Improvement Plan

The document outlines an improvement plan for the Vendor Drawing Review process at L&T-Chiyoda, identifying key issues such as delayed submissions and sub-standard document quality. The immediate plan includes requiring vendors to submit a schedule of documents, while the long-term plan focuses on developing in-house software to create fabrication drawings, which is expected to reduce review time. The development of this software has begun, with Pro-Engineer identified as the platform and training requirements being addressed.

EQUIPMENT ENGINEERING DEPARTMENT

Date : 1/12/03
IMPROVEMENT PLAN
On reviewing the performance on Vendor Drawing Review of the department, it is felt that this
process requires improvement to achieve the performance level.

Vendor drawing review activity was scrutinized, discussed among the groups in the departments
and feedback were obtained from the group leaders and job engineers. The following major
reasons were identified for not meeting the performance target on this activity.

1) Vendor print submission was not on schedule.

2) Document submission was also not staggered or evenly distributed as expected. Vendors
submit the documents in big lots (sometimes in the tune of 50-60 drawing together).
3) Vendor document quality was sub-standard.
4) Some cases input from interface departments not received on time.
5) For some equipment quantity of drawings were very high because of it’s size, and
associated accessories.
6) Some equipment being complex required more time than usual

The following improvement plan has been envisaged.

Immediate Plan : In future project, we shall insist the vendors to submit their
Schedule of documents with submission dates within a week of
LOI and before actual submission of document begins. The same
shall be reviewed and approved by respective LE. This will help in
planning the activity beforehand and requirement of more
resources could be identified to meet the performance level.
Long term Plan : One of the major reasons being the quality of document of Vendor
prints, it is envisaged that in future we shall develop fabrication
drawings for the vessels, exchangers and columns (which is the
lion’s share of total no of documents) and shall give to vendor for
fabrication. This will substantially reduce the Vendor print review
time. To reduce the time for fabrication drawing generation, it is
proposed that we shall develop in-house(with the help of PD) one
software which can develop drawings directly from the design
calculation results. However, as per our estimation , development
of such tool may require more than a year. This proposal has
already made to management in IT roadmap and accepted. The
development process has been already initiated. We have
identified Pro-Engineer as the platform of development. We have
also identified the team and relevant training requirement..
Necessary file note has also been raised to management for
approval of training.
