Subject: Protective Paint Coating System for Structural Steel Members in Super Structures
ofFB 04&FB 05
This has reference to the following correspondence exchanged between the Contractor and the
Subcontractor related to the subject matter indicated in the reverse chronological order:
1. The latest letter sent from the Subcontractor dated April 11,2025 bearing reference
CHEC/CPCDP/ICC/FB04&05/25/026 under the subject of ‘PAINT SYSTEM FOR BRIDGE
STEEL MEMBERS’
2. The response sent from the Subcontractor dated March 24,2025 bearing reference
CHEC/CPCDP/ICC/FB04&05/25/017 under the subject of ‘HOT DIP GALVANIZING OF
STEEL MEMBERS’.
3. The letter sent from the Contractor to the Subcontractor dated March 14,2025 bearing
reference CHEC/CPCDP/ILP1 /FB/03.17/0/00002 under the subject of ‘HOT DIP
GALVANIZING FOR STRUCTURAL STEEL MEMBERS IN SUPER STRUCTURE OF FB 04 &
FB 05’.
4. The letter sent from the Subcontractor dated March 02,2025 bearing reference
CHEC/CPCDP/ICC/FB04&05/25/008 under the subject of ‘HOT DIP GALVANIZING OF
STEEL MEMBERS’.
Further to the above we wish to refer to the following items, which are self-explanatory, as discussed
during the respective Weekly Progress Review Meetings (WPRMs) and recorded in the
corresponding Minutes of Meetings (MOMs) indicated in the reverse chronological order as to best
illustrate the related developments along the timeline, for clarity and easy reference at this juncture:
Item 6.2 (c) in the MOM of WPRM No.07 which was held on April 04,2025.

Item 6.2 (a) and (b) in the MOM of WPRM No.06 which was held on March 28,2025.
Items 6.2 in the MOM of WPRM No.05 which was held on March 21,2025.
Items 6.2 (c) in the MOM of WPRM No.04 which was held on March 14,2025.
The outline technical parameters that you have indicated for the proposed protective paint coating
system in your letter dated April 1 1,2025 (Item 1 above) is acceptable to the Contractor subject
to the following mandatory prerequisites and requirements, notwithstanding any other explicit
(and/or implied as the case may be) conditions stipulated in this connection either by the
Subcontractor or any of the principal partners/ agents in China and/or in Sri Lanka:
(i) Acceptance by the Contractor for the omission of hot dip galvanizing and to proceed
with the paint system as proposed in your letter dated March 02,2025(item 4 above)
communicated in our letter dated March 14,2025 under the special conditions (a) - (g)
indicated therein based on which the said acceptance was finalized.
We wish to reproduce the same specification (extracted through the applicable documents
forming the Subcontract) below under which the acceptance of the Contractor was
communicated to the Subcontractor, to avoid any potential dispute:
(p) Surface preparation: Shot blasting to SA 3.0
(q) Two coats of Epoxy zinc rich primer (minimum DFT of 100 Microns each
coat, Total DFT 200 microns)
(r) One intermediate coat of Epoxy (Cloud iron) (minimum DFT 65 microns)
(s) One final topcoat of polyurethane (minimum DFT 65 microns)
(t) Total DFT: minimum 330 microns.
(ii) It is the mandatory responsibility of the Subcontractor to adequately establish the overall
technical conformity in the alternative paint system proposed in your letter dated April
1 1 ,2025 (item 1 above) in accordance with the specifications for the item concerned
and the items (q), (r), (s) and (t) above through an official letter issued by the paint
manufacturer (Hempel) addressed to the Subcontractor’s Representative under the
project name, as there exist some, one to one deviations in the compatibility of specific
technical parameters particularly in the minimum value specified for the Total DFT.
(iii) The final No Objection to be issued by the Contractor, no sooner the same is granted by
the JAEQR which is a mandatory prerequisite as per the Subcontract.
(iv) The Subcontractor should produce an authenticated template of the warranty in advance
(prior to commencement of actual painting work) for the No Objection of the Contractor.

(v) The Subcontractor should produce a recommended application procedure (Off-site part in
China and On-Site part in Sri Lanka to repair the damages in the paint coatings due to transport,
handling and on site welding) issued by the paint manufacturer (Hempel) which should be a
mandatory part of the complete Method Statement (or a supplementary document) for which
the No Objection of the Contractor to be obtained prior to commencement of actual wok
pursuant to Sub-Clause 4.4.1 [Preparation and Review] under Sub-Clause 4.4
[Subcontractor’s Documents] in the GCC of the Subcontract.
Please note that neither this letter nor content/part thereof shall constitute the mandatory No
Objection to be obtained by the Subcontractor in this connection from the Contractor’s end.
Your early compliance with the formalities indicated herein will be mandatory to proceed with the
actual work related to the subject.
