CHAPTER I
BACKGROUND OF THE STUDY
Introduction
The Sangguniang Kabataan (SK), as the primary organization representing the youth
in the Philippines, plays a crucial role in fostering active participation among young
individuals in nation-building and community development. SK officials are entrusted with
creating and implementing programs and activities that address the needs and aspirations of
the youth. These initiatives typically involve leadership training, community outreach
programs, educational campaigns, sports development, and health awareness projects.
However, the success of these endeavors based on effective planning, proper budget
management, and accurate reporting of accomplishments.
For the Municipality of Dumingag, Zamboanga del Sur, the need for a reliable and
efficient system to manage the SK’s project budget and accomplishment reports has become
clear. Traditional methods involving paper-based documentation and manual processes are
not only time-consuming but also prone to errors and inefficiencies. These challenges hinder
the ability of SK officials to allocate resources effectively and provide transparent updates to
stakeholders. To address these issues, the Web-Based Sangguniang Kabataan Project Budget
and Accomplishment Report system has been proposed as a modern solution tailored to the
unique needs of SK officials and the youth they serve.
This innovative platform is designed to digitize and centralize the processes related to
budget management, project tracking, and accomplishment reporting. By automating these
processes, the system aims to minimize human error, enhance data accuracy, and reduce the
administrative burden on SK officials. Furthermore, the platform enables real-time
monitoring of financial transactions and project milestones, ensuring that every peso
allocated is accounted for. The system also facilitates transparency and accountability by
allowing stakeholders, including local government units (LGUs) and community members, to
access updates on SK projects and budgets.
The introduction of this web-based system aligns with the government’s advocacy for
digital transformation and e-governance as outlined in Republic Act No. 11032, or the Ease
of Doing Business and Efficient Government Service Delivery Act of 2018. It also reflects
the commitment of the SK in Dumingag to uphold principles of good governance,
transparency, and active participation. The system is not merely a technological tool; it
represents a shift towards empowering the youth as key contributors to local governance and
sustainable development.
Moreover, the adoption of this system addresses the broader challenges faced by
municipalities in rural areas like Dumingag, where access to digital solutions has traditionally
been limited. The platform’s user-friendly interface ensures that SK officials, regardless of
their technical expertise, can utilize the system efficiently. It also provides a communication
channel to bridge the gap between the youth and their representatives, encouraging more
robust community engagement and collaboration.
The importance of transitioning to a digital solution is supported by the study of
Alampay and Bala (2010) in their research titled "E-Governance and Developing Countries:
Introduction and Examples". The study highlights how e-governance systems can
significantly enhance transparency, efficiency, and participation in local government
operations. It emphasizes that digital tools not only streamline processes but also foster trust
and accountability among stakeholders by ensuring access to real-time information.
This document delves into the development and implementation of the Web-Based
Sangguniang Kabataan Project Budget and Accomplishment Report system. It explores its
objectives, features, and anticipated impact on the community of Dumingag, Zamboanga del
Sur. By adopting this innovative system, the SK aims to set a benchmark for effective and
transparent governance, empowering the youth to play an active role in shaping their
community’s future.
PROJECT CONTEXT
The Sangguniang Kabataan (SK) in Dumingag, Zamboanga del Sur, faces significant
challenges in managing project budgets and accomplishment reports due to outdated manual
processes. These traditional methods are time-consuming and prone to errors, making it
difficult for SK officials to efficiently record financial transactions and prepare accurate
reports. Errors and misplaced documents often lead to discrepancies in budgets and delays in
project implementation, which can impact the overall effectiveness of their initiatives.
Another pressing issue is the lack of transparency in financial and project management.
Without a centralized platform, stakeholders such as local government units (LGUs) and
community members have limited access to real-time updates on SK projects and
expenditures. This creates mistrust and misunderstandings, affecting the credibility of the SK.
Additionally, the slow compilation of accomplishment reports hinders timely decision-
making and reduces the efficiency of project evaluation and planning. These challenges
highlight the need for a web-based system to streamline processes, improve transparency, and
ensure accountability. A digital solution would enable SK officials to automate budget
management, track project progress, and provide real-time updates to stakeholders,
empowering the SK to serve the youth and community of Dumingag more effectively.
PURPOSE AND DISCRIPTION
The purpose of this study is to develop a web-based system that addresses the
challenges faced by the Sangguniang Kabataan (SK) in Dumingag, Zamboanga del Sur,
particularly in managing project budgets and accomplishment reports. By transitioning from
manual, paper-based processes to an automated system, the study aims to streamline budget
tracking, improve accuracy in financial records, and make reporting more efficient. The
system will also promote transparency and accountability by providing stakeholders, such as
local government units (LGUs) and community members, with easy access to real-time
information about SK projects and expenditures.
