Closes #600

  • Mostly separates zx/core as mentioned in Plan for v8 #589
  • Provides $ init / preset API
    const $$ = $({ nothrow: true, quiet: true })
    await $$`exit 1`
  • Tests pass
  • Appropriate changes to README are included in PR
  • Types updated
