Builds on top of #7243

Adds project selection during deploy.

  1. In org selection we are adding a new button to overwrite an existing project for the selected org.
  2. If the local project name matches more than one remote project for the user then we show a selector to redeploy to.
  3. If there is just 1 matching project then we continue with redeploy.

Note: this does not have the github workflow changes.