This study was proposed to solve the issues of inefficiency, errors, and lack of
transparency that have been identified in the current processes. The absence of a centralized
and automated platform hinders the SK's ability to effectively allocate resources and deliver
timely updates on their programs and accomplishments. With a web-based system, the SK
can ensure better management of funds, faster reporting, and stronger trust among
stakeholders. Ultimately, the project will help the SK fulfill its mission of empowering the
youth and contributing to the development of the community.
OBJECTIVES OF THE STUDY
1. To streamline financial tracking and reporting for SK initiatives at both the barangay and
municipal levels.
2. To provide easy access for authorized SK Chairman to input, update, and view project
data.
3. To track, manage and monitor the status of SK-funded projects.
4. To provide a secure web-based platform for data management.
5. To generate reports on project progress and budget usage.
Scope and Limitation of the Study
The scope of this study involves developing a web-based Sangguniang Kabataan
(SK) Management System tailored specifically for the SK of Mahayag, Zamboanga del Sur.
This system will enable SK officials to efficiently manage member records, plan and monitor
local projects, track finances, and store important documents in a centralized online platform.
It will also provide communication tools for sending notifications and engaging with the
community, as well as features for collecting feedback and generating basic reports on SK
activities. The primary aim is to enhance the efficiency, transparency, and community
engagement of the SK in Mahayag, ensuring that their operations are well-organized and
accessible to all stakeholders. However, the study has several limitations. The system's design
is specifically focused on the needs of the Mahayag SK, which may limit its applicability to
other SK councils without significant modifications. Additionally, as a web-based platform,
the system requires a stable internet connection, which may be a challenge in areas with
limited connectivity in Mahayag. The system will primarily be optimized for desktop use,
with limited mobile compatibility, and will implement only basic security measures, lacking
advanced features like multi-factor authentication. Furthermore, it will not include advanced
data analytics or external system integrations, and customization options will be limited to the
general functionalities provided. These limitations highlight potential areas for future
enhancement and adaptation as the system evolves.
Significance of the Study
The Sangguniang Kabataan (SK) Management System is highly significant for several
reasons. First, it greatly improves the efficiency of SK councils by automating key
administrative tasks like program planning, budgeting, and communication. This automation
streamlines these processes, saving time and effort, and allows SK members to concentrate
on strategic projects and community outreach.
The system enhances transparency and accountability within the SK councils. By
centralizing financial records and activity tracking, it provides accurate and accessible
information, which helps build trust with the community and ensures that resources are
managed properly.
The SK Management System supports better decision-making through its advanced
data management and reporting capabilities. It provides real-time access to detailed data and
analytical tools, enabling SK members to assess program effectiveness, identify areas
needing improvement, and make well-informed decisions. This results in more effective
governance and a greater positive impact on both the youth and the community.
Definition of Terms
Sangguniang Kabataan (SK)
A group of young leaders in a barangay who create and run projects and programs for
the youth.
Management System
A tool or process used to organize and track activities, resources, and records
efficiently.
Web-Based Platform
A system or application that works online and can be accessed using a web browser.
Federated SK Official
An SK leader who helps coordinate and manage SK activities for multiple barangays
in a town, city, or province.

A local government body, like a barangay, town, or city, that provides services and
runs programs for its community.

The smallest local community or village in the Philippines, led by a Barangay Captain
and officials.

This chapter presents some significant readings about technical background, software
specifications, programming environment, and related studies in local and foreign studies that
are used in this research.
Technical Background
The "Web-Based Sangguniang Kabataan (SK) Project Budget and Accomplishment
Report Management System" is designed to make managing SK projects in Dumingag,
Zamboanga del Sur easier and more organized. This system uses the internet to help SK
officials handle budgets and reports more quickly, accurately, and transparently. The system
works through a website that is simple and easy to use. It is built using tools like HTML,
CSS, and JavaScript, for the design and layout. Behind the scenes, it uses PHP or similar
programming to process data and a MySQL database to store information like budgets,
project details, and reports.
Here are the key features of the system:
Budget Tracking: Users can record, update, and monitor project budgets.
Report Management: It helps SK officials submit and organize reports about completed
projects.
Automatic Reports: The system generates summaries and reports that help in making better
decisions.
Secure Access: Users have different roles and permissions to keep the system safe and
secure.
The system is hosted online, so users can access it anytime and anywhere with an
internet connection. It also uses security measures to protect data and ensure privacy. By
automating tasks and reducing paperwork, the system improves how SK projects are
managed, making the process faster, more transparent, and reliable for everyone involved.

