Issue Addressed

Small patch for package/pre-commit/gh-workflow updates + minor changes to verify that models in hydrodl2 are faithful to hydrodl source.

Description

Basically the above. Minor changes in the models to make sure that differentiable models train identically to those made with hydrodl in dplhbv.
