LESSON PROPER
TRAFFIC EDUCATION
The process or giving training to travel and in the actual application of traffic and practice safety
knowledge.
Traffic education must be free and there must be no economic barrier to its acquisition.
HUMAN FACTOR
The willingness of drivers and pedestrians to take unwise a risk is the cause of a large majority or
traffic accidents the other contributing factor may be called attitude.
ATTITUDE
Is the state of mind that influences conduct good or bad. An improper attitude induces variations
that represent bad driving manners.
A driver with physical defects but with proper attitudes may be drive a defective vehicle through
hazardous location in relative safety. He may be more successful motorist than the man free from
physical defects and possessing a perfect vehicle whose attitude result in bad driving practices.
TRAFFIC EDUCATION, ADVISORY, AND CAMPAIGN INFORMING THE PUBLIC
The more the public known about the traffic control progress the smaller the like hood of a public
misunderstanding of the traffic management motivation. The public must be informed of the
following:

TRAFFIC SAFETY EDUCATION
This can be carried ut on the following levels:
Imparting knowledge concerning traffic safety.
Training and practice in the actual application of traffic safety.
Developing traffic safety morality.
DRIVER'S EDUCATION
In general driver instruction aims primarily to teach the rudiments of driving. Secondary aims are
enumerated as follows:
To instill awareness of one's legal and moral responsibilities in traffic.
To teach the abilities required for one to be edible for a driver's license

SAFETY CAMPAIGN
Safety campaigns are mass publicity aimed to make road users behave more safely. These
basically focus on public information attitudes, and particular or specific behavior or combinations
of these.
ELEMENTARY EDUCATION:
Safety courses and guides stressing traffic safety.
Daily instruction stressing community priority.
Classroom discussion of accidents, incidents and safety rules involving students.
Have students observe and discuss these in the classroom.
Use pictorial aids and graphic aids such as films, charts, diagrams, slides, maps etc.
Organize school newspaper.
Promotes safety through - field trips, excursion and bicycle club.
Organize school safety patrol.
Organize pupil safety groups.
Organize school, community, parents group.
SECONDARY EDUCATION
The students are now reaching the age to drive and this is the time to develop driving habits.
Initiate driver education programs
Organized school safety patrol.
School safety organization.
Establish newspapers in the sch00l system.
Use pictorial and graphic aids.
School community and parents’ group.
HIGHER EDUCATION
Offer and conduct courses to private and public agencies and persons, stressing traffic safety
subjects.

BIORHYTHM
Is the theory which asserts that a man exhibits constant variation of life, energy and mood states
23 days' physical cycle
28 days' emotional cycle
33 days intellectual cycle
The 23 days cycle is also known as our "Cycle of strength, endurance and courage''(the male
component of a person.)
The 28 days emotional cycle (equal to a girl's 28-day menstrual cycle.) is also known as the Cycle
of sensitivity. love and intuition (the female component of a person.)
AIl these cycles are inherent and acquired from birth. When the curve is above the center line, the
biorhythm value is said to be "high' or a person has some energy to spare.
THE LEGAL SYSTEM FOR TRAFFIC SAFETY
The licensing system, licensing procedure, restrictions according to R.A 4136 Licensing system in
the Philippines under R.A. 4136, the administration of the issuance of driver's license is
administered by the Land Transportation Office.

Driver's License is issued to the driver it is not a right but only a privilege granted by the state to its
citizen who possesses the statutory qualification as provided therefore.
Licensing Procedure
Generally, issuance of driver's license are open to all citizens provided:
That the time of the filling of application, for student driver’s permit, the applicant must be at
least 16 years of age.
Non-professional driver's license 17 years of age.
Professional driver's license 18 years of age and he must know how to read and write must be
physically and mentally fit to drive motor vehicle and must be clinically free from contagious
diseases.
KINDS OF DRIVER’S LICENSE:
STUDENT PERMIT
The submission by the applicant of the birth certificate, 3- copies of ID picture, payment receipt, for
the corresponding fees and having met the entire basic requirements for the issuance of student
permit.
Under existing provision of law, the validity of student permit is 1 year, but after 4 months the
holder's competency is proven beyond question his is eligible to apply for non-professional driver's
license.
Restrictions:
Subject is allowed to drive only on the presence of duly license driver. A licensed driver duly
accredited by the LTO, acting as instructor to the student driver, who shall be equally responsible
and liable the latter for any violation of the provision R.A. 4136 for any damage done by the motor
vehicle or account or a result of its operation by the student-driver under his direction.
Validity: 1 year from the date of issuance.
NON-PROFESSIONAL DRIVER’S LICENSE
There are two kinds of applicants for non-professional driver's license:
Holder of student permits or 4-5 months and,
The applicant for the renewal of the expired non-professional driver's license.
The student applicant to avail the privilege must pass the oral, written and practical test given by
the Land Transportation Office Licensing Center.
The test includes the examination of the applicant's reflexes, the reaction, vision, and other factors
to determine the applicant's competence.
Having passed the examination, the applicants shall be advised to undergo the practical driving
test under the supervision of the Land Transportation office examiner to check his skill and control
of the motor vehicle.
A temporary driving license shall be issued. After the expiration of 90 days from the issuance of
temporary driver's license, the holder shall return to the same LTO agency for the release of the
laminated license card.
Restrictions:
The holder is allowed to drive his own vehicle only and not to earn livelihood.
The type of category of vehicle authorized to be driven is indicated on the face of license.
The license is valid for 5 years from the date of issuance and renewable it automatically expires if
not renewed on due date.
PROFESSIONAL DRIVER’S LICENSE
The change in status from non-professional driver's license does not require the holder to submit to
other test or examinations.
The distinctive features of holder of professional driver's license are the privilege to make driving a

