall be type tested again for the modified design, without any extra cost to the
purchaser. No delivery extension shall be given for this additional testing.
The entire cost of testing for the acceptance and routine tests and tests during manufacture, shall be
treated as included in the quoted unit price.
1.8.4 TEST REPORTS/TEST CERTIFICATES:
Record of routine test reports shall be maintained by the Bidder at his works, for periodic inspection
by the purchaser’s representative. Test certificates of tests conducted during manufacture, shall be
maintained by the Bidder. These shall be produced for verification, as and when desired by the
purchaser.

General Arrangement Drawings and technical literature of Breakers and Local Control Cabinet shall
be enclosed with the Offer. Tenders not accompanied by the above, are liable to be rejected. These
drawings and literature are to be supplied in duplicate copies, along with each unit in the event of
order and are to be housed in a proper weatherproof enclosure on the rear of the Local Control
Cabinet door. One set of reproducible drawings shall be supplied.
1.13 OVERALL DIMENSIONS AND FOUNDATION DETAILS:
The manufacturer shall give the necessary information, as regards the overall dimensions of the
circuit breaker and foundation details.
1.14 PACKING: All the equipment shall be packed in suitable crates, with suitable steel
bands, to withstand rough handling and storage at destination.

which, in his judgment, is not in accordance with the requirements of satisfactory operations of the
system.
The offered equipment shall be complete, with all components necessary for their effective and
trouble-free operation. Such components shall be deemed to be within the scope of bidder's supply,
irrespective of whether those are specifically brought out in this specification and/or the commercial
order or not.

1.6 TECHNICAL REQUIREMENTS: The following technical particulars are common for outdoor PMA
VCBs, except where specifically mentioned:
1.6.1CIRCUIT BREAKERS: The equipment will be used in High Voltage system having characteristics
as listed in the specification. The equipment will be installed outdoor in hot, humid, and tropical
atmosphere.
All equipment, accessories and wiring shall have tropical protection, involving special treatment of
metal and insulation against fungus, insects, and corrosion. The maximum temperature in any part
of the equipment at specified rating shall not exceed the permissible limits as stipulated in the
relevant standards.
The equipment shall be capable of withstanding the dynamic and thermal stresses of listed short
circuit current without any damage or deterioration. The safety clearances of all live parts of the
equipment shall be as per relevant standards. The breaker shall be of M2 class (10,000 operations)
1.6.1.1 TYPE AND DUTY:
The 11 kV PMA VCB shall be outdoor, as per schedule of materials, 3-pole, vacuum type having
internal isolation without any sequential interlock.
The duty of the circuit breaker shall involve satisfactory interruption of short circuit currents as listed
in principal parameters.
1.6.1.2 CONSTRUCTIONAL FEATURES:
The PMA VCB shall have fixed type construction consisting of three single identical poles, complete
with a gang operated mechanism for specified duty. The interrupters shall be enclosed in a sealed
solid dielectric insulator housing conforming to IP-65 degree of protection (IS/IEC 60529). All three
poles of circuit breaker shall be linked together electrically/mechanically to ensure simultaneous
closing/tripping of all poles.
The trip free operating mechanism, 3 phase inter connection links shall be completely
accommodated in the base. There shall be sufficient clearance between live parts of the circuit
breakers and the ground. The circuit breaker shall be complete with operating mechanism, other
accessories/materials to ensure complete assembly and proper functioning.
Dry type epoxy resin cast current transformers shall be embedded in the PMA VCB Bushings.

Terminal connectors suitable for DOG/PANTHER ACSR conductor for 36 kV should be supplied for
Circuit Breakers. The circuit breaker shall be provided with a terminal for earthing connection.
Suitable length of 1.1kV Grade, PVC Insulated, Steel Wire/Steel Strip Armoured, PVC Outer Sheathed,
1.5 Sq. mm, Copper Conductor Control Cables, for inter-connection from Circuit Breaker to the Local
Control Cabinet, are to be provided.
Similarly, suitable length of 1.1kV Grade, PVC Insulated, Steel Wire/Steel Strip Armoured, PVC Outer
Sheathed, 2.5 Sq. mm, Copper Conductor Control Cables, for inter-connection from Current
Transformers in the VCB, to the Local Control Cabinet, are to be provided.
Neither the circuit breaker nor any part of the switchgear or its supporting structures shall be
permanently strained due to vibration etc. when making or breaking the rated short circuit currents.
The details of any device incorporated in the circuit breakers to limit or control the rate of re-striking
voltage across the circuit breaking contacts shall be stated.
All metal enclosures shall be fabricated from minimum 2 mm steel sheet free from all surface
defects. The panel shall have sufficient structural re-enforcement to ensure a plain surface to limit
vibration and to provide rigidity during dispatch and installation.
1.6.1.3 MAIN CONTACTS AND ARC QUENCHING CHAMBER:
i) The main contacts shall have adequate area and contact pressure for carrying rated
continuous and short time currents without excessive heating liable to cause pitting and welding.
ii) The tips of the arcing & main contacts shall be special Copper-Chromium alloy/heavily silver
plated.
iii) The contacts that are adjustable to allow for wear, shall be easily replaceable and shall have
minimum moveable part and adjustments. The arc-quenching device shall be of robust construction
and shall not require any critical adjustments. The devices shall be easily accessible and removable
for access to the breaker contacts.
iv) Flexible laminations shall be of electrolytic Copper. The ends of the laminations shall be
solidified with hot pressed/electro fusion/Electro solidification method to ensure good electrical
contacts and achieve minimum contact resistance.
1.6.1.4 INTERLOCK: All electrical and mechanical interlocks, which are necessary for safe and
satisfactory operation of the circuit breaker, shall be furnished. It is intended that before lockout
occurs the breaker shall be in trip position. The User Manual/Operation Manual/Drawing should
clearly show the interlocks provided. Any interlock which is mandatory for the safety of the system
and operations staff, should not be provided with disable features.
1.6.1.5 AUXILIARY CONTACTS: Each breaker shall be provided with Four (4) normally open and Four
(4) normally closed electrically separate auxiliary contacts.
The auxiliary contacts shall be rated for 10 A for AC and 10 A for DC at rated voltage.
All spare contacts to be wired till the Local Control Cabinet terminal blocks.
1.6.1.6 INSULATORS: Bushing insulator for circuit Breakers shall comply with IS/IEC 60137 and other
relevant Standard for high voltage insulated bushings and should conform to the minimum
clearances as per relevant Standards and specifications of this document.
Bushings shall be Hydrophobic Cycloaliphatic Epoxy (HCEP) Resin Cast type and shall be free from
blemishes.
Bushings shall have adequate mechanical strength and rigidity to withstand the duty involved.

When operated at maximum system voltage there shall be no electrical discharge. Shielding rings, if
necessary, shall be provided. Insulation shall be coordinated with basic impulse level of the system.
The creepage distance shall correspond to heavily polluted atmosphere.
1.6.1.7 OPERATING MECHANISM: The operating mechanism shall be Permanent Magnet Actuator
Type. All three poles of the breaker shall operate simultaneously.
Anti-pumping device shall be incorporated.
Mechanically operated indicator to show whether the circuit breaker is open or closed shall be
provided on the circuit breaker operating mechanism.
The breaker shall be suitable for 4 shot reclosing operations.
The mechanism shall be designed for electrical control from remote. Local manual trip/lock-out
(lever/button) shall be provided in the mechanism box.
Mechanical components shall have minimum plating thickness of 10-15 microns. The surface
finishing ensures zinc plating trivalent passivation.
All fasteners exposed to air should be of hot dip galvanized of MS 8.8 Grade for M10 and above and
below M10 grade shall be of stainless steel.
1.6.1.8 NAME/RATING PLATE:
CIRCUIT BREAKERS: Each circuit-breaker shall be provided with a name plate, legibly and indelibly
marked with at least the following information: a) Name of manufacturer
b) Type designation and serial number
c) Rated voltage and current
d) Rated frequency
e) Rated symmetrical breaking capacity
f) Rated making capacity
g) Rated short-time current and its duration
h) P. O. No. & Date and Year of supply
i) Period of Guarantee
NOTE:
1. The word “Rated” need not appear on the nameplate; recognized abbreviations may be used to
express the above quantities.
2. When the circuit breaker is fitted with closing and/or tripping devices necessitating an auxiliary
supply, the nature of the auxiliary supply shall be stated either on the circuit breaker nameplate or
in any other acceptable position.
3. P. O. No., Date of Supply, and the words “(Property of UPCL)” must be etched on the nameplate.
1.6.2 OUTDOOR LOCAL CONTROL CABINET:
1.6.2.1 CONSTRUCTION: The Outdoor Local Control Cabinet, to house local control equipment,
indications, push buttons, selector switches, CT Secondary Terminal Wiring, etc., shall be weather &
vermin proof and of rust-free pressed steel cubicle type with hinged door and locking device.
Ventilation louvers (if required) shall be provided with GI mesh and dust filters. The frame shall be
made of angle iron or structural steel of sufficient weight and strength to ensure permanent rigidity
and alignment. The Local Control Cabinet shall be provided with illuminating lamp, small wiring