According to Terentieva (2020), the purpose of the paper is to determine the
directions of development of the program and project tools in the conditions of digital
transformation of the budget process. The authors study the accumulated positive experience
of using the innovative technologies and tools of program financing. The authors formulate
the problems and perspectives of adaptation and development of the program tools to the
requirements of digitization. The authors substantiate the application of digital platforms as
the key factor of increasing the effectiveness of managerial decisions by bodies of executive
power for achievement of the criteria of efficiency of the financed programs. The paper offers
the directions of institutional development of program and project budgeting in the conditions
of digitization of budget flows at all stages of the budget process.
According to Minbaeva (2019), although the use of project teams is on the rise,
there is a limited understanding of how project managers can ensure project team success.
Research to date is relatively broad and does not pinpoint how and why leadership influences
success in a project team context. Along these lines, we draw from social learning theory to
illustrate that ethical leadership influences project success through leader trust and knowledge
sharing.
According to Rane (2019), international projects very commonly experience failure
due to various factors at the global level. Especially, large projects at the international level
virtually have no chance of meeting scope, time, cost and quality. This fact has been
underlined by most of the international surveys and published literature. Effective risk
management plays a vital role in preventing projects from failure by implementing
appropriate risk response strategies. The success of risk management will be based on the
understanding of various risk categories which specifically affect international projects,
analysis of their interdependence, prioritize them according to their importance and develop
strategies for risk management based on the prioritization. The paper aims to discuss these
issues.
According to Lee (2021), the information needed for capital budgeting is generally
not known with certainty. The sources of uncertainty may be the net cash inflows, the life of
the project, or the discount rate. We propose a capital budgeting model under uncertainty
environment in which the concept of probability is employed in describing fuzzy events and
cash flow information can be specified as a special type of fuzzy numbers. The present worth
of each fuzzy project cash flow can be subsequently estimated. At the same time, to select
fuzzy projects and determine the optimal decision time under limited capital budget, we offer
an example to analyze the results of the capital budgeting problem under uncertainty using a
fuzzy real option valuation.
According to Jha (2020), international construction projects encompass various
risks, and it is essential to evaluate and manage them to achieve project and firms’ success.
As approaches to addressing international market risks vary from one country to another, the
purpose of this paper is to identify the critical risk factors of embarking on international
construction projects according to Indian experiences.
Local Studies
According to Chopko (2020), the aim of the article is to study the available ways to
improve the strategic management system in youth public organizations, based on successful
principles and practices of commercial organizations in combination with the specifics of
public activities and youth policy. With regard to the analysis of scientific works of world
scientists and the practical experience of the authors, the components of the system of
strategic development management are considered, and trend management principles are
systematized. As a result of the study, a comprehensive approach to determining the
development priorities of youth public organizations and the priority development goals until
2025 are proposed. The necessity of a two-stage formation of a sustainable development
strategy in a youth public organization is justified. The article indicates that improving the
system of strategic development management by youth public organizations is possible only
through the use of innovative approaches. Among the approaches, more attention should be
paid to application of trend management principles, the most effective management practices
and the latest methods. A promising issue requiring more careful consideration in further
studies is the cyclical nature of the process of managing strategic development by youth
public organizations. The future transition from sequential to cyclical management in youth
organizations will ensure rapid achievement of development priorities.
According to Ramos (2023), youth are expected to participate in nation-building and
youth development programs, not only in sports but also in various sectors of society
enumerated in the United Nations Agenda 2030 and the Philippine Youth Development Plan.
The Philippines has the Sangguniang Kabataan as a venue for youth to participate in
governance and is guided by the Sangguniang Kabataan Reform Act of 2015. The research
focused on studying youth governance in selected barangays of Baguio City. The study used
a descriptive qualitative approach, using interviews with key stakeholders, focus group
discussions, and document analysis in data collection and using thematic analysis. The
findings show that the Sangguniang Kabataan conducts youth profiling to identify the needs
of the youth. From there, they create projects and programs, many of which are active
citizenship. The Sangguniang Kabataan employs different strategies in formulating and
implementing projects and programs such as organizational partnerships, employing intrinsic
and extrinsic motivation, and having adaptability, resourcefulness, and commitment to serve
and empower the youth. Despite having great strategies, there is still a problem in getting
youth participation due to the greater availability of other Sangguniang Kabataan leaders,
inactive youth participation, budget challenge, and lack of facilities and training. Several
programs were designed by the researchers to address the challenges that emerged during the
study, and these were: biannual general assembly, capacity building for Sangguniang
Kabataan leaders and Katipunan ng Kabataan members, and the establishment of a youth
center.
