temporarily disable macOS workflow until it can be sufficiently debugged without blocking high priority PRs

Looks like we are affected by docling change in model __init__ definition.

git tag --contains=6eaae3cb
v2.27.0
v2.28.0
v2.28.1
v2.28.2
v2.28.3
v2.28.4

So we can cap docling to <2.27.
