Recalling United Nations Convention for Refugees of July 28, 1951, article 22 on Public
Education,
Appreciating the Sustainable Development Goals adopted on September 25th 2015 to ensure
inclusive and quality education for all and promote lifelong learning,
Keeping in mind the Charter of the United Nations and the Universal Declaration of Human Rights
approved on December 1948 by the General Assembly have affirmed the principle that human
beings shall enjoy fundamental rights and freedoms without discrimination,
Referring Resolution 2312(XXII) of December 14,1967 of the United Nations General Assembly,
relating to the Declaration on Territorial Asylum,
1. Recommends to ensure access of the re fugees to all educational services with the same
privilege of the national students:
a) The governments should guide their respective local governments to meet their
obligations towards refugees living within their territory to attain highest standards of
education basing on local laws and legislation,
b) UNDP, UNHCR and partners should advocate for changes and improvements
c) Governments should advocate that the refugees have documentation, identity cards that
will facitilate their access to education services;
2. Suggests to identify the out-of-school young refugee and migrant people and involving
them into educational institutions and certified vocational and training centers in both
public and private sectors;
3. Requests to encourage educational institutions and private donors to support the refugees
and migrant people with scholarship programmes by holding bilateral meetings;
a) Negotiations can be done to reduce fees in private educational sector for refugees and
migrants;
5. Encourages to ensure national ownership through the fullest possible engagement of
national and local authorities in planning, implementing and monitoring educational
activities and assisting community based refugee schools to conform to national students;
6. Requests the governments, donors and other UN organizations like, UN Capital Fund to
fund for the education purpose of the refugees and migrant people:
a) To develop and improve educational infrastuctures,
b) To provide educational equipment like: books, pen, laboratory equipment etc,
c) Payment of fees and training for teachers by experts;
7. Urges the UNDP and the government of the member states to emphasize on the language
barrier and work to shorten the cultural gap:
a) The governments shall arrange information campaigns on the history, society, culture of the
host country,
b) The government shall conduct compulsory language course for the refugees;
8. Further requests the governments to encourage the national teachers to get involved in
the educational programmes for refugees and migrant people and promoting the inclusion
of qualified refugee teachers into the programmes:
a) The government is to recognize the previously obtained educational qualifications of the
refugees,
b) The refugees will have the access to teachers’ training programmes;
9. Encourages to ensure proper advocacy and monitoring of the training programmes,
curriculum, fund allocation and use and also feedbacks with the help of governments and
NGO etc;
10. Further invites the organizations working under UN to work for the following
requirements vehemently and more effectively:
a. UNICEF shall work for protecting the child rights and promote activities to mitigate the
difficulties the refugees and migrants are facing to ensure their rights to education,
b. UNESCO shall monitor the curriculum for refugee and migrant young people and
recommend improvement measures;
11. Draws the attention of the governments to arrange awareness campaign for the local
people and informing them about the sensitivity of the situation and the life of the refugees
and have a cooperative attitude with them to ensure peaceful co-existence;
12. Further recommends to ensure hygiene and healthy environment and also some
psychological assistance shall be provided and also encouraging and engaging them into
extra-curricular activities like: school projects, sports, arts etc:
a) WHO shall be approached to work on health issues of the refugees and migrant young
people and arrange different campaigns for health awareness and psychological assistance,
13. Further urges the governments to ensure the protection of healthy educational
environment and strictly controlling drugs issues, sexual abuse, gender discrimination and
other anti-social activities.
