Essay The Corruption Scandal of the European Commission
Abstract: The Corruption Scandal of the European Commission and its possible effects on the
institutional balance and the question of legitimacy

I. Defining Corruption
The first chapter is an attempt to define corruption. It is important to divide overlapping and
complicated terms such as corruption, scandal and fraud. Corruption is defined as an illegal
transaction, where both actors benefit from their special position in the market or the government.
Scandal is the public reaction to allegations of corruption and thus it is interconnected with the issue
of legitimacy. Fraud, however is a purely criminal cathegory.

The European Commission is a multicultural and multinational institution of the European Union so
it is vital to take ... Show more content on Helpwriting.net ...
In the northern part of the continent there is more emphasis on the notions of incompatibility and
the conflict of interest. There are problems however around the financing of political parties.

II. The Organization of the European Commission

The Commission is at thte heart of the Union. It has a very important role in formulating policies,
initiating legislation, overseeing implementation, make administrative decisions.

The Commission had a great impact on the poltics of the Communities from the earliest times. The
ambitions of the Commission to gain more influence in European decision making caused frequent
conflict with the Council of Ministers, which saw the strengthening of the supranational
Commission as a main threat to the souvereignity of the member states. This conflict was
accentuated at the Luxembourg crisis in 1965, which was the greatest institutional crisis of the
Community. The crisis was caused by De Gaulle`s resistance of the Commission`s proposal of
introducing majority voting in the Council instead of unanimity. The French President paralysed the
working of the Community by practicing the quot;empty chair quot; politics, boykotting the Council
of Ministers. The crisis was solved by he Luxembourg compromise, which kept the veto of the
member states.

The first sign of corruption in the Commission was the 1979 report of the Court of Auditors, which
accused the commissioners of using the community funds for private purposes and scrunitized the
Essay on Vietnamese Americans
Abstract
The following paper will discuss Vietnamese Americans and their journey to America. I will talk
about how these incredible and resilient people fought to succeed it a world that seemed to hold the
odds against them. The culture, beliefs, and challenges of Vietnamese people are a precise paradigm
of their strength and perseverance.

Unfortunately, Vietnamese Americans make up only a small percent of the total American
Population today. There are many stereotypes associated with the Vietnamese, but the truth is, we
really know very little about their culture. After the Viet Nam War, many Vietnamese citizens
immigrated to the United States to escape political Prosecution and poverty. Faced with a variety of
obstacles and ... Show more content on Helpwriting.net ...
The act was implemented in 1989 and called The Vietnamese Amerasian Homecoming Act.
Amerasian is a term used to describe children of Vietnamese mothers and American fathers (or vice
versa). Enabling approximately 25,000 Amerasian children into the country with their immediate
families, the act allowed over 77,000 Vietnamese immigrants into the United States. Overall, between
1981 and 2000, over 531,000 Vietnamese citizens, voluntarily immigrated to the United States and
were accepted. Although the United States progressively allowed more Vietnamese immigrants into
the country, if there were never limits to the number of legal refuges, tens of thousands of lives may
have been spared.
Currently, the United States continues to limit the number of immigrants permitted to enter the
country. Politicians are even trying to upgrade the charge to a felony offense if immigrants are
caught entering the United Sates illegally. The interesting part of this phenomenon is that the only
people who are native to America are the Native American Indians. Other than that, everyone s
family had immigrated to America at some point. Having said that, maybe we should be more
forthcoming when trying to pass a law by stating that now, since our family is already here, we
should start to limit the number of new immigrants that enter. I find the hypocrisy of our government
to somewhat overwhelming.
At this point, the American people

* In Western Australia, Nestlé Peters as it is now called did not change its name until 2009. It
had always remained simply, Peters Ice Cream and was owned by PB foods until they sold it in
2006 to Fonterra. * In 2009 Fonterra sold it to Nestlé so they would own the whole company, all
over Australia. Peters in Western Australia used to export many ice creams overseas, mainly to
Japan where there it was called Lady Borden and in New Zealand it was called Tip Top Ice
Cream. They also used to serve it on many flights out of Perth. * From late 2009 Nestlé exported
their ice creams to WA from Melbourne and the Balcatta factory in WA no longer produces Peters
but still produces Cadbury Ice Cream. * Prior to 2009 Nestlé did sell ice cream in WA called Nestlé

Congress Dysfunctions
Dysfunction can be found within the U.S. government. For the purpose of this paper I will argue
that the dysfunction is largely rooted and caused by U.S. culture and also caused by the political
system. Furthermore, I will conclude that through the culmination of a dysfunctional culture the
dysfunctions found within the political system has resulted in a dysfunctional government. Congress
currently has the lowest approval rating they have ever had, however, the incumbent reelection rates
are over 90%. This points to a culture where cooperation and compromise are no longer the prime
objective. People expect their congressman to force their issue and not compromise on issues that
may be contrary to their beliefs. According to America s... Show more content on Helpwriting.net ...
For instance, Wyoming has as many votes in the Senate as California. This disproportionate
representation allows for the rule of the minority. In a Democracy it seems entirely contrary to allow
a minority to influence the direction of the country, however, that is where we are at. In Madison s
Federalist 10, he expresses his concern for the rule of factions and also the rule of the minority. It
appears that through institutions like the Senate and the Electoral College we have allowed, to a
certain extent, the ability of minorities to sway major decisions. Furthermore, because of our
attachment to past institutions that at one point provided a certain service which has now become
completely arbitrary, we add to the rule of the minority. The Electoral College at one point provided
a service to the nation wherein people would vote their conscious if they felt the Republic was under
threat, however, this institution has become entirely arbitrary and unnecessary in the modern day.
This institution exhibits the diagnosis given in America in Decay wherein the institution has failed
to adapt to changing external circumstances. External circumstances pushed the Electoral College to
become a mouthpiece to the people s easily swayed minds. Arguably the Senate did not adapt well to
external circumstances as well. External forces pushed the Senate to become more democratic

My First Day At The College
It was a warm autumn morning and the sun was just rising on the horizon. I was already awake
and ready for my first day at the college. Later I found myself standing crusted like a statue behind
the white door which reminded me an endless emotional tension that I usually experience all the
time while facing a simple for some people but for me a very difficult situation to deal with. For a
long period of time a very deep anxietyand nervousness had been my only response to the
situations when I had to interact with new people. Communication has always been an unsolvable
issue in my life as long as I remember myself, which caused me a lot of trouble during my daily
life and, i always tried to avoid it and couldn t find a will power or capabilities to overcome it
meanwhile realizing that my life would have been a lot easier than at that moment.
Finally, I could suppress my nervousness and after taking a deep breath I opened the door and
quietly entered the classroom. It was dark and unwelcoming like on purpose adding more anxiety
to my already bad situation. There were two students sitting, one of them was in the very front seat
right before the teacher s seat with a notebook and a book on the desk ready for the class. For a
moment he cast a quick glance at me, l guess expecting to see the instructor instead of me, he just
looked at me very indifferently. The other student was in the very last seat plunged into his phone
like if there is no life existing beside his phone.
