Release v0.13.0 (#530)

Release polycool-0.4.0 (#520)

This incorporates the fixes and changes made during the review of #502.
It's a breaking change because of the `magnitude` ->
`max_abs_coefficient` rename.

Since polycool is versioned independently of kurbo, we need a
release-tagging scheme that won't clash. I suggest `v0.4.0-polycool`

(TODO: update the date before merging)

Fixup changelog for 0.12.0 release (#501)

Line about bumping MSRV was in the wrong place in kurbo#500. (While
we're at it, add a missing period.)

Release 0.11.3 (#467)

I've triaged all commits up to
08f66e1
and also run release-plz to be sure that we can do non breaking change.
For the release date I wrote 2025-07-21.
