related to #8897

Adds two issue_tracker permissions named:

  • issue_tracker_all_issue to enable a user to See/Comment/Edit/Close All issues
  • issue_tracker_site_issue to enable a user to See/Comment/Edit/Close Site Issue

Modifies issue_tracker_reporter to enable a user to edit and close own issues.

SQL patch SQL/New_patches/2024-02-07_Issue_Tracker_New_Permission.sql

This PR allows someone with "Create/Edit Own Issues and Comment on All Issues" is able to close all issues. I don't think that should be the case.

I think the issue was asking for new permissions to be created for individual actions, I don't think this resolves that particular issue.