According to Rosales (2023), the Sangguniang Kabataan is an essential part of the
government to develop the youth in the society and to encourage a meaningful youth
participation in different sectors in the community. This study assesses the Sangguniang
Kabataan performance in Cuenca, Batangas as it encapsulates the strength and weaknesses of
the programs together with the needs, comments, and suggestions of the youth as guided by
the National Youth Commission’s Nine Centers of Meaningful Youth Participation in line
with some selected United Nations Sustainable Developmental Goals through a mixed-
method study. The study uses the responses of 250 youth participants from 20 barangays
which revealed that their assessments put the programs, projects, and activities of the
Sangguniang Kabataan on the lower threshold of the verbal interpretation “Agree” while the
qualitative side of the survey revealed the priority needs of the youth. The study suggested a
thematic development plan to be used as a framework for the next proposal of the SK
officials, namely: Assistance, Developmental, and Social Transformation programs, projects,
and activities.
According to Bautista (2021), the Sangguniang Kabataan provides opportunities for
youth participation in formal politics; however, it has been criticized for several issues
including corruption and inefficiency. Using directed content analysis of transcripts from
focus group discussions conducted in two schools in Caloocan City, Philippines, this study
explores whether young people are politically cynical toward the youth council, and how this
affects their political participation. Consistent with traditional political socialization theory,
findings show that young people acquire their information and attitude toward the SK
through their family, media use, and personal experiences. Results also show that they tend to
be politically cynical toward the SK, and are unlikely to participate in SK activities and
elections.
According to SANCELAN-GUELOS JR (2024), this study explores the traditional
political practices among Sangguniang Kabataan officials in selected Barangay in a highly
urbanized city. The study employed descriptive case study research design and selected three
barangays with the greatest number of youth electorates. One of the major findings of the
study is that the traditional political practices based on patronage politics and clientilism have
significantly influenced the behavior and conduct of elected SK officials, which implies that
the political culture that prevails among SK officials is an appendage of traditional politics in
the Philippines. However, a number of SK official participants denied the existence of
traditional political practices among them. The study recommends that there shall be a
watchdog monitoring and evaluating the performance of SK officials and federations and
improved the capacity of SK officials in youth governance.
Synthesis
The "Web-Based Sangguniang Kabataan Project Budget and Accomplishment Reports
Management System" at Dumingag Zamboanga Del Sur, is designed to streamline and
digitalize the process of managing financial and project reports for the youth councils in the
region. The system was developed to address the challenges faced by the local Sangguniang
Kabataan (SK) in managing project budgets, monitoring project implementation, and
submitting timely reports. Traditionally, SK councils relied on manual processes, which were
often time-consuming, prone to errors, and lacked transparency. This web-based system aims
to enhance the efficiency of financial management, accountability, and project tracking,
ensuring that resources are allocated and utilized effectively to support youth programs in the
community.
One of the core features of the system is its ability to centralize all budget-related data
and accomplishment reports in a single, accessible platform. This enables the Sangguniang
Kabataan officials to input, track, and update financial and project status in real-time,
allowing for better coordination between local government units and the youth councils.
Additionally, the system allows for easy generation of reports, which can be used for
monitoring purposes and to ensure compliance with regulations. The implementation of this
system significantly reduces the time and effort required for manual record-keeping and
reporting, promoting greater transparency and accountability in the management of public
funds.
Furthermore, the web-based nature of the system facilitates easier access and
communication between the SK councils, local government agencies, and other stakeholders.
It allows for remote collaboration and data sharing, which is particularly important in a
geographically diverse region like Zamboanga del Sur. By digitizing the processes, the
system also reduces the risk of data loss or tampering, ensuring the integrity of financial and
project-related information. In the long run, the system is expected to foster a more efficient
and responsive governance model for youth development projects, empowering the
Sangguniang Kabataan to fulfill its mandate of serving and uplifting the youth in the region.

CHAPTER ⅡⅠ
DESIGN AND METHODOLOGY
This chapter researched methodology, which comprised Requirements analysis,
System Design, Implementation, Testing, Deployment of System, Maintenance.

Figure 3.1 shows the Waterfall Model, a step-by-step approach to building a
system. It starts with Requirements Analysis, where the system’s needs are understood. Then,
in System Design, the plan for how the system will work is created. Next is Implementation,
where the system is actually built. After that comes Testing, where the system is checked for
any problems. Once tested, the system is Deployed, meaning it’s made available for use.
Finally, Maintenance ensures the system continues to work well and gets updates or fixes as
needed.
