The following work is to be done at our worksite of : HR - NHAI - ROHTAK-JIND ROAD WORK (JIND), Work order for Providing and
Laying Mastic Asphalt on bridge deck/road at our NHAI project- Construction of 4 laning of Rohtak Jind Section from KM 307+000 to
KM 347+800 of NH-71 ( New NH-352) and connecting link from KM 347+800 of NH-71 to KM 9.400 of NH-71A (New NH-709) in the
state of Haryana on EPC Mode
Concerning your quotation no. NIL and further technical discussion and negotiation with VRC management CS Bansal Sir ( Director )
on dated : 15.03.2025, we are pleased to place this work order on you for providing and laying of mastic asphalt on deck structures as
per the detail given hereunder:-

Item of Work : Providing and laying of 25mm thk. mastic asphalt over bridge deck/road including supply of all required raw
material, equipments/machinery, skilled/unskilled labor to complete the work as per standard specification of MORTH 5th rev.
and as per IS 5317-2002.

TERMS & CONDITIONS :
1) PRICE This is a firm price order. Price mentioned in this Work Order is firm and no price variation on any

account will be allowed. All kind of taxes, duties, transportation, transit insurance, insurance
coverage, for storage, testing and commissioning, etc. are included in the contract price except
GST, which will be paid extra at applicable rate.
2) Price Basis Agreed rates are inclusive of all applicable taxes and duties as on date except GST, which will be
paid extra as per application rate from time to time. The quoted price shall be deemed to be
inclusive of all the taxes and duties except GST. Above rates have been arrived considering rate of
diesel. Diesel & Electricity required for execution of work will be arranged by Sub-Contractor.
The prices are firm and fixed till the completion of entire work without any escalation due to any
reason whatsoever.
3) Payment terms : Sub- contractor will submit his RA bill for the work executed during the month along with quality
documents, which will be paid in the subsequent month on duly certification by site
Engineer/Engineering in charge as per following terms
a. 95% on certification of quantities executed and accepted by quality/Engineer in charge
b. 5% on attending of checklist and final bill.
c. The payment can be hold against quality issue, which will be released on satisfaction of Engineer
In-Charge/Quality In-charge.
d. Amount @ 5% shall be deduct from each RA Bill which shall be released after successful
completion of 12 months DLP from the site completion date.
4) SCOPE OF WORK * All materials, machinery, and manpower are in the scope of M/s SNI.
(SNI) * All consumables, tools & tackles, fuel, DG, shifting, transportation, accommodation, etc.
* Approved quality of binder, filler, fine aggregate, and coarse aggregate should be used in the
design mix.
* The subcontractor has to submit the job mix formula for client approval.
* Removal of dead material and other unwanted material lying on the surface.
* Chiseling and removal of extra concrete deposited on the surface.
* Cutting of extruded steel reinforcement if any.
* Cleaning the surface with broomer/air compressor.
* Application of cationic bitumen emulsion CRS-1 as per IS 8887 as tack coat spraying at the rate of
0.30 - 0.35 KG per sqm area.
* The material shall be properly mixed and cooked in an approved type of mechanically agitated
mastic cooker.
* The mix shall be transported to the laying site in a towed mixer transporter having arrangements
for stirring and keeping the mix hot during transportation.
* The mastic asphalt shall be laid in one coat / single layer, at a temperature between 175 deg C
and 210 deg C.
* All construction joints shall be properly and truly made.
* The cross fall/camber, expansion joint members shall be properly maintained during laying
operation.
* Providing an anti-skid measure,the pitch-mastic after spreading and while still hot and in plastic
condition shall be covered with a layer of coarse aggregate 12 to 20 mm in size at the rate of about
10 to 13 kg/m2.The coarse aggregate shall be rolled or otherwise pressed into the surface of the
mastic layer.
* The BOQ quantity can vary (+/-) at any extent . The actual quantity of work shall be measured as
per the work executed and billing shall be done accordingly.
5) Scope of Work (VRC) * Hydra/JCB for the loading of machinery/material is in the scope of VRC.