leads, terminal bolts, fuses, earth bar, earth connections etc. The cabinet should be provided with
locking handle, with built-in-door lock and the lock shall be provided with duplicate keys.
The Local Control Cabinet should confirm to Ingress protection of IP 65 or better.
The Local Control Cabinet shall be epoxy painted to shade RAL 7032.
The thickness of the sheet steel for the Local Control Cabinet shall be 2 mm.
The cables from circuit breakers and current transformers in VCB to the Local Control Cabinet shall
be provided as per Clause 1.6.1.2 above .
1.6.2.2 PAINTING: All metal enclosures shall be treated in 7 tank Pre-treatment processes & should
be painted with UV Resistant Pure polyester Powder coating. The thickness of powder coating shall
be of 70-90 microns to withstand tropical heat and extremes of weather. The powder coating shall
be guaranteed for 5 years from the date of receipt of material.
1.6.2.3 INSTRUMENTS: Weatherproof & vermin-proof Local Control Cabinet shall be structure
mounted, having equipped as follows:
a) One Heavy duty, Pistol grip type, Breaker Control Switch for VCB Trip/Neutral/Close positions,
with spring return to neutral position.
b) One number control switch, for Local/Remote, of heavy duty, with suitable terminals.
c) One 110V DC Red LED and one 110V DC Green LED indicating lamps for indicating close and open
positions of VCB, respectively.
d) One 110V DC Yellow lamp for healthy trip indication.
e) One 110V DC White lamp for DC Healthy indication.
f) One 110V DC Amber Lamp for auto-trip indication.
g) Necessary LT Fuses/MCBs for Control Circuit, set of fine wiring, with ferrules, with standard code
number of respective terminals and with suitable terminal connectors. h) 10 A, 230 V AC three
pin socket with plug & switch.
i) Disconnecting Type terminal blocks for CT control cables, suitably wired with 10% spare terminals.
j) One suitable Copper earth strip of 12 mm x 3 mm size, with adequate number of holes with
suitable nuts and bolts.
k) 1 No. LED Type Cubicle Illuminator lamp with switch (230 V AC).
l) 1 No. panel space heater with heater switch & thermostat.
m) Any other equipment required for the safe and satisfactory operation of the system, to be
provided.
1.6.2.4 INTERNAL WIRING (LOCAL CONTROL CABINET):
The Local Control Cabinet shall be provided with Fuses/MCBs for AC circuit and fuses/MCBs for DC
control circuit.
The internal wiring of the cabinet shall be with 2.5 Sq.mm, 650 V grade stranded Copper FR PVC
insulated wiring of reputed make for CT Circuits and 1.5 Sq.mm, 650 V grade stranded Copper FR
PVC insulated wiring of reputed make for all other Circuits.
The terminals shall be made with solder less crimping type of tinned copper lugs. Insulated sleeves
shall be provided at all the wire terminations. Ferrules shall be provided for identification of
terminals. All wires directly connected to trip circuits shall be distinguished by the addition of red
coloured ferrule.

1.6.2.5 TERMINAL BLOCKS (LOCAL CONTROL CABINET):
It shall be of 650 V, have 10 A continuous rating, moulded piece, complete with insulated barrier.
Screw type terminals, washers, nuts, and lock nuts are required. Marking on the terminal strip shall
correspond to wire number on the wiring diagram.
Terminal blocks for CTs shall be of the disconnecting type.
A minimum clearance of 250 mm between 1st row terminal block and associated gland plate is
required. There shall be minimum clearance of 150 mm between rows of terminal blocks.
A steel strip shall be connected between adjacent terminal block rows at 450 mm intervals for
support of internal cables.
As a minimum of 10% terminal to be provided as spare.
1.6.2.6 SPACE HEATER (LOCAL CONTROL CABINET):
Tubular space heater suitable for single phase 230 V AC 50 Hz. supply shall be provided at the
bottom of each Local Control Cabinet. The watt loss per unit surface of the heater shall be low
enough to keep surface temperature well below visible heat.
1.6.3 CURRENT TRANSFORMERS:
The core shall be high grade non-aging electrical silicon-laminated steel of low hysteresis loss and
high permeability to ensure high accuracy, at both normal and over current.
The secondary terminals shall be brought to the Local Control Cabinet.
The current transformer shall be embedded in the VCB Bushings.
All windings of Current Transformers shall be made of double paper covering insulation and the
manufacturing of the units shall be done in completely closed and air-conditioned room. Fiberglass
insulation sleeves are to be provided for primary winding, where applicable.
The current transformers shall be complete in all respects.
Facility for selecting the CT ratio in the Local Control Cabinet, by closing the appropriate links in the
Local Control Cabinet, shall be provided. The various ratios of Current Transformers shall be
obtained by changing the effective number of turns on the secondary. In no case changing of CT ratio
with primary links shall be provided.
The current transformers shall be designed to carry continuously a current of at least 120% of the
rated current.
1.7 SCHEDULE OF EQUIPMENT:
1.7.1 CIRCUIT BREAKERS:
1. The Circuit Breaker, complete with suitable GI Base Frame / Mounting Bracket - suitable for
Double Pole Structure Mounting, (with fixing bolts & nuts), for outdoor installation, shall have one
PMA Vacuum Circuit Breaker - 3 poles, Operating Mechanism enclosure and current transformers
as per the specifications.
2. Earth Terminals, as per relevant Standards, shall be provided on the PMA VCB, for proper earthing
of equipment.
3. Inter-connecting cables from breaker/CT to Local Control Cabinet, as per Clause 1.6.1.2 above.
4. Minimum average length of Inter-connecting cables from breaker/CT to Local Control Cabinet, will
be 5 meters.
1.7.2 TERMINAL CONNECTORS:

Circuit Breaker (6 Nos.).
Note: Other standard accessories which are not specifically mentioned but supplied with breakers of

1.7.3 LOCAL CONTROL CABINET:
One Number, Weather, dust and vermin proof, Structure Mounted Local Control Cabinet shall be
provided as per Clause 1.6.2 above.
The Local Control Cabinet should be complete in all respects including wiring; all accessories,
including, but not limited to the specifications, but required for the safe and satisfactory operations,
including Cables for the interconnection between VCB, CT and Local Control Cabinet, as per Clause
1.6.1.2 above.
Note: Other standard accessories which are not specifically mentioned but supplied with breakers of
similar type and rating for efficient and trouble-free operation shall be provided.
1.8 TYPE AND ACCEPTANCE TESTS:
The type, acceptance and routine tests and tests during manufacture, shall be carried out on the
PMA VCBs as per the IS/IEC 62271-100 (with latest revision).
For all type tests and acceptance tests, the acceptance values shall be the values guaranteed by the
supplier in the Performa for “Guaranteed Technical Particulars” furnished in this specification or
acceptance value specified in this specification, whichever is more stringent for that test.
1.8.1 TYPE TESTS:
The circuit breakers shall be fully type tested by the bidder, as per the relevant Standards, including
the type tests mentioned in the document. The type tests must have been conducted on 36kV PMA
VCBs, in recognized NABL accredited test laboratories, not earlier than 10 years from the date of bid
opening. The bidder shall furnish copies of type test reports, along with the bid.

