II. Background/Rationale
As an institution of learning, the Department of Education (DepEd) works to protect and
promote the right of Filipinos to quality basic education that is complete, equitable, culture-
based, and allows them to realize their potential and contribute meaningfully to building the
nation. The investment of the DepEd in the development of human potential is a commitment it
makes not only to its learners but also to its teachers. Towards this end, the DepEd fully supports
the continuing professional development of its teaching personnel that is actually based on the
principle of lifelong learning and the view of the teaching profession as one that “requires
teachers’ expert knowledge and specialized skills, acquired and maintained through rigorous and
continuing study” (UNESCO 1966).
School – based Learning Action Cell (SLAC) of Bacolor Elementary School - Bulaon is consistent
with the procedures of the School Based Management (SBM), and the Learning Continuity Plan
(LCP) but this is more focus on the adopted teaching – learning modality and other Priority
Improvement Areas (PIA’s) evolve along the way in the implementation of Distance Learning. It is
an avenue for continues and effective in service delivery and for teachers’ development.
This School – based Learning Action Cell (SLAC) will provide an opportunity for teachers to sit
together, review on some specific instructional concerns and discuss various topics that can solve
problems that would arise in teaching- learning processes. This will also serve to support the
teachers for some innovative practices that would enhance their skills and competencies.
Teachers will be equipped with the necessary teaching strategies and techniques in developing
the pupils’ academic performance.
III. Project Objectives
The School-based Learning Action Cell (SLAC) specifically aims to:
1. To enhance the teachers’ pedagogical knowledge, skills and attitudes and other areas of
professional development concern.
2. To improve teachers’ ability in assessing teaching performance in order to come up with good
solutions.
3. To improve the teaching – learning process that will lead to improved learning among the pupils

The impact outcomes of this training on explicit instruction can be significant and wide-
ranging. It can have a transformative impact on students' learning experiences, attitudes
towards different learning areas, and academic outcomes.

VII. Methodology
The following are the steps in the conduct of the program:
1. Start by conducting a needs assessment to identify the specific professional
development needs of teachers and staff. This can be done through surveys,
interviews, or observations.
2. Based on the needs assessment, establish clear and specific goals for the INSET
program. These goals should align with the school's overall objectives and focus on
areas that will have the most impact on student learning outcomes.
3. Develop a detailed program design that outlines the objectives, topics, schedule,
and activities for the INSET. Consider incorporating a mix of workshops,
presentations, group discussions, and hands-on activities to cater to different
learning styles.
4. Implement the INSET program according to the planned schedule and activities.
Ensure that sessions are interactive, engaging, and relevant to the participants'
needs.
5. Conduct evaluation throughout the INSET program to assess its effectiveness.

1. As stipulated in D.O. No. 35, s. 2016 entitled The Learning Action Cell as a K to 12 Basic Education
Program School-Based Continuing Professional Development Strategy for the Improvement of
Teaching and Learning. The said SLAC would be of great help for the continuing professional
development based on the principle of lifelong learning and Department of Education’s (DepEd)
commitment to the development of teachers’ potential that aims toward success in the teaching
profession and smooth implementation of the teaching and learning process.
2. The SLAC aims to:
a. To enhance the teachers’ pedagogical knowledge, skills and attitudes and other areas of
professional development concern.
b. To improve teachers’ ability in assessing teaching performance in order to come up with
good solutions.

TITLE: Project QUEST QUality Explicit Instruction Strategies Science Teachers
RATIONALE
The Department of Education ensures the delivery of quality education and develop learners holistically, for the
realization of this vision learners went back to physical learning after the global health crisis. Numerous challenges
encountered during the opening that teacher, non – teaching personnel and the people in the community need to
address to make the school children more active and resilient to the situations that they have during the physical
learning. One way of addressing these problems is by having a School Learning Action Cells.
Teachers as the most important persons in school must equip and make themselves updated to the different
approaches and methodologies in teaching to make learners globally competitive and enable them to realize their full
potential and contribute meaningfully to building the nation.
In line with this, School – based Learning Action Cells is one of the programs of the Bacolor Elementary School
– Bulaon for professional growth of teachers in the field. SLAC will help teachers to hurdle the challenges in the
teaching – learning process. It will also enhance the professional development and effectiveness of teachers. In today’s
education it is important that educators continue to adapt and grow, ensuring the highest quality of instruction for the
learners.
INSET is designed to empower teachers with the latest pedagogical, strategies, technology integration and
classroom management techniques. Through this training teachers will equip the educators with knowledge and skills
necessary to inspire and educate the leaders of tomorrow.
Bacolor Elementary School – Bulaon firmly believes that investing in the professional growth of teachers is an
investment in the future of our learners and of our country.

Accomplishment Report
Bacolor Elementary School Bulaon conducted the School Learning Action
Cell on quality explicit instruction strategies for science teachers has been
successful through the effort of our Principal Madam Bernaliza B. Mendoza, Resource
Speakers and ICT teachers.
The objectives of the Training were the following:
1. To highlight the concept of explicit teaching Skills
2. To develop strategies and approaches in teaching for quality learning
3. To share teachers what commonly used resources in teaching Skills
4. To engage teachers in meaningful interaction in learning action cell that will
enhance their knowledge on teaching.

The SLAC was scheduled November 28-29, 2024 All Teachers of Bacolor Elem.
School were the participants in the school learning action cell. The SLAC registration
started at 7:00 am. The opening program begun by singing National Anthem thru video
presentation followed by opening prayer via AVP voice over by Mam Jennifer P. Alcantara.
Mam Irene L. Gutierrez led the roll call and Sir Angel P. Pineda gave us inspirational
thought.
Madam Bernaliza B. Mendoza officially started the SLAC by her opening remarks. She
expressed her gratitude to BES teachers for participating in the SLAC so we revamp our
teaching strategies and gain a better understanding on DepEd’s goal of producing
globalized educators. She encouraged us to take the training lightly but rather, treat it as
an opportunity to build professional development as well as intensify the camaraderie
between group.
All speakers and participants were recognized for being actively interacted in the
presentation of the different topics on seminar/SLAC.
The presence of the School Head during Opening and Closing Program served as
inspiration to the attainment of the objectives of the SLAC. The SLAC as expected was
very successful and meaningful. All the objectives were achieved.
