The Commonwealth Act No.1 (National Defense Act-1935) states that all college students, particularly males,
are required to finish 2 years of military training and also an act to provide natural defense of the Philippines
penalizing certain violations. The Presidential Decree (PD) No. 1706 (National Service Law of 1980) states the
mandating of compulsory national service to all citizens of the country, wherein college students were given an
option to choose one among the 3 components which are the CWTS, LES, and Military Service to comply as a
requirement of tertiary education. The Implementing Rules and Regulations of Republic Act 7077 states,
modification is composed of the military subject in the first year and any of the following components: MTS, CWTS,
and LES in the second-year curriculum. The Article 2 of 1987 Philippine Constitution Section 4 states, the
prime duty of the government is to serve and protect the people. The government may call upon the people to
defend the state and the fulfillment thereof, all citizens may be required, under conditions provided by the law, to
render personal, military, or civil service. As for Section 13, states the recognition for the vital role of the youth in
nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It
shall inculcate in the youth patriotism, and nationalism, and encourage their involvement in public and civic affairs.
