NUMBER 1:
 Prior to spudding, it is the responsibility of the Rig Manager
Performance, in conjunction with the OIM, to review the well
program and ensure that well control issues have been
addressed.

This should include potential blowout/underground blowout


situations and contingency plans.

No well will be spudded or hole section started unless the


Rig Manager Performance and OIM have reviewed the
relevant information.

NUMBER 2:

 After setting the initial casing string(s) or during workover


operations, a minimum of two independent and tested
barriers must be in place at all times.

Upon failure of a barrier, normal operations must cease and


not resume until a two barrier position has been restored.

NUMBER 3:
 Each mechanical barrier (BOP, seal assemblies, packers, plugs, bridge
plugs, liner top packers, completion isolation valves, tubing hangers,
etc.) must be pressure tested.

Where possible this test must be in the direction of potential flow from the
well to a value that exceeds the maximum potential pressure at the barrier
position.

Methods of testing in the direction of flow include applying pressure


below the barrier or removing pressure from above the barrier, otherwise
known as a negative test or in-flow test.

Depending on the type of equipment installed, a test in the direction of


flow may not be possible. In these cases, a positive test from above will
be acceptable.

NUMBER 4:

 Each cement plug must be pressure tested to verify isolation,


except those set in open hole.

Where possible, this test must be in the direction of potential


flow (i.e. negative test/in-flow test).

The top of each cement plug should be verified by tagging to


confirm the plug height complies with regulatory and client
requirements. Refer to section 2 for exceptions to this
requirement.

NUMBER 5:

 Monitoring of the well and the integrity of all tested barriers


must be maintained throughout all stages of operations until
the BOP is removed.

Previously tested barriers can and have failed. The


continued integrity of tested barriers must not be assumed.

NUMBER 6:
 When displacing fluids, all volumes must be monitored and
accounted for at all times by both the rig crew and mud loggers
until such point that the BOP has been removed.

Transfers between pits and between the rig and work boats must be
managed to accurately account for total well volumes and fluid
displacements.

When displacing to an underbalanced fluid, the point at which the


well becomes underbalanced must be known.

If there are any discrepancies at any time displacement


operations must cease immediately and all volumes accounted

for prior to continuing.
NUMBER 7:

 Prior to displacing kill weight fluid from the wellbore, a


negative/inflow test is required if the failure of a single
barrier (not including the BOP) could cause the well to flow.

NUMBER 8:

 During displacement of a kill weight fluid from the wellbore,


at least two tested barriers must be in place in each flowpath.

• If the BOP is considered one of the two barriers, the BOP


must be closed during the displacement.

• The BOP may remain open during displacements if there are


two additional tested barriers in place on all flowpaths.

NUMBER 9:

 To prevent the lifting of the seal assembly, all subsea


production casing hangers must be locked to the wellhead (via
the seal assembly or a separate lock ring) as soon as possible.

For intermediate and surface casing, the operator must either


demonstrate that the casing has sufficient weight to prevent
movement or otherwise lock the hanger in place.

NUMBER 10:

 The procedures contained in the Transocean Well


Control Handbook and Field Operation Manuals represent
Transocean standards and must be complied with unless an
approved Request for Exemption form is completed which
describes alternative procedures that meet the intent of the
corporate policies.