1.8.3 ADDITIONAL TESTS:
The purchaser reserves the right of having at his (Purchaser’s) own expenses, any other tests(s) of
reasonable nature, carried out at Bidder’s premises, or at site, or in any other place, in addition to
the aforesaid type, acceptance, and routine tests, to satisfy himself that the material complies with
the specifications.
In case of failure in any type test, the supplier is required to modify the design of the material, and
the material shall be type tested again for the modified design, without any extra cost to the
purchaser. No delivery extension shall be given for this additional testing.
The entire cost of testing for the acceptance and routine tests and tests during manufacture, shall be
treated as included in the quoted unit price.
1.9 WARRANTY:
The Circuit Breakers (total equipment including the Local Control Cabinet and CTs) shall be
guaranteed for satisfactory operation for a period of 24 months from the date of commissioning of
breakers or 30 months from the date of dispatch of breakers, whichever is earlier.
1.10 MANDATORY SPARES & TOOLS:
A list of recommended spares, including vacuum interrupters, may be indicated for operation of each
type of breaker, along with their prices.
The Unit prices of the following spares shall be quoted: a)

1.11 TECHNICAL DEVIATIONS:

Any deviation in Technical Specification, as indicated, shall be specifically and clearly indicated in the
enclosed technical deviation format and GTP.
1.12 DRAWINGS:
General Arrangement Drawings and technical literature of Breakers and Local Control Cabinet shall
be enclosed with the Offer. Tenders not accompanied by the above, are liable to be rejected. These
drawings and literature are to be supplied in duplicate copies, along with each unit in the event of
order and are to be housed in a proper weatherproof enclosure on the rear of the Local Control
Cabinet door. One set of reproducible drawings shall be supplied.
1.13 OVERALL DIMENSIONS AND FOUNDATION DETAILS:
The manufacturer shall give the necessary information, as regards the overall dimensions of the
circuit breaker and foundation details.
1.14 PACKING: All the equipment shall be packed in suitable crates, with suitable steel
bands, to withstand rough handling and storage at destination.
1.15 GUARANTEED TECHNICAL PARTICULARS:
The Bidder shall furnish the guaranteed Technical Particulars below. Any Deviation from the
GTP/Specification should be clearly mentioned and highlighted.

TECHNICAL SPECIFICATION FOR 12 kV PERMANENT MAGNETIC ACTUATOR OPERATED,
OUTDOOR,SOLID DIELECTRIC INSULATED, COMPACT, VACUUM CIRCUIT BREAKERS (PMA VCB)
WITH IN-BUILTCURRENT TRANSFORMERS (400-200/1-1A) – FOR 11kV OUTGOING FEEDERS
1.1 SCOPE: This specification covers the design, manufacturing, assembly, shop-testing &supply of
12 kV, 1250 A, 26.3 kA for 3 sec., 3 Pole, 50 Hz.,Permanent Magnetic Actuator Operated,Outdoor,
Solid Dielectric Insulated, Compact, Vacuum Circuit Breakers (PMA VCB), including in-built Dry Type
Current Transformers, for installation in any of the existing/new 33/11 kV Substations of UPCL. The
11 kV Outgoing Feeder PMA VCBs with control supply of 110 V DC, shall be suitable for control from
SCADA centre.
It is not the intent to specify completely herein, all the details of the design and construction of
equipment. However, the equipment shall conform in all respects to high standards of engineering,
design and workmanship and shall be capable of performing in continuous commercial operation, up
to the bidder's guarantee period, in a manner acceptable to the purchaser, who will interpret the
meanings of drawings and specifications and, shall have the power to reject any work or material
which, in his judgment, is not in accordance with the requirements of satisfactory operations of the
system.
The offered equipment shall be complete, with all components necessary for their effective and
trouble-free operation. Such components shall be deemed to be within the scope of bidder's supply,
irrespective of whether those are specifically brought out in this specification and/or the commercial
order or not.
1.2 APPLICABLE STANDARDS:
The materials shall conform in all respects to the relevant Indian Standard Specifications/IEC
Standards, with latest amendments, indicated below or the latest as of date. All other components
of the supplied material should also confirm to their respective IS/IEC Standards, whether mentioned
here or not.

The equipment shall be for use in above climate, conducive to rust and fungus growth. All material
should be suitable for outdoor installation, in such areas as above and, should have necessary
provisions to prevent rusting and decay in such conditions.

1.6 TECHNICAL REQUIREMENTS: The following technical particulars are common for outdoor PMA
VCBs, except where specifically mentioned:
1.6.1CIRCUIT BREAKERS: The equipment will be used in High Voltage system having characteristics
as listed in the specification. The equipment will be installed outdoor in hot, humid, and tropical
atmosphere.
All equipment, accessories and wiring shall have tropical protection, involving special treatment of
metal and insulation against fungus, insects, and corrosion. The maximum temperature in any part
of the equipment at specified rating shall not exceed the permissible limits as stipulated in the
relevant standards.
The equipment shall be capable of withstanding the dynamic and thermal stresses of listed short
circuit current without any damage or deterioration. The safety clearances of all live parts of the
equipment shall be as per relevant standards. The breaker shall be of M2 class (10,000 operations)
1.6.1.1 TYPE AND DUTY:
The 11 kV PMA VCB shall be outdoor, as per schedule of materials, 3-pole, vacuum type having
internal isolation without any sequential interlock.
The duty of the circuit breaker shall involve satisfactory interruption of short circuit currents as listed
in principal parameters.
1.6.1.2 CONSTRUCTIONAL FEATURES:
The PMA VCB shall have fixed type construction consisting of three single identical poles, complete
with a gang operated mechanism for specified duty. The interrupters shall be enclosed in a sealed
solid dielectric insulator housing conforming to IP-65 degree of protection (IS/IEC 60529). All three
poles of circuit breaker shall be linked together electrically/mechanically to ensure simultaneous
closing/tripping of all poles.
The trip free operating mechanism, 3 phase inter connection links shall be completely
accommodated in the base. There shall be sufficient clearance between live parts of the circuit
breakers and the ground. The circuit breaker shall be complete with operating mechanism, other
accessories/materials to ensure complete assembly and proper functioning.
Dry type epoxy resin cast current transformers shall be embedded in the PMA VCB Bushings.
Terminal connectors suitable for DOG/PANTHER ACSR conductor for 36 kV should be supplied for
Circuit Breakers. The circuit breaker shall be provided with a terminal for earthing connection.
Suitable length of 1.1kV Grade, PVC Insulated, Steel Wire/Steel Strip Armoured, PVC Outer Sheathed,
1.5 Sq. mm, Copper Conductor Control Cables, for inter-connection from Circuit Breaker to the Local
Control Cabinet, are to be provided.
Similarly, suitable length of 1.1kV Grade, PVC Insulated, Steel Wire/Steel Strip Armoured, PVC Outer
Sheathed, 2.5 Sq. mm, Copper Conductor Control Cables, for inter-connection from Current
Transformers in the VCB, to the Local Control Cabinet, are to be provided.
Neither the circuit breaker nor any part of the switchgear or its supporting structures shall be
permanently strained due to vibration etc. when making or breaking the rated short circuit currents.

The details of any device incorporated in the circuit breakers to limit or control the rate of re-striking
voltage across the circuit breaking contacts shall be stated.
All metal enclosures shall be fabricated from minimum 2 mm steel sheet free from all surface
defects. The panel shall have sufficient structural re-enforcement to ensure a plain surface to limit
vibration and to provide rigidity during dispatch and installation.
1.6.1.3 MAIN CONTACTS AND ARC QUENCHING CHAMBER:
i) The main contacts shall have adequate area and contact pressure for carrying rated
continuous and short time currents without excessive heating liable to cause pitting and welding.
ii) The tips of the arcing & main contacts shall be special Copper-Chromium alloy/heavily silver
plated.
iii) The contacts that are adjustable to allow for wear, shall be easily replaceable and shall have
minimum moveable part and adjustments. The arc-quenching device shall be of robust construction
and shall not require any critical adjustments. The devices shall be easily accessible and removable
for access to the breaker contacts.
iv) Flexible laminations shall be of electrolytic Copper. The ends of the laminations shall be
solidified with hot pressed/electro fusion/Electro solidification method to ensure good electrical
contacts and achieve minimum contact resistance.
1.6.1.4 INTERLOCK: All electrical and mechanical interlocks, which are necessary for safe and
satisfactory operation of the circuit breaker, shall be furnished. It is intended that before lockout
occurs the breaker shall be in trip position. The User Manual/Operation Manual/Drawing should
clearly show the interlocks provided. Any interlock which is mandatory for the safety of the system
and operations staff, should not be provided with disable features.
1.6.1.5 AUXILIARY CONTACTS: Each breaker shall be provided with Four (4) normally open and Four
(4) normally closed electrically separate auxiliary contacts.
The auxiliary contacts shall be rated for 10 A for AC and 10 A for DC at rated voltage.
All spare contacts to be wired till the Local Control Cabinet terminal blocks.
1.6.1.6 INSULATORS: Bushing insulator for circuit Breakers shall comply with IS/IEC 60137 and other
relevant Standard for high voltage insulated bushings and should conform to the minimum
clearances as per relevant Standards and specifications of this document.
Bushings shall be Hydrophobic Cycloaliphatic Epoxy (HCEP) Resin Cast type and shall be free from
blemishes.
Bushings shall have adequate mechanical strength and rigidity to withstand the duty involved.
When operated at maximum system voltage there shall be no electrical discharge. Shielding rings, if
necessary, shall be provided. Insulation shall be coordinated with basic impulse level of the system.
The creepage distance shall correspond to heavily polluted atmosphere.
1.6.1.7 OPERATING MECHANISM: The operating mechanism shall be Permanent Magnet Actuator
Type. All three poles of the breaker shall operate simultaneously.
Anti-pumping device shall be incorporated.
Mechanically operated indicator to show whether the circuit breaker is open or closed shall be
provided on the circuit breaker operating mechanism.
The breaker shall be suitable for 4 shot reclosing operations.

