Chapter 2
2.1 Purpose:
The policy of Examination General Directorate is to ensure that all exams conducted by the ECAA are in
accordance with the Egyptian aviation law (Egyptian Civil Aviation Regulations-ECARs) and Head of

A- Responsibilities:
1- The general manager of Exams (GM-Exams) assumes all responsibilities of the directorate as
outlined in paragraph 3.2.
2- Administration and management of the directorate.
3- Providing the needed staff, assets and materials for the directorate.
4- Responsible for the entire directorate’s planning functions.
5- Providing the activity management for the following:
- Overall supervision of the directorate
- Assignment if tasks to directorate staff
6- The GM-EXAMS prepares directorate monthly achievements report and presents it to the FSSS
administrator.
6- The most senior examinations departmental manager assume responsibilities of the
GM-EXAMS when he is not present.
B-Duties:
1- Enforcement of the laws and regulations regarding the conduct of Exams.
2- Coordinate with other directorate to implement computerized and written Exams in a timely
manner.
3- Report violations committed during Exams to FSSS administrator
4- Follow up issuance of certificates according to Exam result
5- Take necessary actions to provide sufficient number of observers for exams
6- Supervise documentation of attendance of examiners and examinees
B-Duties:
1- Report violations to GM-EXAMS
2- Inform assigned observers of the Exam date and time
3- Ensure availability of observers early enough before the Exam time
4- Secure and deliver answer sheets to the responsible correction/grading inspector
5- Supervise correction process for proper recording of results

5.2 Responsibilities
The GM-EXAMS conducts Exams according to Egyptian Civil Aviation law, ECARs and
examination instructions listed in Head of ECAA Decree no. (23) 2016
5.3Procedures
1- The General Manager, Aviation Exams GM-EXAMS is the only responsible authority to
implement the rules and articles of this regulation.
2- The members and heads of committees are under the direct complete control and supervision of the
GM-EXAMS
3- The examination hall is restricted access to anyone except members and observers of the
committees during the exam time, examinees are authorized to enter the examination hall only
before starting the exams.
4- The committee head shall be responsible for determining the duties of the observers during the
exams.
5- The committee head has the full power and authority to prevent cheating and to keep order and
discipline.
6- Mobile phones are not permitted to be used in the examination hall during the exams process.
7- Smoking is strictly prohibited in the examination hall also examinees are not permitted to go out of
the examination hall except for critical reasons for one time only that not exceeding 5 minutes
under observer supervision.
8-Examination General Directorate have the sole responsibility of extraction exams results in
Arabic or English after applying for or by the company after payment of the prescribed fee
Customer Service Centre
1- Exams departmental staff will prepare the list of examinees, the work station numbers (seat
numbers) and the time table of each exam
2- The Exams departmental staff will be responsible for securing the requirements of each exam
which include the question, answer sheets and any preparations on the computers and also
preparing the facilities and the procedures for the exams process.
3- In case of proposing exam schedule by the concerned central administrations (CA) should fully
coordinate with GD-EXAMS concerning exam dates, time schedule and number of examinees
according to examination hall capacity for each exam.
1- The head of Egyptian Civil Aviation Authority (ECAA) shall assign the qualified and specialized
inspectors to select the questions to be used in exams.
2- The concerned central administrations (CA) is responsible for forming revision committees for all
questions and model answers to approve them and submitting to GD-EXAMS before exam date
at least within 2 weeks.
3- Exams department staff shall develop computerized exams in form of questions banks including the
model answers where each subject can be saved and updated every 2 years or when it’s necessary
by concerned central administrations and under Supervision of GM-EXAMS
4- In case there is no question bank available for exam subject on computerized exams system, the
appropriate CA or airline company should prepare three different question models for each subject
on condition that the answers should be multiple choice the answers must be submitted with the
questions (hardware + software).
5- The concerned CA shall decide the number of questions for each subject taking into consideration
the questions should cover all areas of the subject and save them on computerized exams system.
6- Exams departmental staff will be responsible for the confidentiality of the exams.
5.3.4Conducting Exams:
1- Written Exams held at examination hall in the Ministry of Civil Aviation –Sixth floor –annex (A)
and fifth floor annex (B) for written exams.
2- Exams may hold at any other place after approval of Egyptian Civil Aviation Authority president.
3- When necessary and upon approval of GM-EXAMS may elect any other days for exams depending
on the availability of examination hall.
1- Any applicant requesting an exam for issuing an aviation license or rating shall apply to Customer
Service Center to full the appropriate form and pay the proper fees including documents which
meet ECAR’s requirements according to his field.