means of livelihood.
Restriction:
The type of category of authorized to drive is indicated on the face of the license.
Validity: the license is valid for 5 birth years of succeeding year and automatically expires if not renewed
on due date.
MILITARY DRIVER’S LICENSE
This is one of the two special types of license issued by the agency for limited and special purpose.
While the issuance is made by the Armed forces of the Philippines (AFP), however, the holders
have to pass all the test and examination in compliance with the rules and regulation thereof.
Restriction:
The holder must be military personnel and authorized to drive a military vehicle only.
Validity: The license is valid only for 5 years from date of issuance and renewable it automatically expires
if not renewed on due date.
INTERNATIONAL DRIVER’S LICENSE
This is the second special type of license issued for special purpose by the Philippine Motor
Association PMA). In other countries like the Philippines, it is mandatory that the applicant must be
a holder of domestic license, before the issuance of International Driver's License.
This kind of license is also issued to foreigner or tourist driver's license who desire to drive after the
period of 90 days stay or sojourn. Provided the applicant comply with the basic requirement for
licensing.
Restriction:
A citizen holder of this kind of license is not authorized to drive in the roadways unless he carries
with him the valid as local driver's license.
Validity: The license is valid as indicated therefore and recognizes in countries signatories to the Geneva
Convention.
DRIVER'S LICENSE RESTRICTION CODE
A driver holding a driver's license with RESTRICTION CODE NO.1 is limited to a motorcycle.
In general, the use of term "VEHICLE" is RC 2 & 3 to any motor vehicle regardless of the
transmission whether conventional or automatic.
the use of the term "AUTOMATIC CLUTCH", in RC 4 &5 means that the license is limited to drive a
vehicle with automatic clutch or transmission only.
Restriction code is further categorized according to the Gross Vehicle Weight (GVW) of the vehicle
as indicated in the following:
A driver holding a driver's license with Restriction Code No. 2 is authorized to drive a conventional
motor vehicle with Gross Vehicle Weight (GVW) of up to 45000 kg. He is also authorized to drive a
motor vehicle with automatic transmission (clutch) with same weight.
Driver's license with Restriction Code No. 3 is authorized to drive a conventional motor vehicle with
GVW above 4500kg. And is also authorized to drive a motor vehicle with automatic (clutch) with
the same GVW.
A driver holding a driver's license with Restriction Code No. 4 is only authorized to drive a motor
vehicle with automatic transmission with GVW of up to 4500kg he is in violation of the rules. If he
drives motor vehicles whose transmission is conventional with the same GVW.
A driver holding a driver's license with restriction Code No. 5 above 4500 kg. He is not allowed to
drive a conventional motor vehicle with the same GVW.

LOST DRIVERS LICENSE:
In case the license has been lost or cannot be produced the license shall apply for a duplicate of
the original on file with the LTO by filling a sworn statement that such license has been lost and
that a through and diligent search was futile. Sec. 26, R.A. 4136 as amended.
RIGHT OF WAY
FIRST TIME VEHICLE RULE
All intersections without "stop" or "yield" signs,
Slow down and prepare to stop. Yield to vehicles already in the intersection or about to enter it.
SAME TIME VEHICLE RULE
At all intersections without "stop" or "yield" signs (or with stops in all directions), yield to the vehicle
on your right if it has reached the intersection of same time as your vehicle.
TEN COMMANDMENTS OF MOTORING
1. Obey traffic laws of the land.
2. Concentrate on your driving and drive defensively.
3. Think before acting. Be alert
4. Never tailgate.
5. Drive with deliberately and overtake as quickly as possible. When in doubt, never pass.
6. Use speed intelligently and drive fast only in the right places. Do not drive too fast or too slow.
7. Develop your car sense and reduce wear and tear to the minimum.
8. Use your horn thoughtfully. Give proper signals.
9. Be sure your car is road-worthy and know its capabilities. Keep your car maintained in good
mechanical condition.
10. Perfect your road craft and acknowledge courtesies extended to you by other road users. Courtesy
is an important factor in road safety.