The mechanism shall be designed for electrical control from remote. Local manual trip/lock-out
(lever/button) shall be provided in the mechanism box.
Mechanical components shall have minimum plating thickness of 10-15 microns. The surface
finishing ensures zinc plating trivalent passivation.
All fasteners exposed to air should be of hot dip galvanized of MS 8.8 Grade for M10 and above and
below M10 grade shall be of stainless steel.
1.6.1.8 NAME/RATING PLATE:
CIRCUIT BREAKERS: Each circuit-breaker shall be provided with a name plate, legibly and indelibly
marked with at least the following information: a) Name of manufacturer
b) Type designation and serial number
c) Rated voltage and current
d) Rated frequency
e) Rated symmetrical breaking capacity
f) Rated making capacity
g) Rated short-time current and its duration
h) P. O. No. & Date and Year of supply
i) Period of Guarantee
NOTE:
1. The word “Rated” need not appear on the nameplate; recognized abbreviations may be used to
express the above quantities.
2. When the circuit breaker is fitted with closing and/or tripping devices necessitating an auxiliary
supply, the nature of the auxiliary supply shall be stated either on the circuit breaker nameplate or
in any other acceptable position.
3. P. O. No., Date of Supply, and the words “(Property of UPCL)” must be etched on the nameplate.
1.6.2 OUTDOOR LOCAL CONTROL CABINET:
1.6.2.1 CONSTRUCTION: The Outdoor Local Control Cabinet, to house local control equipment,
indications, push buttons, selector switches, CT Secondary Terminal Wiring, etc., shall be weather &
vermin proof and of rust-free pressed steel cubicle type with hinged door and locking device.
Ventilation louvers (if required) shall be provided with GI mesh and dust filters. The frame shall be
made of angle iron or structural steel of sufficient weight and strength to ensure permanent rigidity
and alignment. The Local Control Cabinet shall be provided with illuminating lamp, small wiring
leads, terminal bolts, fuses, earth bar, earth connections etc. The cabinet should be provided with
locking handle, with built-in-door lock and the lock shall be provided with duplicate keys.
The Local Control Cabinet should confirm to Ingress protection of IP 65 or better.
The Local Control Cabinet shall be epoxy painted to shade RAL 7032.
The thickness of the sheet steel for the Local Control Cabinet shall be 2 mm.
The cables from circuit breakers and current transformers in VCB to the Local Control Cabinet shall
be provided as per Clause 1.6.1.2 above .
1.6.2.2 PAINTING: All metal enclosures shall be treated in 7 tank Pre-treatment processes & should
be painted with UV Resistant Pure polyester Powder coating. The thickness of powder coating shall

be of 70-90 microns to withstand tropical heat and extremes of weather. The powder coating shall
be guaranteed for 5 years from the date of receipt of material.
1.6.2.3 INSTRUMENTS: Weatherproof & vermin-proof Local Control Cabinet shall be structure
mounted, having equipped as follows:
a) One Heavy duty, Pistol grip type, Breaker Control Switch for VCB Trip/Neutral/Close positions,
with spring return to neutral position.
b) One number control switch, for Local/Remote, of heavy duty, with suitable terminals.
c) One 110V DC Red LED and one 110V DC Green LED indicating lamps for indicating close and open
positions of VCB, respectively.
d) One 110V DC Yellow lamp for healthy trip indication.
e) One 110V DC White lamp for DC Healthy indication.
f) One 110V DC Amber Lamp for auto-trip indication.
g) Necessary LT Fuses/MCBs for Control Circuit, set of fine wiring, with ferrules, with standard code
number of respective terminals and with suitable terminal connectors.
h) 10 A, 230 V AC three pin socket with plug & switch.
i) Disconnecting Type terminal blocks for CT control cables, suitably wired with 10% spare terminals.
j) One suitable Copper earth strip of 12 mm x 3 mm size, with adequate number of holes with
suitable nuts and bolts.
k) 1 No. LED Type Cubicle Illuminator lamp with switch (230 V AC).
l) 1 No. panel space heater with heater switch & thermostat.
m) Any other equipment required for the safe and satisfactory operation of the system, to be
provided.
1.6.2.4 INTERNAL WIRING (LOCAL CONTROL CABINET):
The Local Control Cabinet shall be provided with Fuses/MCBs for AC circuit and fuses/MCBs for DC
control circuit.
The internal wiring of the cabinet shall be with 2.5 Sq.mm, 650 V grade stranded Copper FR PVC
insulated wiring of reputed make for CT Circuits and 1.5 Sq.mm, 650 V grade stranded Copper FR
PVC insulated wiring of reputed make for all other Circuits.
The terminals shall be made with solder less crimping type of tinned copper lugs. Insulated sleeves
shall be provided at all the wire terminations. Ferrules shall be provided for identification of
terminals. All wires directly connected to trip circuits shall be distinguished by the addition of red
coloured ferrule.
1.6.2.5 TERMINAL BLOCKS (LOCAL CONTROL CABINET):
It shall be of 650 V, have 10 A continuous rating, moulded piece, complete with insulated barrier.
Screw type terminals, washers, nuts, and lock nuts are required. Marking on the terminal strip shall
correspond to wire number on the wiring diagram.
Terminal blocks for CTs shall be of the disconnecting type.
A minimum clearance of 250 mm between 1st row terminal block and associated gland plate is
required. There shall be minimum clearance of 150 mm between rows of terminal blocks.
A steel strip shall be connected between adjacent terminal block rows at 450 mm intervals for
support of internal cables.

As a minimum of 10% terminal to be provided as spare.
1.6.2.6 SPACE HEATER (LOCAL CONTROL CABINET):
Tubular space heater suitable for single phase 230 V AC 50 Hz. supply shall be provided at the
bottom of each Local Control Cabinet. The watt loss per unit surface of the heater shall be low
enough to keep surface temperature well below visible heat.
1.6.3 CURRENT TRANSFORMERS:
The core shall be high grade non-aging electrical silicon-laminated steel of low hysteresis loss and
high permeability to ensure high accuracy, at both normal and over current.
The secondary terminals shall be brought to the Local Control Cabinet.
The current transformer shall be embedded in the VCB Bushings.
All windings of Current Transformers shall be made of double paper covering insulation and the
manufacturing of the units shall be done in completely closed and air-conditioned room. Fiberglass
insulation sleeves are to be provided for primary winding, where applicable.
The current transformers shall be complete in all respects.
Facility for selecting the CT ratio in the Local Control Cabinet, by closing the appropriate links in the
Local Control Cabinet, shall be provided. The various ratios of Current Transformers shall be obtained
by changing the effective number of turns on the secondary. In no case changing of CT ratio with
primary links shall be provided.
The current transformers shall be designed to carry continuously a current of at least 120% of the
rated current.
1.7 SCHEDULE OF EQUIPMENT:
1.7.1 CIRCUIT BREAKERS:
1. The Circuit Breaker, complete with suitable GI Base Frame / Mounting Bracket - suitable for
Double Pole Structure Mounting, (with fixing bolts & nuts), for outdoor installation, shall have one
PMA Vacuum Circuit Breaker - 3 poles, Operating Mechanism enclosure and current transformers
as per the specifications.
2. Earth Terminals, as per relevant Standards, shall be provided on the PMA VCB, for proper earthing
of equipment.
3. Inter-connecting cables from breaker/CT to Local Control Cabinet, as per Clause 1.6.1.2 above.
4. Minimum average length of Inter-connecting cables from breaker/CT to Local Control Cabinet, will
be 5 meters.
1.7.2 TERMINAL CONNECTORS:
Terminal connectors suitable for DOG/PANTHER ACSR conductor for 11 kV, shall be supplied for
Circuit Breaker (6 Nos.).
Note: Other standard accessories which are not specifically mentioned but supplied with breakers of
similar type and rating for efficient and trouble-free operation, shall be provided.
1.7.3 LOCAL CONTROL CABINET:
One Number, Weather, dust and vermin proof, Structure Mounted Local Control Cabinet shall be
provided as per Clause 1.6.2 above.
The Local Control Cabinet should be complete in all respects including wiring; all accessories,
including, but not limited to the specifications, but required for the safe and satisfactory operations,

