Message
FROM THE RECTOR
All those who intend to attend the Master of Public Administration Programme are
warmly welcome to our University. Amongst a number of the professional master
programmes offered by the Yangon University of Economics, the Master of Public
Administration Programme was introduced in 2000 with a full-time, and later in 2002, the
MPA evening classes were offered to executive level from various organizations in order
that they can look forward to a MPA degree without interruption to their professional
careers.
‘We already introduced the MPA (online) Programme, widening all candidates across the
country, who are working for the various Organizations and Departments.
‘The MPA courses are conducted by senior faculty members of Yangon University of
Economics, retired academicians and experienced experts from local and abroad.
‘The MPA programme in its more than 20 year has produced more than 1,300 graduates
with academic and intellectual excellences who are contributing to their own organizations
in some way and thence to the needs of the nation’s development.
‘As the Rector of Yangon University of Economics, I certainly believe that this
programme will be able to produce highly qualified graduates in public administration.
Accordingly, I strongly recommend that the candidates who intend to broaden their
knowledge and skills in the field of public administration surely should join the MPA
programme.

FROM THE MPA PROGRAMME DIRECTOR
The MPA Programme is now well known to those who are seeking
for more academic knowledge to apply in their designated careers not
only in private and public but also in the civil service society.
This programme has been introduced since the year 2000. This
programme will provide the academic knowledge to meet the needs
for their career development through the multidisciplinary curriculum
and courses.
The aim of this programme is to nurture a more qualified and
skilled human resource in the field of public administration which has
become a necessity in the dynamic and challenging world.
We are looking forward to welcoming all the efficient participants to
our MPA programme and hope that this programme will give each
participant a great opportunity to gain new skills in public
administration.

About YUE
Yangon Univesity of Economics
Hlaing Campus
Yangon University of Economics began «s the
Department of Economics under the University of
Yangon in 1924. In 1940, the Department of
Economics began teaching Commerce as a special
subject. Special courses in Statistics were given by
the Department of Economics in 1953. Then in
1955, a separate Department of Commerce was
established and in 1956 a separate Department of
Statistics was established.
In 1964, The Institute was founded as an
independent tertiary institution composing of three
academic departments: Department of Economics,
Departrnent of Commerce and Department of
Statistics. In 1966, a separate Research Department
was created. But in 1988 the Research Department
was transformed into the Department of
Management Studies, and a new academic
department, the Department of Applied Economics
was created. The University now has five major
academic departments and four supporting
academic departments: the Myanmar Language,
English, Mathematics and Geography Departments,

Excellence (COE) and is also a member of the
Asean University Network (AUN).
© The Kamaryut Campus is located on the shores of
Inya Lake at the corner of Inya Road and Pyay
road. It is recognized as a Graduate School of
Economics. This is where MPA and some
Master and Diploma classes are held.
© Ywathagyi Campus is the newest campus where
the majority of students get their education.
© Padarmya Campus, situated close to the Hlaing
Campus, is where postgraduate courses in
business administration and management are
offered.
© Hlaing Campus, situated about a mile from the
main campus, is where certificate courses and
diploma courses under the centre of Human
Resource Development are offered.

Keeping abreast of new administrative development and demands of the coun-
try, the Yangon University of Economics has been offering, since the year 2000, a
graduate programme leading to a Master of Public Administration (MPA) degree.
‘This programme is designed for persons from a variety of academic and profession-
al backgrounds, for policy makers and personnel, who are dealing with public affairs
or non profit management, who expect great responsibility in public administration.
‘The programme comprises of number of courses conducted by senior faculty
members of Yangon University of Economics and the Yangon University, retired
experienced public administrators, and executives from nonprofit organizations.
‘The MPA programme offered is a two academic year programme. Participants of the
programme are required to attend classes on weekdays after office hours.
MPA classes for executive level [ EMPA (Online) } are offered for those
interested in earning a MPA degree without interrupting their professional careers.
‘The Programme takes two academic years. Executive MPA (Online) classes are
held on weekdays and on Saturday after office hours.

This is a foundation course designed to develop

Public Sector Economics is basically applied wel-

This course will deal with the ethical problems
dealing with administration. Ethics is a subject that is
different from moral codes. Whereas moral codes deal
with moral actions, ethics primarily does not deal with
actions as such as but with moral codes. Ethics lays
down a principle, on a set of principles that will
determine which moral codes are good and which are
bad. In this course, various administrative moral codes
