Please refer to the letter cited above. The pay fixation proposal along with service
document in r/o Shri G. Gurumurthy is returned herewith unactioned with the following
observations:-

1. It is verified from the service book entries that the Shri G. Gurumurthy has been
promoted to the post of Sr. Chargeman in pay scale 5500-175-9000 w.e.f. 12/8/1999
and arrears for the same has been paid by this office.

2. Hence, court order bearing No.OA/171/2023 dated 5/7/2024 for pay fixation of Sr.
Chargeman w.e.f. 01/01/1996 is not acceptable.

Sub:- Return of pay fixation proposal in r/o Shri Raisen Hansdah, CTO(D) regarding.
Ref:- Your letter No.VI/2006/PF dated 17/4/2025.

The service book along with pay fixation proforma of the Shri Raisen Hansdah, CTO(D)
is returned herewith with the following audit remarks:-

1. Offiical has been appointed as Weapon Fitter in pay scale 950-20-1150-EB-25-1500

w.e.f. 20/4/1992 corresponding VI th CPC pay scale 5200-20200+1900.

2. Official has been promoted to HSK-II in Pay scale 4000-100-6000 w.e.f. 1/2/1996
corresponding to VIth CPC pay scale 5200-20200+2400

3. Further the individual has been promoted as Draughtsman-II w.e.f. 28/8/1998 in pay
scale 5000-150-8000 corresponding VI th CPC 9300-34800+4200.

With reference to above 3 points, official has been given 2 level ups from the date of
appointment i.e. from

1900 to 2400 - 1st Up

2400 to 4200 - 2nd Up

Hence, MACP & II approved by AO(N), Kolkata in pay band 9300-34800+4600 & 9300-
34800+4800 are not admissible to the concerned individual. As such, the same has to be
recovered.

However, after the grant of 2 nd promotion of Draughtsman-II on 28/8/1998, there is no

further promotion granted till rest 10 years, the said official is eligible for MACP-III only w.e.f.
1/9/2008 and revised fixation for further subsequent promotion granted if any.
 It is requested to inform the official of the recovery to be effected.

 Please refer to the letter cited above. On verification of service document of Shri
Raisen Hansdah, CTO(D) it is observed that the individual has got his first promotion from
Weapon fitter(SK) pay scale 950-20-1150-EB-25-1500 [Corresponding pay scale in Vth CPC 3050-
75-3950-80-4950] to HSK-II in pay scale 1200-30-1440-EB-30-1800 [Corresponding pay scale in
Vth CPC 4000-100-6000] in a time frame of 4 years.

Second promotion from HSK-II to Draughtsman-II w.e.f. 28/8/1998 in a time frame of 2

1/2 years. The official is eligible for 3 rd MACP w.e.f. 1/9/2008 in GP 4600. Hence pay fixation on
grant of Ist MACP and 2nd MACP has to be cancelled. Hence it is requested to resubmit the
service book along with pay fixation proforma of 3rd MACP w.e.f. 1/9/2008 and subsequent
revised pay fixations on promotions if any for further necessary action please.