including Cables for the interconnection between VCB, CT and Local Control Cabinet, as per Clause
1.6.1.2 above.
Note: Other standard accessories which are not specifically mentioned but supplied with breakers of
similar type and rating for efficient and trouble-free operation shall be provided.
1.8 TYPE AND ACCEPTANCE TESTS:
The type, acceptance and routine tests and tests during manufacture, shall be carried out on the
PMA VCBs as per the IS/IEC 62271-100 (with latest revision).
For all type tests and acceptance tests, the acceptance values shall be the values guaranteed by the
supplier in the Performa for “Guaranteed Technical Particulars” furnished in this specification or
acceptance value specified in this specification, whichever is more stringent for that test.
1.8.1 TYPE TESTS:
The circuit breakers shall be fully type tested by the bidder, as per the relevant Standards, including
the type tests mentioned in the document. The type tests must have been conducted on 36kV PMA
VCBs, in recognized NABL accredited test laboratories, not earlier than 10 years from the date of bid
opening. The bidder shall furnish copies of type test reports, along with the bid.

For Type tests applicable as per IS/IEC 62271-100 and not covered above, type test certificate is to be
furnished at the time of inspection of first lot of the bulk supply.
1.8.2 ACCEPTANCE AND ROUTINE TESTS:
a) Measurement of resistance of the main circuits

c) One minute power frequency voltage dry withstand test on the circuit breakers
d) One minute power frequency voltage dry withstand test on auxiliary circuits
1.8.3 ADDITIONAL TESTS:
The purchaser reserves the right of having at his (Purchaser’s) own expenses, any other tests(s) of
reasonable nature, carried out at Bidder’s premises, or at site, or in any other place, in addition to
the aforesaid type, acceptance, and routine tests, to satisfy himself that the material complies with
the specifications.

In case of failure in any type test, the supplier is required to modify the design of the material, and
the material shall be type tested again for the modified design, without any extra cost to the
purchaser. No delivery extension shall be given for this additional testing.
The entire cost of testing for the acceptance and routine tests and tests during manufacture, shall be
treated as included in the quoted unit price.
1.8.4 TEST REPORTS/TEST CERTIFICATES:
Record of routine test reports shall be maintained by the Bidder at his works, for periodic inspection
by the purchaser’s representative. Test certificates of tests conducted during manufacture, shall be
maintained by the Bidder. These shall be produced for verification, as and when desired by the
purchaser.
1.8.5 TEST FACILITIES:
The tests shall be carried out as per relevant Standards and test certificates shall be furnished for
approval. The Bidder shall indicate the details of the equipment available with him for carrying out
the various tests as per relevant Standards. The bidder shall indicate the sources of all materials. He
shall indicate the name of the supplier and make of vacuum interrupters, conductors, etc.
NOTE: The Meters used for conducting tests shall be calibrated periodically at reputed Government
Accredited Test Laboratories and test certificates shall be available at works for verification by
purchaser’s representative.
1.9 WARRANTY:
The Circuit Breakers (total equipment including the Local Control Cabinet and CTs) shall be
guaranteed for satisfactory operation for a period of 24 months from the date of commissioning of
breakers or 30 months from the date of dispatch of breakers, whichever is earlier.
1.10 MANDATORY SPARES & TOOLS:
A list of recommended spares, including vacuum interrupters, may be indicated for operation of each
type of breaker, along with their prices.
The Unit prices of the following spares shall be quoted: a)
Breaker Control Unit
b) TNC switch
c) Breaker Auxiliary Switch
d) Tripping Coil & Closing coil, if applicable
Breaker Control Units, tripping & closing coils shall be supplied 5% of the tender quantity as spares.
1.11 TECHNICAL DEVIATIONS:
Any deviation in Technical Specification, as indicated, shall be specifically and clearly indicated in the
enclosed technical deviation format and GTP.
1.12 DRAWINGS:
General Arrangement Drawings and technical literature of Breakers and Local Control Cabinet shall
be enclosed with the Offer. Tenders not accompanied by the above, are liable to be rejected. These
drawings and literature are to be supplied in duplicate copies, along with each unit in the event of
order and are to be housed in a proper weatherproof enclosure on the rear of the Local Control
Cabinet door. One set of reproducible drawings shall be supplied.

1.13 OVERALL DIMENSIONS AND FOUNDATION DETAILS:
The manufacturer shall give the necessary information, as regards the overall dimensions of the
circuit breaker and foundation details.
1.14 PACKING: All the equipment shall be packed in suitable crates, with suitable steel
bands, to withstand rough handling and storage at destination.

TECHNICAL SPECIFICATION FOR 11 kV AND 33 kV ISOLATOR WITH EARTH SWITCH
1. SCOPE:
This specification provides for design, manufacture, testing at manufactures works, inspection,
packing and delivery of outdoor station type 11kV and 33kV (Local) manual operating mechanism
air break disconnector (Isolator), with integral earth switch and complete in all respect with
terminal connectors and other accessories and auxiliary equipment for installations in various
substations in UPCL.
2. SERVICE CONDITIONS:
The Isolators to be supplied against this Specification shall be suitable for satisfactory continuous
operation under the following climatic conditions:

Note: The equipment shall be for use in above climate, conducive to rust and fungus growth. All
material should be suitable for outdoor installation, in such areas as above and, should have
necessary provisions to prevent rusting and decay in such conditions.
3. SYSTEM CONDITIONS:
The isolators shall be suitable for outdoor installation with 3-phase, 50 Hz., 11 kV/33kV systems and
they should be designed suitable for service under fluctuations in supply voltage up to ±12%.
Permissible under Indian Electricity Supply Act and rules made there under.
4. STANDARDS:
The isolators and earth switches shall comply with the requirements of IS/IEC 62271-102 (as
amended up to date) and the latest edition of IEC 62271-102 (as amended up to date). The
Insulators shall comply with the requirement of latest edition of IS 16684(as amended up to
date)and IEC 62217 (as amended up to date).
5. KEY TECHNICAL PARAMETERS:
The Isolators & Earth Switches shall be Outdoor, 3-Pole, Single Break per Pole, Manually

isolators shall be supplied with base channels along with fixing nuts, bolts and washers for
mounting on the double pole structures.
d) Constant contact pressure even when the live parts of the insulator stacks are subjected to
tensile stresses due to linear expansion of connected bus bar of flexible conductors either
because of temperature verification or strong winds.
e) Wiping action during closing and opening.
f) Self-alignment assuring closing of the switch without minute adjustment.
An earthing switch should be provided with three sets of suitable type of fixed contacts below the
fixed contacts assemblies of the main switch on the outgoing side and the sets of moving contacts
having ganged operation. These contacts shall be fabricated out of electrolytic copper. Auxiliary
switches: Each Isolator will be provided with 2 N.O. + 2 N.C. Auxiliary contacts
6.5 CONNECTORS:
The connectors for the 33kV isolator & f o r t h e 1 1 k V i s o l a t o r shall be made of Aluminium
alloy and shall be suitable for DOG/PANTHER ACSR Conductors for vertical/horizontal take-off
arrangement. The details in regard to dimensions, the number of bolts to be provided, material and
manufacture shall be furnished by the bidder for owner approval before manufacturing. The groove
provided in the connection should be able to accommodate conductor size mentioned above
smoothly.
The terminal connector shall be manufactured and tested as per IS: 5561.
All castings shall be free from blow holes, surface blisters, cracks and cavities.
All the sharp edges shall be blurred and rounded off.
All current carrying parts shall be designed and manufactured to have minimum contact resistance.
Connectors shall be designed to be corona free in accordance with the requirement of IS: 5561.
All nuts and bolts shall be made of stainless steel only. Bimetallic sleeve/liner shall be 2 mm thick
Wherever necessary, bi-metallic strip of standard quality and adequate dimension shall be used.

