DESCRIPTION OF THE INCIDENT

Type of Incident: Fire Tragedy
Incident Details: On May 13, 2015, Wednesday, at approximately
11:00 AM, a fire started at the Kentex Manufacturing
Corporation, a slipper factory situated in Barangay Ugong,
Valenzuela City. The fire allegedly started when sparks
produced during a welding operation came into directly with
a highly combustible sealing compound known as Super
Seal. This chemical is commonly used in sealing
applications, and is known to be highly combustible once it
is exposed to high temperatures or open flames. The
chemical served as an accelerant once when it caught fire,
quickly spreading the flames throughout the building and
intensifying the destruction.
At the factory entrance, Leonilo Alibangbang was
inside when the fire started. The flames were little at first but
quickly spread. While they waited for the fire department to
arrive, they attempted to put out the fire using water and fire
extinguishers. However, the smoke from the burning
chemical caused eye irritation and respiratory problems. An
important explosion occurred during the evacuation attempt.
Meanwhile, on the second floor was Aljon Peron,
who had worked at the factory for almost a year. At first, he
and the other employees were unaware of the fire below.
They saw smoke arising and then succeeded by fire. As they
tried to escape, they found that the stairs were blocked by
fire. The window is the only alternative exit but it was too
elevated and screened with chicken wire.
Aljon was able to get away by jumping onto the roof
of the canteen. Iza, his wife, and a few other employees also
managed to get out, but Iza sustained burns to her arms and
a knee injury. The fire erupted for over seven hours before
firemen were able to totally put it out. The number of
persons that escaped from the first level is unknown,
however four people were verified safe from the second
story. The facility was nearly entirely destroyed by the fire,
and the majority of the property and structure were beyond
restoration.
Firefighters found numerous victims inside the
building after putting out the fire. Seventy-two (72)
employees of the company were confirmed dead. Reports
indicated that the fire escape was difficult to open, which
made evacuation much harder. Significant numbers of
people and property were lost in this tragic incident. The
situation was made worse by the presence of chemicals,
and several workers were stranded since exits were
blocked. The incident emphasizes how crucial emergency
response plans, fire exits, and worker safety are.