2- The concerned CA shall review the application form with attachments including receipt of payment
then inform Exams department about required exams
1- The GM-EXAMS will assign the exam committee and observers taking into account that one
observer shall assigned for ten examinees also one observer shall be assigned as the head of the
committee and each committee shall be formed of tow observers at least.
2- It shall not be permitted any person to enter the examination hall except the exams committee
without GM-EXAMS permission
5.3.8Pre-Exam Procedures:
1- Concerned department managers in the GD-EXAMS should ensure that all procedures and
arrangements are correct for a full and proper exam process before starting the exams inappropriate
time also the exam questions have been reviewed, audited and signed by the reviewers assigned by
concerned CA
2- Examinees shall not be allowed to have any references, notes, papers and any other facility inside
the examination hall except that open book requirements
4- Exams committee head shall observe the following procedures for exams that require answer sheet:
a- The examinee shall write his personal data in the proper part of the sheet observing that he
should not write any data or make any marks to distinguish his answer sheet
c- The examinees shall not have any items in examination hall during the exam that could
possibly help him to answer the exams questions
5.3.9Exam Procedures:
1- The observer shall make sure of examinee name, ID then calling and listing the names of attendees
and absentees at the attendance sheet
2- In case of paper exams (not including in computer system), answer sheets with data cards and
exam’s papers shall be given to the examinees after taking their seats and only black or blue
ballpoint pens shall be allowed for writing
3- Exams committee head shall check the ID of each examinee and make sure it is identical to what is
written on the data card of the answer sheet and he shall then put his signature on the cover page of
the answer sheet
4- The starting time for exams shall begin right after distributing the question sheet to the examinees,
the GM-EXAMS or whoever acts on his behalf is authorized to give extra time to the examinees
but not to exceed 25% of the original time to a maximum 30 minutes.
5- Exams committee head shall be authorized to allow the examinees who come late within 15
minutes of starting the exams, examinees who come late within 30 minutes shall be allowed to
conduct the exam upon the approval of the GM-EXAMS if their excuses are substantial and
acceptable.
6- The examinee shall be given a second answer sheet if the first one is fully used, the committee head
shall sign the second answer sheet in the same manner at first time.
5.3.10Post-Exam Procedures:
1- Exams committee head shall be responsible for taking all necessary procedures to secure the
answer sheets if used and deliver it to the concerned department manager.
2- The concerned department managers shall place the discrete numbers on the answers sheets and the
data cards, discrete numbers also Question sheets and the model answers shall be enclosed in one
secured envelope then filing by department staff until evaluation process
3- Exams department staff will inform by telephone or in writing the appropriate CA with the date and
the number of the answer sheets and subjects of the exams required to be corrected this will be
done at least 24 hours from the date of the exams
1- The exams will be canceled when committing any of the following violations:
a- If the examinee is caught while cheating.
b- If violating the exams system or interrupting the observers and trespass on the
committee by hitting or saying inappropriate words.
c- If the examinee attaches an answer sheet that violates the exams regulations.
d- Forgery on examinee’s personal data or their personalities.
e- Absence without legal excuse.
f- If the contents of the answer sheet reflects anything violating the exams regulations.
2- Exams committee head shall report the concerned exams department staff any examinee that
violates the rules .If the violation is proved, the head shall withdraw the answer sheet from the
examinee and ask him to leave immediately.
3- If the violation is proved, the concerned committee head shall submit to the GM-EXAMS a report
explaining the violation and procedures taken against the examinee. The answer sheet of the
examinee, the report and all documents proving the violations if found shall be enclosed in an
envelope and given to the Head of ECAA or whoever acts on his behalf to take the proper action in
accordance with the rules of exams system regulation during a period not exceeding three working
days.
4- In addition to the action against the examinee as mentioned in article (5.3.11 -1) he shall be
forbidden to take the exams for period of 6 month.
5- If the same examinee repeats such violations, he shall be forbidden to take any ECAA exams
permanently.
6- The head of ECAA is responsible for punishment of the examinee according to article (5.3.11 -4)
and article (5.3.11 -5)
7- The examinee’s violation and procedures taken against him shall be reported to his employer, all
documents related to the violation shall be filled by the exams department staff and concerned CA
8- Punishments stated by articles (5.3.11 -1) (5.3.11 -4) (5.3.11 -5) shall not interfere with any
punishment of the examinee by the employer of the examinee for the same violation
1- Applicable CA’s shall assign qualified staff for evaluating and reviewing the answer sheets
according to their field of specialization within three days of their notification of the date of ending
the exam, the list of the staff has to be submitted to the exams department staff and signed by the
concerned CA 3 days before evaluating and reviewing the answer sheets.
