* Removed skipping of none label.

* Adjusted table counts per row display.

* Added functions to get level and component labels to use in the progress table.

WCAG 2.1 support (#337)

* Updated licenses and put back report date logic for templates.

* Created WCAG 2.1 catalog and updated librarian to handle combing catalog with similar chapters.

* Modified WCAG 2.1 yaml file to include 2.0 criteria and link to 2.1 URL. Updated terms to say 2.x. Updated create catalog code to generate a WCAG21-508 version and generated it.
