The Union Public Service Commission has issued the notification for the Civil Services Examination - 2011. The Preliminary Examination, now called, the Civil Services Aptitude Test (CSAT) will be hedl by the UPSC on 12th June, 2011. The Civil Services Examination is conducted by the UPSC for the recruitment of the following services. 1. All India Services : I.A.S & I.P.S 2. Central Services - Group - A : I.F.S ; I.R.S ; I.A & A.S ; I.R.T.S ; I.R.PS ; I.I.S ; I.T.S ; and various other Services. 3. Central Services - Group - B : Armed Forces Headquarters Civil Service Delhi, Andaman Nicobar Islands, Lakshadweep, Daman Diu and Dadra & Nagar Haveli Civil Services Delhi, Andaman Nicobar Islands, Lakshaswadeep, Daman Diu and Dadra & Nagar Haveli Police Services Pondicherry Civil Service - Pondicherry Police Service. Note : Depending on the option and the overall merit in the Written Test and the Interview together, one of the above said services will be allotted to the candidates.
Eligibility :
Age Limits : Not less than 21 years and not more than 30 years as on 1st August 2011. The upper age limit is relaxable for Scheduled Castes / Scheduled Tribes / Other Backward Classes and certain other categories of candidates to the extent specified in the Notice. Note : The upper age limit prescribed above will be relaxable, upto a maximum of five years if a candidates belong to a Scheduled Caste or a Scheduled Tribe, and upto a maximum of three years in the case of candidates belonging to Other Back-ward Classes. Educational Qualification : Degree of a recognized university or an equivalent qualification. Last Date for Receipt of Applications : 21st March 2011.
How to Apply :
a) Candidates may apply Online using the website http:/www.upsconline.nic.in Detailed
instructions for filling up online applications are available on the above mentioned website. b) Candidates may also apply off-line in the Common Application Form devised by the Commission for its examinations which can be purchased from the designated Head Post Offices / Post Offices (specified in Appexdix-III of the Notice published in Employment News dated 19-02-2011) throughout the country against cash payment of Rs. 30/(Rupees Thirty) only. Each such Form can be used only once and only for one examination.
Exam Fee :
a) Candidates applying Online are required to pay a reduced fee of Rs. 50/- (Rupees Fifty) only either by remitting the money in any Branch of SBI by cash, or by using net banking facility of SBI or by using Visa/Master Credit/Debit Card. b) Candidates applying Offline (through Common Application Form) are required to pay a fee of Rs. 100/- (Rupees One Hundred) only through Central Recruitment Fee Stamp only. c) Note : Female / SC/ST/PH candidates are exempted from payment of Fee. (OBC candidates are required to pay full fees).
Number of Attempts : The maximum number of attempts permissible to
different categories of aspirants, who are otherwise eligible, will be as follow. i) General Category - Four ii) P.H. PLAN OF THE EXAMINATION
The Civil Services Examination Comprises two successive stages 1. Civil Services Preliminary (Now called CSAT) Examination (Objective type) for the selection of candidates for the Main Examination and 2. Civil Service MAIN Examination : It Compries both the Written Test and Interview for the selection of candidates for various services and posts.

Scheme & Syllabus
The Preliminary Examination (CSAT) will consist of TWO Papers of Objective Type Multiple Choice and carry a maximum marks of 400 under the New Scheme. This examination is meant to serve as a screening test only. The number of candidates to be admitted to the Main Examination will be about twelve to thirteen times the total approximate number of vacancies to be filled in the year in the various services and posts.
PAPER - I - General Studies 200 Marks - 2 Hrs Duration SYLLABUS
Current events of national and international importance History of India and Indian national movement Indian and World Geography - Physical, Social, Economic Geography of India and the World. Indian Policy and governance - Constitution, Political system, Panchayat Raj, Public Policy, Rights, Issues, etc. General issues on environmental ecology, bio-diversity and climate change - that do not require subject specialisation. General Science
PAPER - II APTITUDE - 200 Marks - 2Hrs Duration
Comprehension Interpersonal skills including communication skills Logical reasoning and analytical ability Decision making and problem solving General mental ability Basic numeracy (numbers and their relations, orders of magnitude etc. (Class X level), Data Interpretation (charts, graphs, tables, data sufficiency etc. Class X level) English Language comprehension skills (Class X level). Questions relating to English Language Comprehension skills of Class X level (last item in the Syllabus of Paper-II) will be tested through passages from English language only without providing Hindi translation thereof in the question paper. The questions will be of multiple choice, objective type.
THE MAIN EXAMINATION
The Main Examination will consist of a written examination and an Interview Test. The
written examination will consist of 9 papers of conventional essay type in the subjects. Candidates who obtain such minimum qualifying marks in the written part of the Main Examination as may be fixed by the Commission at their discretion, shall be summoned by them for an interview / for a Personality Test. The interview will carry 300 marks (with no minimum qualifying marks). Marks thus obtained by the candidates in the Main Examination (written part as well as interview) would determine their final ranking. Candidates will be allotted to the various Services keeping in view their ranks in the examination and the preferences expressed by them for the various Services and Posts.
Scheme & Plan of the Main Examination
The Main Examination will consist of 9 papers of conventional essay type in the subjects. Candidate who obtain such minimum qualifying marks in the written part of the Main Examination as may be fixed by the Commission at their discretion, shall be summoned for an interview for Personality Test. However, the papers on Indian Languages and English will be of qualifying nature. The marks obtained in these paper will not be counted for ranking. The Main (Written) Examination comprises the following papers. Paper - I : One of the Indian Languages 300Marks (Qualifying) (Included in the Eighth Schedule of the Constitution) Paper - II English 300Marks (Qualifying) Paper III Essay 200 Marks Paper IV General Studies - I 300 Marks Paper V General Studies - II 300 Marks Paper VI I Optional Subject - Paper I 300 Marks Paper VII I Optional Subject - Paper II 300 Marks Paper VIII II Optional Subject - Paper I 300 Marks Paper IX II Optional Subject - Paper II 300 Marks INTERVIEW 300 Marks Total 2300 Marks Date of Main Examination : The Main Examination will start from 29th Oct-2011.
How to Prepare for the Civil Services Examination
As the notification for the 2011 Civil Services Examination has been issued on 19th February, 2011, candidates who are aspiring for these services shall start their preparation
immediately as the Preliminary (CSAT) Examination will be held on 12th June, 2011. As the time allowed is very limited, your preparation must be very intensive as the syllabus prescribed for the Prelims is very vast in Paper I and uncertain and unlimited in Paper- II as far the questions are concerned in this paper. As the Preliminary Examination is crucial and the available time is very limited, concentrate more and more on it. As far as Paper-I is concerned, study the standard Text-Books as per the syllabus and carefully analyse the Previous Question Papers subjectwise and then topicwise and evaluate your performance by answering those papers. In respect of Paper - II ; You need to prepare the various topics included in this paper at higher level, preferably at CAT (Common Admission Test) level.