6) Completion Schdule The entire work shall be completed within 60 days from the date of placing of this work order.
In case of any delay in supply of materials by you beyond the agreed completion date, liquidity
damage of 0.5% of total order value for every week of delay subject to maximum of 5% of order
value shall be paid by you. The payment or deduction of such liquidity damages shall not relieve you
from any of your obligation and liability under this work order. If delays happen in supply due to
delay in payment release by the VRC, SNI should not be responsible for the same. Also, the penalty
will not be applicable for reasons which is not attributed or beyond the control of SNI.
7) GST & TDS 1. Sub-Contractor shall be required to issue Tax Invoice in accordance with GST act and/or rules.
2. In event that contractor fail to provide the invoice in the form and manner prescribed under GST
act read with GST invoicing rules there under.
3. VRC shall not be liable to make any payment on account of GST against such Invoice.
4. GST shall be paid against receipt of tax invoice and proof of payment of GST to Government (or
auto-population of input tax credit on GSTIN portal).
5. In case of non-receipt of tax invoice and /or non-payment of GST by the contractor (or
non-auto-population of input tax credit on GSTIN portal).
6. VRC shall with hold the payment of GST.
7. GST shall be reimburse / pay uniformly in all items of SOR on the executed portion of job after
submission of GST Invoice and evidence of filling.
8. TDS shall be deducted from running bills as per prevailing rate of income tax act.
8) LABOUR LAWS & The Contractor shall be solely responsible for compliance of all Labour laws, Safety, Health &
REGULATIONS Environment protection laws etc. as applicable to the project in respect of his labour force and his
contracted works. All records / returns pertaining to compliance of all labour welfare and other
mandatory laws shall be made available by him on demand for inspection by PMC / VRC /Client /
Law enforcement agency at any time. This includes but is not limited to Contract labour Act, PF,
ESI, Acts, BOCW Act etc. and other acts as applicable from time to time.
9) SAFETY RULES / You will abide by all safety standards specification and practices in constructions and also the
REGULATIONS instructions of our Construction Manager at site. You are responsible for the safety of your staff and
employees working in your area of operation. You shall delegate the responsibility of implementation
of safety rules to one of your officers qualified for the job. All safety appliances required like safety
helmets, safety belts, safety shoes, hand gloves, nose masks, etc. for working in all heights shall be
arranged by you at your cost.
10) Quality Assurance. Quality of workmanship, raw material and surface profile shall be maintained strictly as per approved
drawing, execution methodology and laid down specification of MORTH. Any Material/work not in
compliance with above shall have to be removed/dismantled immediately after intimation.
11) GOVERNING LAW This work order shall be governed and construed in accordance with the laws of INDIA and will be in
the jurisdiction of the courts in Delhi, INDIA.
12) MODIFICATION OF The work order may only be modified or amended upon mutual agreement of VRC and the
WORK ORDER Contractor. Additional terms and conditions, which do not conflict with the Work Order, may be
TERMS AND/OR stated within the Supplemental Work Order and given effect. Changes, modifications, waivers,
AMENDMENTS additions or amendments to the terms and conditions of this Work Order shall be binding on VRC
only if such changes, modifications, waivers, additions or amendments are in writing and signed by
a duly authorized representative of VRC.

13) TERMINATION FOR Either VRC or Contractor may issue a written notice of default to the other upon the occurrence of a
CAUSETERMINATIO material breach of any covenant, warranty or provision of this Work Order arising here under. The
N FOR CAUSE non-defaulting party shall give the defaulting party Fifteen (15) days from receipt of notice to cure
said default. If the defaulting party fails to cure said default within the timeframe allowed, the
non-defaulting party may, at its option and in addition to any other remedies it may have available,
cancel and terminate this Work Order.
