Applicable To: All personnel, visitors, contractors, and subcontractors working on or visiting
the project site.
1. INTRODUCTION & SAFETY POLICY
1.1. Commitment: Allied Engineering is committed to providing a safe and healthy working
environment for all personnel, visitors, and the fellow personnel around CAIRNS foods . We
believe that all incidents are preventable and are committed to achieving a zero-harm workplace.
1.2. Safety Policy Statement:
• We will comply with all applicable Zimbabwean safety legislation, regulations, and
industry best practices.
• We will provide adequate resources for the effective implementation of this Safety Plan.
• We will identify, assess, and control hazards and risks associated with all work activities.
• We will ensure all personnel are competent, trained, and supervised to perform their tasks
safely.
• We will encourage active participation from all levels of the organization in promoting a
strong safety culture.
• We will continuously review and improve our safety performance.
1.3. Responsibilities:
• Project Manager: Overall responsibility for safety performance, allocating resources,
and ensuring compliance. Develops, implements, monitors, and reviews the HSE Plan;
provides training, conducts inspections, and advises management.
• Supervisors: Directly responsible for enforcing safety procedures, conducting toolbox
talks, ensuring safe work methods, and supervising workers.
• All Employees/Workers: Responsible for following safety procedures, using PPE,
reporting hazards/incidents, and actively participating in safety initiatives.
• Subcontractors: Responsible for implementing their own approved safety plans (aligned
with the Main Contractor's), ensuring their workers are trained, and complying with all
site safety rules.
2. GENERAL SITE SAFETY RULES
2.1. Personal Protective Equipment (PPE):
• Mandatory basic PPE: Hard hat, safety boots, high-visibility vest/clothing, safety
glasses.
• Task-specific PPE (e.g., gloves, hearing protection, respiratory masks, fall arrest
harnesses) shall be worn as required by risk assessments and specific work activities.
• PPE must be inspected daily, maintained, and replaced when damaged or worn.
2.2. Site Access & Inductions:
• All personnel (including visitors) must undergo a site-specific safety induction before
gaining access to the active work areas.
• Report to senior personnel on site upon arrival and departure.
2.3. Emergency Procedures:
All personnel must be aware of:
• Emergency contact numbers (displayed prominently).
• Location of first aid stations and trained first aiders.
• Fire extinguisher locations and basic operating instructions.
• Evacuation routes and assembly points.
• In case of emergency, follow instructions from designated emergency response
personnel.
2.4. Accident, Incident & Near Miss Reporting:
• All accidents (including minor injuries), incidents, and near misses (potential accidents)
must be reported immediately to the supervisor
• A detailed investigation will be conducted for all incidents to identify root causes and
implement corrective/preventive actions.
2.5. Housekeeping:
• Maintain a clean, tidy, and organized work area at all times.
• All waste shall be collected, segregated, and disposed of in designated skips/bins.
• Clear access routes and emergency exits must be maintained free from obstructions.
• Loose materials, tools, and equipment shall be stored safely to prevent trips and falls.
2.6. No Smoking Policy:
Smoking is strictly prohibited in all enclosed areas, flammable storage areas, and designated "No
Smoking" zones. Use designated smoking areas only.
2.7. Alcohol & Drugs:
The consumption or presence of alcohol or illicit drugs on site is strictly prohibited. Personnel
suspected of being under the influence will be removed from site immediately.
2.8. Unauthorized Access:
Do not enter any restricted or unauthorized areas. Respect all barricades and warning signs.
2.9. Use of Tools & Equipment:
• Only use tools and equipment for their intended purpose.
• Ensure all tools (hand and power) are in good working condition, regularly inspected, and
properly maintained.
• All electrical tools must be properly earthed
• Use appropriate guarding on machinery.
3. HAZARD-SPECIFIC SAFETY PROCEDURES
3.1. Work at Height (WAH):
• Always use appropriate fall protection measures:
• Collective measures (preferred): Guardrails, safety nets, scaffolding.