6.6 OPERATING MECHANISM FOR 11kV / 33kV ISOLATORS:
All Isolators and earthing switches shall have separate dependent manual operation. The ON/OFF
operation of the isolator as well as the earth switch shall be with a removable, fully insulated
hookstick.
The Isolator with earth switch, inclusive of their operating mechanism, should be such that they
cannot come out of their open or close position by gravity wind pressure, vibrations reasonable
shocks.
Isolators should be capable of resisting in closed position, the dynamic and thermal effects of
maximum possible short circuit current at the installation point.
They shall be so constructed so that they do not open under the influence of the short circuit
current.
The operating mechanism should be of robust construction and easy to operate by a single person.
6.7 BASE CHANNEL:
The Isolator shall be mounted on base fabricated from steel channel section of adequate size not
less than 75 x 40 x 6 mm for 11kV and 100 x 50 x 6 mm for 33kV.
To withstand total weight of isolator and insulator and also all the forces that may encounter by the
isolator during services, suitable holes shall be provided on this base channel to facilitate it’s
mounting on our standard structures.
7. TYPE TESTS:
7.1 The equipment offered shall be fully type tested as per the relevant standards. The tenderer
shall furnish one set of the type test reports along with the offer. The purchaser reserves the
right to demand repetition of some or all the type tests in the presence of purchaser's
representative, at the Purchaser’s cost. For this purpose, the tenderer may quote unit rates
for carrying out each type test.
7.2 If type tests are carried out beyond 5 years, then the offer may be considered for placement
of order. However, successful bidders have to carry out the said type tests before
commencement of the supply at their own expense.
7.3 The isolators shall be subjected to the following type tests in accordance with IS/IEC
62271102:
a) Lightning Impulse Voltage Withstand Test.
c) Operating test.

8. PRE-COMMISSIONING TESTS:
Contractor shall carry out following tests, as pre-commissioning tests:
Contractor shall also perform any additional test based on specialties of the items as per the field
instructions of the equipment Supplier or Employer without any extra cost to the Employer.
The Contractor shall arrange all instruments required for conducting these tests, along with
calibration certificates and shall furnish the list of instruments to the Employer for approval.
(a) Insulation resistance of each pole.
(b) Manual operation and interlocks.
(c) Insulation resistance of control circuits, if applicable.
(d) Contact resistance.
(e) 50 operations on isolator and earth switch.
9. WARRANTY:
The Isolators shall be guaranteed for satisfactory operation for a period of 24 months from the date
of commissioning or 30 months from the date of dispatch, whichever is earlier.
10. DOCUMENTATION:
10.1.1All drawings shall conform to international standards. All drawings shall be "A3" size only. All
dimensions and data shall be in System International units.
10.1.2The successful tenderer shall, within 10 days from date of LOA, get approval of the drawings
from concerned UPCL authorities.
10.1.3Three sets of the type test reports, duly approved by the purchaser, shall be submitted by the
supplier for distribution, along with equipment supply. Three Sets of acceptance and
routine test certificates, duly approved by the purchaser, shall a l s o accompany the
dispatched consignment.
10.1.4The manufacturing of the equipments shall be strictly in accordance with the approved
drawings and no deviation shall be permitted without the written approval of the
purchaser. All manufacturing and fabrication work in connection with the equipment prior
to the approval of the drawing shall be at the supplier's risk.
10.1.5Approval of drawings/work by purchaser shall not relieve the supplier of his responsibility and
liability for ensuring correctness and correct interpretation of the latest revision of
applicable standards, rules and codes of practices.
11. SPARES:
The tenderer shall furnish in his offer, a list of spares, with unit rates, for the disconnector/earth
switch, that may be necessary for maintenance of the isolator/earth switch, for a period of five
years. The purchaser reserves the right for selection of items and quantities of these spares to be
ordered.
The cost of following spares shall be quoted separately.

12. PACKING AND FORWARDING:
12.1.1The equipment shall be packed in crates suitable for vertical / horizontal transport, as the
case may be, and suitable to withstand handling during transport and outdoor storage
during transit. The supplier shall be responsible for any damage to the equipment during
transit, due to improper and inadequate packing. The easily damageable material shall be
carefully packed and marked with the appropriate caution symbols. Wherever necessary,
proper arrangement for lifting, such as lifting hooks etc. shall be provided. Any material
found short inside the packing cases, shall be supplied by supplier without any extra cost.
12.1.2Each consignment shall be accompanied by a detailed packing list containing the following
information:
a. Name of the consignee
b. Details of consignment
c. Destination
d. Total weight of consignment
e. Sign showing upper/lower side of the crate.
f. Handling and unpacking instructions
g. Bill of material indicating contains of each package.
12.1.3The supplier shall ensure that the packing list and bill of material are approved by the
purchaser before dispatch.

1.1. Scope:
This specification covers design, manufacture, assembly, shop-testing before supply, inspection,
packing and delivery and other basic technical requirements, in respect of Control and Relay Panels
for 33 kV Incomer Line Feeders, 33/11kV Power Transformers with differential protection and 11 kV
Outgoing Feeders & 11kV Capacitor Feeders, to be installed at various 33/11 kV sub-stations in
Uttarakhand. The Control and Relay Panels shall consist of Simplex panel, vertical independent, floor
mounted, with equipment mounted on front and having wiring access from rear.
1.2. Applicable Standards:
The Control & Relay Panels and various sub-units/components mounted on the panels, shall

All the equipment under the project shall be suitable for satisfactory and continuous operation at an altitude
upto 4000 m (above MSL) and ambient temperature upto (-) 400C
1.3. General Technical Requirements: The supplier should be an OEM of relay or VCB.
1.3.1. Auxiliary Supplies:
Auxiliary supplies available at the various sub-stations are as follows:

switchyard control rooms, should be in conformity with the space availability in the
control room.
2) Panels shall be completely sheet metal enclosed and shall be dust, moisture and vermin
proof. The enclosure shall provide a degree of protection not less than IP4X in
accordance with IS/IEC 60529.
3) Panels shall be free standing, floor mounting type and shall comprise structural frames,
completely enclosed, with specially selected smooth finished, cold rolled sheet steel of
thickness not less than 2 mm for load bearing members of the panels such as base
frame, front sheet and door frames, and 1.6 mm for sides, door, top and bottom
portions. There shall be sufficient reinforcement to provide level transportation and
installation.
4) All doors, removable covers and panels shall be gasketed all around with neoprene
gaskets. Ventilating louvers, if provided, shall have screens and filters. The screens shall
be made of either brass or GI wire mesh.
5) Design, materials selection and workmanship shall be such as to result in neat
appearance, inside and outside, with no welds, rivets or bolt head, apparent from
outside, with all exterior surfaces tune and smooth.
6) Panels shall have base frame with smooth bearing surface, which shall be fixed on the
embedded foundation channels/insert plates. Anti vibration strips, made of shock
absorbing materials, that shall be supplied by the contractor, shall be placed between
panel and base frame.
7) Cable entries to the panels shall be from the bottom. Cable gland plate fitted on the
bottom of the panel shall be connected to earthing of the panel/station through a
flexible braided copper conductor rigidly. The gland shall confirm to IS 12943. Gland
plates shall be suitable for fixing the cable glands at an elevated height of at least 100
mm above the ground level.
8) Terminal Connectors and Test terminal blocks for cables shall be fixed at an elevated
height of at least 200 mm above the Bottom plate.
9) The panels shall be of overall dimensions 700 x 750 x 2310 (W x D x H ) mm. The height
2310 mm is inclusive of the height of base frame. The height of base frame is generally
100 mm and shall be painted black.
10) The wiring diagram for various schematics shall be made on thick and durable white
paper in permanent black ink and same should be encased in plastic cover thermally
sealed. It should be kept visibly in a pocket of size 350 mm x 400 mm of MS sheet of 1
mm thickness, on the interior surface of rear door.
1.3.3. Mounting:
All equipment on and in panels shall be mounted and completely wired to the terminal blocks, ready
for external connections. The equipment on front of panel shall be mounted flush. No equipment
shall be mounted on the doors.
Equipment shall be mounted such that removal and replacement can be accomplished individually,
without interruption of service to adjacent devices, and are readily accessible, without use of special
tools. Terminal marking on the equipment shall be clearly visible. Contractor shall carry out cut-out,
mounting and wiring of the items supplied by others, which are to be mounted in his panel, in

