Objectives Of The Comprehensive Development Plan
Development Planning is an effective delivery tool and strategy to provide direction for physical
development and accelerating economic growth with an aim to capture the aspirations and desire of
the citizenry on the type and level of development they want to attain at a certain time. This is
translated into a legal document, the Comprehensive Development Plan (CDP) which integrates the
different sectoral plans and programs which the LGU shall implement for a specific period of time,
through a series of planning processes. The main purpose of local development planning are the
following:
⮚ To optimize the use of resources at the right time without sacrificing the environment;
⮚ To provide direction in the execution of development programs/projects;
⮚ To solicit and ensure citizen’s participation in decision-making concerning social and economic
development;
⮚ To respond to the requirements of the local government code.
The General Welfare Goals is one of the prime guiding principle adopted by the LGU, as provided in
the 1991 Local Government Code (RA 7160) under Section. 16, which mandates LGUs to promote
the general welfare, which it defines in a manner that represents an expanded version of the public
interest:
a. Preservation and enrichment of culture;
b. Promotion of health and safety;
c. Enhancement of the right of the people to a balanced ecology;
d. Encouraging and supporting the development of appropriate and self-reliant scientific and
technological capabilities;
e. Improvement of public morals;
f. Enhancement of economic prosperity and social justice;
g. Promotion of full employment;
h. Maintenance of peace and order; and
i. Preservation of comfort and convenience.
The Importance of the CDP to the Local Government Unit (LGU)
The Victorian Planning Authority (VPA) emphasized that preparation of Comprehensive Development Plan (CDP) is
required prior to any land rezoning. This is to ensure that future development of strategic sites must be undertaken in a
coordinated way. The CDP will address land use, built forms, landscaping, transport and access, drainage, and other
infrastructure requirements to support the delivery of staged development. Upcoming future developments that can best
be in place based a structured plan such as this Comprehensive Development Plan (CDP) to facilitate developments in an
efficient and coordinated manner. CDP will help LGU Buenavista guide towards the right direction in terms of
development. This CDP is an action plan to be utilized by the local administration to develop and implement priority
sectoral and cross-sectoral programs and projects in the proper locations to put flesh in the skeleton as it were, gradually
and incrementally, until the desired shape or form of development is eventually attained over a period of time. This plan
embodies the five (5) development sectors such as social, economic, physical, environment and institutional which
identifies the priority needs and problems of each sector. It is also clearly stated in this document the identified