2- The evaluating and reviewing process shall be performed in examination hall during the days does
not take place by exams and this process shall be started as soon as possible after the exam and at
most within 7 days.
3- The evaluating and reviewing process shall respected as exams process and only authorizes persons
shall be allowed
4- Under no circumstances cannot answer sheets be moved out of the evaluating and reviewing room
5- On daily basis, Exams department staff will provide the answer sheets, the questions and the model
answers to the evaluators or reviewers then after finishing they should collect and enclose them in
an envelope then return back to Exams staff
6- The evaluation and reviewing process is confidential and no details are to be disclosed
7- The transfer of the answer sheets between the Exams department staff and the evaluation staff shall
be recorded daily stating the number of the answer sheets
8- Evaluating and reviewing the answer sheets for exams conducted by only two (2) examinee and
less shall be done by a committee of three (3) members to guarantee a proper result, as far as
possible all members of the committee will evaluate and review at the same time.
9- Evaluators and reviewers shall abide by the model answers and write the results of every question
on the proper part of the page, evaluators and reviewers shall put their signatures and date of
evaluating and reviewing at the designated part of the sheet. Evaluators shall use red pens and
reviewers blue pens also green pens for re-evaluating or re-viewing.
10- In case of changing the total of grade, it must be approved by the concerned CA heads and
reported to the GM-EXAMS explaining the reasons behind the change
11- In case there is a difference of 5 marks between the evaluation of the evaluator and the reviewer,
the answer sheet shall be reviewed by a committee including the evaluator, the reviewer and a third
member to be assigned by the appropriate CA.
12- It shall not be allowed to re-evaluate or re-view the answer sheet after fastening the data card it
unless approved by the executive chairman or his deputy after paying the proper fees and the
process will be done by new committee of three (3) members at least headed by CA manager.
13- The answer sheets and exchange of letters (except the result of exams) shall be destroyed one by
one after 12 month from the date of the exam under supervision of GM-EXAMS
1- The evaluation mark of the oral and written exams will be used based on a perfect mark of 100%
2- Excuse requests should be submitted to GM-EXAMS within 3days at least before the exams,
except sudden illness excuse approved by GM-EXAMS, a medical report should be submitted.
A- Crewmember Exams & Dispatchers & Air traffic controllers Exams Department
1- The examinee who fails to pass the first exam shall be allowed a second exam one (1) week after
announcing the result of the first exam.
2- The examinee who fails to pass the second exam shall be allowed a third exam three (3) week
after announcing the result of the second exam.
3- The examinee who fails to pass the third exam has to attend an approved course as a condition to
re-exam for forth time but it will be at all the subject no earlier than 45 days after announcing
the result of the third exam
4- In case of failing to pass the third exams at the subjects that have no scheduled courses; re-exam
shall be 60 days after announcing the result of third exam
1- The examinee who fails to pass the first exam shall be allowed a second exam one month after
announcing the result of the first exam.
2- The examinee who fails to pass the second exam shall be allowed a third exam one month
after announcing the result of the second exam.
3- The examinee who fails to pass the third exam has to attend an approved course as a condition to
re-exam for forth time but it will be at all the subject no earlier than 45 days after announcing
the result of the third exam
4- In case of failing with less than 40% for engineer’s exams, the examinee should attend approved
scheduled course on the same aircraft type in the exam
C-Based of ECAA president approval, the examinee may have an exception for the time allowed to
re-entry the exams in items (5.3.15-A/5.3.15-B) after submitting a written request in the name of
ECAA president by the company of examinees or personally after paying fees in customer
service center.
D- Examinee may apply for a fourth exceptional opportunity after the approval of ECAA president and
a month after the announcement of the third opportunity is then orally and practically Exams and is
considered the last chance in the replay not eligible to apply for the Exam In case of repetition
required to attend a full Course approved by the Civil Aviation Authority and re-Exam all materials.
1- The Exams department staff shall prepare the applicants name list for examinees with exams results
and the absent one get zero (0) mark for the exam subject then send to Head of ECAA
2- Exams department staff shall prepare another list without degrees then send to Head of ECAA
3- The results shall not be considered as a final unless approved by Head of ECAA or the one who on
his behalf then exams staff announce the result on the notice board at customer service center
4- Exams department staff shall send a copy of the results after approval of the Head of ECAA to
concerned CA.
5- The examinee can obtain a copy of his results from ECAA upon a written request personally or by
his company and paying the fees in the customer service center