• Personal measures (last resort): Full body harness with a double lanyard, anchored to a
secure point.
• Ladders must be secured, extended adequately, and used by one person at a time.
• Scaffolding must be erected, inspected, and dismantled by certified scaffolders. A
"Scaffolding Tag" must indicate its safety status.
3.2. Excavation Safety:
• Before excavation, ensure underground services (water, electricity, sewerage) are
identified and located using drawings, ground penetrating radar, or by hand digging trial
pits.
• Excavations deeper than 1.2m must be adequately shored, benched, or sloped to prevent
collapse.
• Spoil piles must be kept at a safe distance from the excavation edge.
• Barricades and warning signs must be placed around open excavations.
• Ladders/access points must be provided every [e.g., 7-9m] for safe entry/exit.
3.3. Lifting Operations:
• All lifting equipment (cranes, hoists, slings, shackles) must be certified, regularly
inspected, and color-coded if applicable.
• Only certified and competent crane operators and riggers/slingers are permitted to
conduct lifting operations.
• A lifting plan must be prepared for critical or complex lifts.
• Ensure clear communication between the operator and banksman.
• Do not stand under suspended loads.
3.4. Electrical Safety:
• All electrical installations must comply with national electrical standards and be installed
by qualified electricians.
• All temporary power cables must be properly insulated, routed to prevent damage, and
protected from water.
• No unauthorized electrical connections or repairs.
3.5. Hot Work (Welding, Cutting, Grinding):
• A Hot Work Permit is mandatory.
• Remove all flammable materials from the work area or provide adequate shielding.
• Have appropriate fire extinguishers readily available.
• A fire watch shall be maintained during and for at least 30 minutes after hot work
completion.
• Ensure proper ventilation to dissipate fumes.
3.6. Working with Plant & Machinery:
• Only authorized and competent operators are permitted to operate plant and machinery.
• Conduct daily pre-start checks on all equipment.
• Maintain safe distances from operating plant.
• Ensure reversing alarms and flashing beacons are functional.
3.7. Manual Handling:
• Assess the load before lifting.
• Lift with legs, not back.
• Seek assistance for heavy or awkward loads.
• Use mechanical aids (trolleys, forklifts) where possible.
• Ensure clear pathways for transport.
3.8. Traffic Management:
• A comprehensive traffic management plan shall be implemented for site vehicles and
pedestrian segregation.
• Clearly demarcated pedestrian walkways and vehicle routes.
• Speed limits shall be enforced on site.
4. TRAINING & COMPETENCE
4.1. Induction Training: All personnel must complete a site safety induction before starting
work.
4.2. Task-Specific Training: Workers performing specialized or high-risk tasks must receive
specific training (e.g., scaffolding, WAH, confined space, crane operation, first aid).
4.3. Toolbox Talks: Regular (e.g., daily or weekly) toolbox talks shall be conducted by
supervisors to discuss specific daily hazards, safe work procedures, and safety reminders.
4.4. Competence: All personnel must be competent to perform their assigned tasks safely. This
includes possessing the necessary skills, knowledge, and experience.
5. MONITORING, AUDIT & REVIEW
5.1. Inspections:
• Daily informal inspections by supervisors.
• Weekly formal safety inspections by the management.
• Regular joint inspections with client.
• Specialized equipment inspections (e.g., lifting gear, scaffolding).
5.2. Safety Meetings: Regular safety meetings (e.g., weekly management safety meetings,
monthly safety committee meetings) to review performance, discuss issues, and plan
improvements.
5.3. Audits: Periodic internal and external safety audits to ensure compliance and identify areas
for improvement.
5.4. Review: This Safety Procedure document and the overall HSE Plan will be reviewed
periodically (e.g., annually or after significant incidents/changes) to ensure its continued
effectiveness and relevance.
6. DISCIPLINARY ACTIONS
Any violation of these safety procedures or a disregard for safety rules will result in disciplinary
action, which may include verbal warnings, written warnings, temporary suspension, or
immediate removal from the site, depending on the severity and frequency of the infraction.
