Split out of #21247.
This is a prerequisite to use the referencesource for System.Web.Extensions, as many files in it refer to this/require it.
This PR adds the file
System.Web.Extensions/Resources/AtlasWeb.resxfrom the referencesource repository as that had been missing in mono's copy.It also adds some uses of it to
System.Web.UI.ScriptManager, copied from the referencesource.This PR should not change behavior apart from one added error case and one that is aligned to the referencesource.
