Introduction
A birth certificate is a vital record that documents the birth of a person. The term "birth certificate" can refer to
either the original document certifying the birth's circumstances or to a certified copy of or representation of
the ensuing registration of that birth.
A death certificate is either a legal document issued by a medical practitioner which states when a person died,
or a document issued by a government civil registration office, that declares the date, location and cause of a
person's death, as entered in an official register of death.
1. Objective
The module is developed on a service-oriented platform connected through services between various
application components. . For corporation staff, the system will be accessible using common active directory
service . Authorized department staff will have access to the system features as configured in the role
entitlement component. The system will be able to send SMS to the citizen at every stage of the service

Users have to Enter the URL for BSCL website https://bhagalpursmartcity.co.in

On BSCL website Click on Birth &Death Registration under E-Services after that login page will be open in
new tab

4.Birth and Death Application Login
Login pages same for all users
Officials – will get login details by the admin
Citizen – will get login detail after registration,
If a citizen has not registered with the application, he has to click on Register button as shown below.

After click on register me, a new window will open capturing the details of applicant, users have to fill the
details for following
1. Enter User Alias
2. Enter Name
3. Enter Father’s Name
4. Select Gender
5. Enter Date of birth
6. Enter Address
7. Create Password
Now your Id will be created, and a message will be shown that id created for that a
message and email will be sent to registered mobile no & email id, also users can
generate password by click on forget password

After click on sign up button your Id will be created and a message will be shown that id
created for that a message and email will be sent to registered mobile no & email id, also
users can generate password by click on forget password
After creation of user id and password users has to click on Login button for login
FOR Login users have to fill
1. Enter User ID
2. Enter Password
3. Enter Captcha for login

5.Birth Registration: -
After login users can view his total application, pending, approved, rejected application in dashboard.

User will file new trade registration form, for that he will click on left menu Add Application >>Apply for Birth
Certificate
Users have to fill all the details related to his/her in the application

After fill the details in the application citizen have to upload documents regarding his/her Birth application in
jpg/pdf/Png format

After attachment, document user will click on Submit Button and can see the details application
form, after that a message and email will be sent containing application no. to users as shown below

6.Birth Application fee Payment offline Mode
After downloading the filled application form Citizen will go to ULB for cash payment at counter of trade license fees.

6.Application Approval by officer
A) Application Login by Section officer: -
Section Officer can login by filling ID password given to him/her
1. Enter User ID
2. Enter Password
3. Enter Captcha for login

After login officer can see the dashboard for total application, pending application also
approved/rejected application here, in pending application officer can verify all the details and also
document checklist.

Now Section Officer can forward pending application to respective tax collector after verifying all the data document,
and adding Note sheet for field verification

Sub-Registrar who is the final authority for trade application approval can login by

2. Enter Password

Now Sub-Registrar Can Approve and Generate Trade license Where users can download the Birth
registration form his dashboard
