If the reservation policy for university admission will prioritize economically disadvantaged applicants,
economic status will be the measurement for University admission, not anymore will use a fair method
to measure student’s qualification. I’m not saying that economically disadvantaged applicants do not
deserve to be admitted but what I’m emphasizing is the unjustness of the policy to the applicants who
are not economically disadvantaged. Those economically privileged may lose their chance to be
admitted to their chosen university. For instance, a specific course open 5 slots for admission to be filled
with below quota and waitlisted applicants. What if it turns out that many of the applicants are
economically disadvantaged since reservation for admission gives much consideration to the
economically disadvantaged, the economically privileged applicants instantly deprived of being
admitted. Isn’t the reservation policy is quite the same with the backer system? the reason is that the
former, promotes that socioeconomic status to be the measurement to have a reservation comparable
to the latter, backer or the Padrino system a person is accepted to particular institutions because of
connection. Both implies a discriminatory method of qualifying. Enabling it to happen is just the same as
normalizing the backer system. It covers up the real problem about educational crisis that we anticipate
to be addressed with substantial solution and not with short term solutions that leads to another
problem plus our government already implemented programs that supports the students who are
financially challenge, programs that supports the working students and working professionals as well as
students graduated from Tesda. With countries effort to address the issues here are some government
programs implemented to enhanced the quality of education in tertiary level. Ladderized Education
Program refers to the harmonization of all education and training mechanisms that allow students and
workers to progress between technical-vocational and higher education programs, or vice-versa. It
opens opportunities for career and educational advancement to students and workers. Expanded
Tertiary Education Equivalency and Accreditation Program a comprehensive educational assessment
program at the tertiary level that recognizes, accredits and gives equivalencies to knowledge, skills,
attitudes and values gained by individuals from relevant work. Tulong-Dunong Program aims to provide
financial assistance to qualified and deserving students. This is intended for the ongoing grantees and
new applicants who are enrolled or will enroll in CHED-recognized programs of Private Higher Education
(Private HEIs) or State Universities and Colleges (SUCs)/ Local Universities and Colleges (LUCs) with
Certificate of Program Compliance (COPC. We also have the Tertiary Education Scholarship (TES) The
priority beneficiaries for the Tertiary Education Subsidy (TES) are Continuing (ESGP-PA) Expanded
Students’ Grants-in-Aid Program for Poverty Alleviation. These programs are proof that reserve
admission policy for economically disadvantaged applicants is not necessary. Admission based on
socioeconomic status is not the remedy for the educational crisis rather quality education should be
fairly given to all through improving our educational system. Students must not take learning for
granted. In times of crises and sudden changes, having access to education should be valued. What we
really need in the kind of education that promotes cultural diversity; is free from bias; offers a safe space
and respect for human rights, and forms traits, skills, and talent among others the very reason why
reserve admission should not be based on economic status.
Does it solve the problem about social divide?
Do you think that will really addressed the problem about the inequality in education?
Would you agree with me, if I say that reserve admission for economically disadvantaged applicants is
not necessary given the fact we already the free tuition act as you mentioned which means that the
government has already a solution when it comes to the inequality in education?
Does the policy is needed considering that most of the financial assistance programs prioritize the
economically disadvantaged students?
Are you aware with the some of the government scholarship program like for example the Tertiary
Education Scholarship (TES)?
They can’t afford the private school
For example Tertiary Education Scholarship (TES) The priority beneficiaries for the Tertiary
Education Subsidy (TES) are Continuing (ESGP-PA) Expanded Students’ Grants-in-Aid Program for
Poverty Alleviation . The ESGP-PA program targets low-income families who are identified by the
DSWD and are likewise beneficiaries of 4Ps. Students who are part of households included in the
Listahanan 2.0, Listahanan 2.0 refers to the information management system of DSWD that.
identifies who and where the poor are in the countryr. Ranked according to the estimated per capita
household income; and students not part of the Listahanan 2.0, ranked according to estimated per
capita household income based on submitted documentation of proof of income to be determined
by the UniFAST . TES is a program under Republic Act (RA) 10931 also known as the Universal Access
to Quality Tertiary Education Act (UAQTEA). It is given to poor deserving students who are enrolled
in 112 state universities and colleges and 78 local universities and colleges listed under Listahanan
2.0 or Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and
Development (DSWD). The TES is not just for public universities but it support the private colleges
as well. Aside from this there other government scholarship
The DOST has three main types of scholarships offered: merit, the Science and Technology
Scholarship Act (RA 7687), and the Fast-Tracked S&T Scholarship Act (RA 10612). Students with high
aptitude in science and mathematics who are willing to pursue careers in the fields of science and
technology may apply under the merit type. Under RA 7687, scholarships are provided to “talented
and deserving students whose families’ socio-economic status does not exceed the set cut-off values
of certain indicators.”
What if other school do not offer the same course they want? Or if yes, how the quality
education? . do they offer exact quality education? What if the reason why that student chose
to be university on a certain public university is because of the high quality education it offer?
The question same goes for the economically privileged student
Although this applicants still have choice because they may apply for scholarships or
government subsidies. In fact they prioritize economically disadvantaged applicants.