accordance with the corresponding equipment manufacturer's drawings. Cut-outs if any, provided
for future mounting of equipment shall be properly blanked off with blanking plate.
The centre lines of switches, push buttons and indicating lamps shall be not less than 750mm from
the bottom of the panel. The centre lines of relays, meters and recorders shall be not less than
450mm from the bottom of the panel.
The centre lines of switches, push buttons and indicating lamps shall be matched to give a neat and
uniform appearance. Likewise, the top lines of all meters, relays and recorders etc., shall be
matched.
1.3.4. Panel Internal Wiring:
Panels shall be supplied complete with interconnecting wiring, provided between all electrical
devices, mounted and wired in the panels, and between the devices and terminal blocks for the
devices, to be connected to equipment outside the panels. When panels are arranged to be located
adjacent to each other, all inter panel wiring and connections between the panels shall be furnished
and the wiring shall be carried out internally.
All wiring shall be carried out with 650 V grade, single core, stranded FRLS tinned copper conductor
wires with PVC insulation, conforming to IS 1554. The minimum size of the multi-stranded copper
conductor used for internal wiring shall be as follows:
All circuits except current transformer circuits and voltage transformer circuits meant
for energy metering and AC & DC power circuit - 1.5 sq. mm.
All current transformer circuits - 2.5 sq. mm
Voltage transformer circuits (for energy meters) - 1.5 sq.mm
AC/DC Power Circuit – 1.5 sq.mm
All internal wiring shall be securely supported, neatly arranged, readily accessible and connected to
equipment terminals and terminal blocks. Wiring gutters and troughs shall be used for this purpose.
Auxiliary bus wiring for AC and DC supplies, voltage transformer circuits, annunciation circuits and
other common services shall be provided near the top of the panels, running throughout the entire
length of the panels.
Wire termination shall be made with solder less crimping type and tinned copper lugs, which firmly
grip the conductor. Insulated sleeves shall be provided at all the wire terminations. Engraved core
identification plastic ferrules, marked to correspond with panel wiring diagram, shall be fitted at
both ends of each wire. Ferrules shall fit tightly on the wire and shall not fall off when the wire is
disconnected from terminal blocks. All wires directly connected to trip circuit of breaker or device
shall be distinguished by the addition of red coloured unlettered ferrule.
Longitudinal troughs extending throughout the full length of the panel shall be preferred for inter
panel wiring. Inter-connections to adjacent panel shall be brought out to a separate set of terminal
blocks located near the slots of holes meant for taking the inter-connecting wires.
Contractor shall be solely responsible for the completeness and correctness of the internal wiring
and for the proper functioning of the connected equipment.
1.3.5. Terminal Blocks:
1) All internal wiring to be connected to external equipment, shall terminate on terminal
blocks. Terminal blocks shall be Screw Type of 650 V grade and have 10 Amps
continuous rating, moulded piece, complete with insulated barriers. All washers, nuts,
lock nuts used for terminal connectors shall be of tin-plated brass. Markings on the

terminal blocks shall be on marking strips and shall correspond to wire numbers and
terminal numbers on the wiring diagrams. All Marking shall confirm to IS 11353.
2) Disconnecting type terminal blocksfor current transformer secondary leads, shall be
provided.
3) At least 20% spare terminals shall be provided on each panel and these spare terminals
shall be uniformly distributed on all terminal blocks.
4) Unless otherwise specified, terminal blocks shall be suitable for connecting the
following conductors of external cable on each side:
All CT circuits minimum of two numbers of 2.5 Sq. mm Copper
AC/DC Power Supply Circuits One of 1.5 Sq. mm Copper
All other circuits minimum of one of 1.5 Sq. mm Copper
5) There shall be a minimum clearance of 250mm between the first row of terminal blocks
and the associated cable gland plate or panel side wall. Also, the clearance between two
rows of terminal blocks edges shall be minimum of 150mm.
6) Arrangement of the terminal block assemblies and the wiring channel within the
enclosure shall be such that a row of terminal blocks is run in parallel and close
proximity along each side of the wiring-duct to provide for convenient attachment of
internal panel wiring. The side of the terminal block opposite the wiring duct shall be
reserved for the external cable connections. All adjacent terminal blocks shall also share
this field wiring corridor. All wiring shall be provided with adequate support inside the
panels to hold them firmly and to enable free and flexible termination without causing
strain on terminals.
7) All necessary cable terminating accessories such as gland plates, supporting clamps &
brackets, wiring troughs and gutters etc. for external cables shall be included in the
scope of supply.
1.3.6. Painting:
All sheet steel work shall be phosphate, in accordance with the IS 6005 "Code of Practice for
Phosphating Iron and Steel".
Rust, scale, oil, grease, dirt and swarf shall be removed by 7 tank process.
After phosphating, thorough rinsing shall be carried out with clean water followed by final rinsing
with dilute dichromate solution and oven drying.
The phosphate coating shall be sealed with application of two coats of ready mixed, stoved type zinc
chromate primer. The first coat may be "flash dried" while the second coat shall be stoved.
After application of the primer, two coats of finishing synthetic enamel paint shall be applied, each
coat followed by stoving. The second finishing coat shall be applied after inspection of first coat of
painting. The exterior colour of paint shall be of a slightly different shade to enable inspection of the
painting. The final coat should present a hard gloss finish. The paint finish shall be RAL 7032.
A small quantity of finished paint shall be supplied for minor touching up required at site after
installation of the panels.
In case the bidder proposes to follow any other established painting procedure like electrostatic
painting or powder coating, the procedure shall be submitted for 's review and approval.

All equipment mounted on front and rear side, as well as equipment mounted inside the panels,
shall be provided with individual name plates, with equipment designation engraved. Also, on the
top of each panel, on front as well as rear side, large and bold name plates shall be provided, for
circuit/feeder designation.
All front mounted equipment shall also be provided at the rear with individual name plates,
engraved with tag numbers, corresponding to the one shown in the panel internal wiring, to
facilitate easy tracing of the wiring.
Each instrument and meter shall be prominently marked with the quantity measured, e.g. kVA, MW,
etc.
All relays and other devices shall be clearly marked with manufacturer's name, manufacturer's type,
serial number and electrical rating data.
Name Plates shall be made of non-rusting metal or 3 ply lamicoid.
Nameplates shall be black with white engraving lettering.
All the panels shall be provided with nameplate mounted inside the panel, bearing LOA No. & Date,
Name of the Substation & feeder and reference drawing number.
1.3.8 Miscellaneous Accessories:
Plug Point:
A 230V, Single phase, 50Hz., 5 Amp. AC socket with 5 Amps standard Indian plug, shall be provided
in the interior of each cubicle with ON-OFF switch.
Interior Lighting:
Each panel shall be provided with an 8 W LED lighting fixture, rated for 230 Volts, single phase, 50
Hz. Supply, for the interior illumination of the panel, controlled by the respective panel door switch.
Switches and Fuses:
Each panel shall be provided with necessary arrangements for receiving, distributing, protecting and
isolating DC and AC supplies for various control, signalling, lighting and space heater circuits. The
incoming and sub- circuits shall be separately provided with miniature circuit breakers (MCB).
Selection of the main and sub- circuit MCB rating shall be such as to ensure selective clearance of
sub-circuit faults. MCBs shall confirm to IS 60947-2 Each MCB shall be provided with one potential
free contact and the same shall be wired for annunciation purpose. However, voltage transformer
circuits for relaying and metering shall be protected by fuses.
All fuses shall be HRC cartridge type conforming to IS/IEC 60269-1, mounted on moulded structure
plug-in type fuse carriers fitted to bases as per IS 1300 bases. Fuse carrier base as well as MCBs, shall
have imprints of the fuse 'rating' and 'voltage'.
Space Heater:
Each panel shall be provided with a space heater rated for 230V, 100-watt, single phase, 50 Hz. AC
supply, for the internal heating of the panel, to prevent condensation of moisture. The heater shall
be complete with thermostat control, and a switch unit.
Test Terminal Block:
Test terminal blocks to be provided in metering circuit shall be suitable for 3 phase 4 wire type
connections.
1.3.9 Earthing:

