SCENARIO: THEFT INCIDENT
On June 10, 2025, at around 2:30 PM, a customer named Reynaldo Cruz was
caught stealing items from Mercado Grocery Store, located in Barangay Poblacion,
Santa Cruz, Davao del Sur. Security guard Mario Dela Peña observed Reynaldo
placing several cans of imported corned beef and packs of instant coffee inside his
backpack while pretending to browse other shelves. After passing the cashier
without paying, the guard confronted and detained him. Police officers arrived within
minutes and arrested the suspect. A witness, Maria Jane Lopez, who was also
shopping, saw the incident clearly and was able to give her statement.

2. Please be informed that on or about 7:50 PM of June 12, 2025, a robbery
incident occurred outside a convenience store located in Barangay Zone 4,
Sta. Cruz, Davao del Sur. The victim was identified as James Villarin, 27
years old, a delivery rider and resident of Sta. Cruz. According to the victim
and a witness, two unidentified male suspects riding a motorcycle approached
Mr. Villarin. One of them, later identified as Anthony Roque, threatened the
victim with a balisong knife and forcibly took his bag containing ₱7,800.00 in
cash, a Tecno cellphone, and several delivery receipts. Mr. Alex Ramiro, a
tricycle driver who witnessed the incident, immediately reported it to Sta. Cruz
Municipal Police Station. Officers conducted a hot pursuit operation and at
around 8:45 PM, successfully arrested Anthony Roque and his accomplice
near the Sta. Cruz Public Market.

2. Please be informed that a follow-up investigation was conducted regarding
the suspects involved in the robbery incident that took place on June 12,
2025, at around 7:50 PM outside a convenience store in Barangay Zone 4,
Sta. Cruz, Davao del Sur, have not yet been arrested. The victim, James
Villarin, 27 years old and a delivery rider, stated in his sworn affidavit that two
unidentified men on board a motorcycle approached him and threatened him
with a knife. One of the suspects took his bag containing ₱7,800.00 in cash, a
Tecno mobile phone, and delivery receipts. Alex Ramiro, a tricycle driver who
witnessed the incident, immediately reported it to the police and provided a
sworn statement describing the suspects and their direction of escape. A hot
pursuit operation was conducted immediately after the incident but yielded
negative results. Investigators have reviewed CCTV footage in the area and
are working to identify the suspects through coordination with nearby
barangays and business establishments. Surveillance efforts and interviews
with possible witnesses are ongoing. At this time, the case remains under
investigation. Efforts to locate and apprehend the suspects are continuing.

5. At approximately 7:50 PM on June 12, 2025, a robbery took place outside a
convenience store located at Barangay Zone 4, Santa Cruz, Davao del Sur.
The victim, Mr. James Villarin, 27 years old and a delivery rider, reported that
he was approached by two unidentified male suspects riding a motorcycle.
One of the suspects, later identified as Anthony Roque, threatened him with a
balisong knife and forcibly took his bag containing ₱7,800.00 in cash, a Tecno
mobile phone, and several delivery receipts. The incident was witnessed by a
tricycle driver named Mr. Alex Ramiro, who immediately reported the crime to
the Santa Cruz Municipal Police Station.
6. Following the report made by the witness, a hot pursuit operation was
immediately launched by responding police officers. However, the suspects
evaded capture and fled in an unknown direction. Investigators recovered
CCTV footage from nearby establishments and conducted follow-up inquiries.
The footage provided visual confirmation of the events but did not capture any
clear identification of the suspects' faces or the motorcycle’s license plate.
Both Mr. Villarin and Mr. Ramiro provided sworn affidavits detailing the
incident. The stolen items have not been recovered as of the filing of this
report.
7. A spot report was initially submitted to document the incident, and a progress
report followed after further investigative efforts. Investigators conducted
house-to-house interviews in the vicinity, reviewed CCTV footage,
coordinated with barangay officials, and collected all available information.
Despite these actions, the suspects have not been located or identified with
certainty.
8. Considering all available information and actions taken, it is recommended
that the case be placed in the "Pending Further Investigation" status.
Surveillance and intelligence gathering will continue. Reopening of the case
for prosecution shall proceed immediately upon identification or arrest of the
suspects.
9. As of the date of this report, the suspects remain unidentified and at large.
The case is open and under active investigation. The victim and witness have
been advised to contact the police immediately if new information becomes
available.

AFFIDAVIT OF COMPLAINT
I, James Villarin, Filipino, of legal age, single, and a resident of Sta. Cruz, Davao
del Sur, after being duly sworn in accordance with law, do hereby depose and state:
1. That on June 12, 2025, at around 8:15 PM, I had just exited a convenience
store in Barangay Zone 4, Sta. Cruz when two men riding a motorcycle
stopped beside me;
2. That one of them, later identified as Anthony Roque, pointed a knife at me
and forcibly took my bag, which contained ₱7,800 in cash, a mobile phone,
and delivery receipts;
3. That I feared for my life and complied with the demand;
4. That tricycle driver Alex Ramiro witnessed the incident and immediately
reported it to the police;
5. That the suspects were later arrested near the Sta. Cruz Public Market, and
my bag, money, and other items were recovered from them;
6. That I am executing this affidavit to file a criminal complaint for Robbery under
Article 293 of the Revised Penal Code against Anthony Roque and his
accomplice.

I, ALEX RAMIRO, Filipino, of legal age, married, and a tricycle driver residing
in Sta. Cruz, Davao del Sur, after being duly sworn in accordance with law, do
hereby state:
1. That on June 12, 2025, at around 8:15 PM, I was parked near a
convenience store in Barangay Zone 4, Sta. Cruz when I witnessed
two men on a motorcycle stop beside a delivery rider;
2. That one of them pointed a knife at the man, later identified as James
Villarin, and forcibly took his bag;
3. That after the suspects fled, I immediately reported the incident to the
Sta. Cruz Police Station and helped guide them during their hot pursuit
operation;
4. That I saw the police arrest the suspects near the Sta. Cruz Public
Market, and the items stolen from the victim were recovered;
5. That I am executing this affidavit to give a truthful account of what I
witnessed and support the filing of the case.

age, Filipino, and assigned at the Sta. Cruz Municipal Police Station, after having
been duly sworn in accordance with law, hereby depose and state:
1. That on June 12, 2025, at around 8:30 PM, we received a report from tricycle
driver Alex Ramiro about a robbery that had just occurred outside a
convenience store in Barangay Zone 4, Sta. Cruz, Davao del Sur;
2. That the victim, James Villarin, a 27-year-old delivery rider, was robbed at
knifepoint by two male suspects riding a motorcycle. One of the suspects
pointed a knife and took his bag containing ₱7,800, a cellphone, and delivery
documents;
3. That with the assistance of the witness, we conducted a hot pursuit operation
and at around 8:45 PM, we apprehended two male suspects near the Sta.
Cruz Public Market:
4. That one of the suspects was identified as Anthony Roque. Recovered from
their possession were:
● The victim’s bag
● A knife used in the robbery
● ₱7,800 in cash
5. That we informed the suspects of their constitutional rights under the Miranda
Doctrine in a language they clearly understood;
6. That we arrested and brought them to the Sta. Cruz Municipal Police Station
for proper documentation and filing of charges.