Requirements Analysis
The Requirements Analysis for the Web-Based Sangguniang Kabataan Project Budget
and Accomplishment Reports Management System focuses on creating a system that allows
SK members and administrators to easily manage project budgets, track expenses, and
generate reports. It should include features like project creation, budget tracking, and an
approval process, all while ensuring secure access for authorized users. The system must be
web-based for easy access on any device, user-friendly, and capable of handling future
growth. It should perform well with fast loading times and be scalable to meet the needs of
the SK in Dumingag, Zamboanga del Sur.
System Design
The System Design for the Web-Based Sangguniang Kabataan Project Budget and
Accomplishment Reports Management System focuses on how the system will work and
what it will look like. The system will have a client-server architecture, meaning users will
access it through their web browsers, and the server will handle all the data and business
logic behind the scenes. The design includes a relational database to store all important data
such as projects, budgets, reports, and user information. The system will be divided into
different modules, each focusing on a specific task: one for managing projects, another for
handling budgets, and another for submitting and approving reports. A secure login system
will ensure only authorized users can access sensitive information, and the user interface will
be simple and easy to navigate. The system will be designed to be accessible on various
devices like computers, tablets, and smartphones, ensuring it can be used by SK members and
officials wherever they are.
Implementation
The Implementation of the Web-Based Sangguniang Kabataan Project Budget and
Accomplishment Reports Management System involves building the system based on the
design. During this phase, the development team will write the code for the system’s frontend
and backend. The frontend (what users see) will be created using HTML, CSS, and
JavaScript, ensuring the system is easy to use and looks good on different devices like
computers, tablets, and smartphones. The backend (the part that handles data and business
logic) will be developed using programming languages like PHP or Node.js, which will
connect the system to the database where all the information is stored. A database (like
MySQL or PostgreSQL) will hold data such as user information, project details, budget
records, and accomplishment reports. The development team will also set up the necessary
server to host the system online, ensuring it can be accessed by authorized users. Once the
system is built, the team will integrate all the modules to ensure they work together
seamlessly, allowing SK members and officials to manage projects, budgets, and reports
effectively.
Testing
The Testing phase of the Web-Based Sangguniang Kabataan Project Budget and
Accomplishment Reports Management System focuses on making sure the system works
correctly and is free of problems. During this phase, the development team will test each part
of the system to ensure it functions as expected. This includes checking if users can properly
enter project information, track budgets, and generate reports. The system will also be tested
for security, ensuring that only authorized users can access sensitive data. User Acceptance
Testing (UAT) will be conducted with actual SK members and administrators to confirm that
the system is easy to use and meets their needs. Any issues or bugs found during testing will
be fixed before the system is fully deployed, ensuring that it works smoothly and reliably
when it is launched.
Deployment
The Deployment phase of the Web-Based Sangguniang Kabataan Project Budget
and Accomplishment Reports Management System is when the system is made ready for use
by the users. After testing, the system will be uploaded to a server so that it can be accessed
online. The server will store all the data, and authorized users, such as SK members and
officials, will be able to log in and use the system through their web browsers. During this
phase, user accounts will be created, and access will be given to those who need it. Once
everything is set up, the system will go live, allowing users to start managing their SK
projects, budgets, and reports. After deployment, the team will continue to monitor the
system to make sure it works properly and to fix any problems that come up.
Maintenance
The Maintenance phase of the Web-Based Sangguniang Kabataan Project Budget and
Accomplishment Reports Management System ensures the system continues to run smoothly
after it is launched. This phase involves fixing any problems or bugs that might appear,
updating the system to improve performance, and adding new features if needed. The team
will also apply security updates to protect the system from threats and ensure that only
authorized users can access it. Regular checks will be done to make sure the system is
working well, and any necessary adjustments will be made to keep it up-to-date. The goal of
maintenance is to ensure the system stays reliable, secure, and effective for the long term.

The use case diagram illustrates the key actors (SK Official, Youth Community Member,
Administrator) and their interactions with the system's main functionalities, such as register, log
in, submitting reports, planning and monitoring projects, tracking finances, managing reports,
approving/disapproving projects, sending and receiving notifications, viewing public information,
posting feedback, generating reports, managing user.
3.3 Sequence Diagram
A sequence diagram for the Web-Based Sangguniang Kabataan (SK) Management
System outlines how different components of the system interact to perform specific tasks. It
shows the flow of data between the user, web browser, web server, and database. For
instance, when a user logs in or views SK projects, the web browser sends a request to the
web server, which then interacts with the database to retrieve or store information. The result
is returned to the user through the web browser. This diagram provides a clear view of how
system operations are executed in a step-by-step manner.