All panels shall be equipped with an earth bus securely fixed. The material and the sizes of the bus
bar shall be at least 25 x 6 sq.mm, perforated copper strip, with threaded holes at a gap of 50mm,
with a provision of bolts and nuts, for connection with cable armours and mounted equipment, etc.,
for effective earthing. Suitable connectors for this purpose shall be provided. When several panels
are mounted adjoining each other, the earth bus shall be made continuous and necessary
connectors and clamps for this purpose shall be included in the scope of supply of Contractor.
Provision shall be made for extending the earth bus bars to future adjoining panels on either side.
All metallic cases of relays, instruments and other panel mounted equipment including gland plate,
shall be connected to the earth bus by copper wires of size not less than 2.5 sq. mm. The colour
code of earthing wires shall be green.
Looping of earth connections, which would result in loss of earth connection to other devices when
the loop is broken, shall not be permitted. However, looping of earth connections between
equipment to provide alternative paths to earth bus, shall be provided.
VT and CT secondary neutral or common lead shall be earthed at one place only at the terminal
blocks where they enter the panel. Such earthing shall be made through links so that earthing may
be removed from one group without disturbing continuity of earthing system for other groups.
The earth bar shall be terminated into two earthling terminals of adequate size with nuts and
washer, for connecting to the station earthing system.
1.3.10 Indicating Instruments:
All instruments and meters shall be enclosed in dust proof, moisture resistant, black finished cases
and shall be suitable for tropical use. Unless otherwise specified, all electrical indicating instruments
shall be of 96mm x 96mm. They shall be suitable for flush mounting.
Instruments shall conform to IS 13875 and shall have accuracy class of 1.0 or better. All indicating
instruments shall be of digital type.
Digital frequency meters shall be of class 0.5 and shall have digital display of 4 digits, with display
size, not less than 0.5” height.

4) Each annunciation window shall be provided with two bright LED lamps in parallel, to
provide safety against lamp failure. Long life lamps shall be used. The transparency of
cover plates and wattage of the lamps provided in the fascia windows shall be adequate
to ensure clear visibility of the inscriptions in the control room having high illumination
intensity (350 Lux), from the location of the operator's desk.
5) All Trip fascia shall have red colour, and all non-trip fascia shall have white colour. Each
annunciator shall be provided with 'Accept', 'Reset' and 'Test' push buttons, coloured
red, yellow and blue respectively.
1.3.13 Sequence of operation of the annunciator:

Audible annunciation for the failure of DC supply to the annunciation system, shall be provided and
this annunciation shall operate on 230 Volts AC supply. On failure of the DC to the annunciation
system, a bell shall sound. A separate push button shall be provided for the cancellation of this
audible alarm alone.
Unless otherwise specified, one alarm buzzer meant for non-trip alarms and one bell meant for trip
alarms shall be provided in each control panel (mounted inside). Self-resetting buzzer should sound
for fixed time of 60 seconds interval and stop automatically. Alternately, dual-tone buzzers in-built
in the alarm annunciators are also acceptable/
A separate voltage check relay shall be provided to monitor the failure of AC Control Supply (230V
AC). If the failure of supply exists for more than 2 to 3 seconds, this relay shall initiate an audible
annunciation. This annunciation shall operate on DC and buzzer shall sound. Alternately, a window
in the alarm annunciator also can be used for the purpose.
The total number of windows shall be as per the tentative Bill of Materials attached herewith and
the matter for engraving shall be indicated to the contractor in due course.
1.3.14 Switches:

Control and instrument selector switches (if provided), shall be rotary operated type, with
escutcheon plates clearly marked to show operating position and circuit designation plates and
suitable for flush mounting with only switch front plate and operating handle projecting out.
The selection of operating handles for the different types of switches shall be as follows:
1.3.16 Relays:
1. All relays shall conform to the requirements of IS/IEC 60255 or other applicable
Standards. Relays shall be suitable for flush or semi-flush mounting on the front, with
connections from the rear. All protection relays shall be Digital / Numerical type. Relays
shall have a reset push button/reset facility and a test push button/test facility, to test
the relay function with provision for trip bypass push button. Relays to be suitable for
auxiliary supply of 110 V DC.
2. All protective relays shall be in draw out type or semi-draw-out type, in modular cases
with proper testing facilities either integral in the software/firmware in the relay or in
the form of external test terminal blocks. Necessary test plugs for test terminal blocks,
at a ratio to be mutually agreed, shall be supplied in loose and shall be included in
Contractor's scope of supply.

3. All DC operated relays and timers shall be designed for the DC voltages specified and
shall operate satisfactorily between 80 percent and 110 percent of rated voltage. All
relays shall have adequate thermal capacity for continuous operation.
4. The protective relays shall be suitable for efficient and reliable operation of the
protection scheme described in the specification. Necessary auxiliary relays, timers,
lockout relays, etc., required for the complete protection schemes described in the
specification, shall be provided. All protective relays shall be provided with at least two
pairs of potential free isolated output contacts. Auxiliary relays and timers shall have
pairs of contacts as required to complete the scheme. Contacts shall be silver faced with
spring action. Relay case shall have adequate number of terminals for making potential
free external connections.
5. All protective relays, auxiliary relays and timers shall be provided with hand reset type
contacts. They shall also be provided with hand reset type external operation indicators
with suitable inscription to be informed in due course of time.
6. No control relay which shall trip the power circuit breaker when the relay is de-
energised shall be employed in the circuits.
7. Provision shall be made for easy isolation of trip circuits of each relay for the purpose of
testing and maintenance.
8. All protective relays and alarm relays shall be provided with one extra isolated pair of
contacts wired to terminals.
9. Any alternative or additional protections or relays considered necessary for providing
complete effective and reliable protection should also be offered separately. The
acceptance of this alternative/ additional equipment shall lie with the UPCL.
10. All relays shall have capability to withstand test voltage of 2 kV rms for one minute.
11. All relays and their drawings shall have phase indications as R-Red, Y- Yellow, and B-
Blue.
12. In case the protective relays offered are not manufactured by the tenderer, an
undertaking from the respective relay manufacturer, indicating his readiness to extend
necessary technical support and back-up guarantee for the satisfactory operation of the
relay, shall be furnished by the tenderer in his offer. The tenderer shall also furnish an
undertaking (from the relay manufacturer), confirming that the relay offered is in the
current range of manufacture and will not be phased out for at least 10 years from the
date of supply.

1.4 Documentation:
After issue of Letter of Award (LoA), the successful tenderer shall submit 3 sets of complete
drawings along with detailed bill of materials for approval to the owner. If any modifications are
required on these, the same will be conveyed to the supplier who shall modify the drawings
accordingly and furnish final drawings for approval. In normal practice, the documents submitted for
approval will be commented upon or approved if in order, within 30 days from the date of receipt of
the same in the designated office of the owner. The period of commencement of delivery shall
include submission and approval of drawings/BOM. The manufacturing of the equipments shall be
strictly in accordance with the approved drawings and no deviation will be permitted without the
written approval of the owner. All manufacturing and fabrication work in connection with the
equipments prior to the approval of the drawings shall be at the supplier's risk.
After approval of the drawings and bills of materials, the suppliers shall submit detailed packing lists
for approval.
In case the supplier fails to furnish the required drawings and manuals even at the time of supply of
equipment, the date of furnishing of drawings/manuals will be considered as the date of supply of
equipment for the purpose of computing penalties for late delivery.

1.5 Packing and Forwarding:
Duly wired-up C & R panel with all relays and equipments mounted, shall be packed in crates
suitable for vertical/horizontal transport as the case may be and the packing shall be suitable to
withstand handling during the transport and outdoor storage during transit. The supplier shall be
responsible for any damage to the equipment during transit due to improper and inadequate
packing. The easily damageable materials shall be carefully packed and marked with the appropriate
caution symbols. Wherever necessary, proper arrangement for lifting, such as lifting hooks etc. Shall
be provided. Any material found short inside the packing cases shall be supplied by the supplier
within 7 days without any extra cost.
