Don P. Griser has been with Fluor Danie! Engineering in the Piping Engineering and
Design Department for the Past thirty years. During this period, he has functioned as the
Director of Piping Engineering ona broad spectrum of process and manufacturing plants
including: refinery, petro-chemicals. inorganic chemicals, natural gas [processing,
offshore production, off-site Storage facilities, pharmaceutical. waste water treating,
caustic, chlorine, EDC, and sourwater ‘eating units. Mr. Griser has alsa been responsible
for the development and instructing of Fluor Daniel’s in-house piping training programs,
and also instructing for the Society of Professional Engineers and Designers at the
University of Houston.

Wendy R. Borel has been with Fluor Daniel for ten years, functioning as a Specialist in
Piping Design and as Lead Designer on a number of Petro-Chemical Projects. As a
Graduate of Texas A&M with a degree in Engineering Technology, Wendy has
successfully completed many of Fluor’s T taining Programs from Basic Piping Design,
plants, gas refining, chlorine productions and wiility support facilities. Wendy is
currently performing as a Piping Design Instructor for Fluor Daniel's in-house training,

PIPE END PREPARATION
The end of a pipe is prepared differently according to what method will be used
to join the pipe and/or fittings together.
(1) A beveled end (BE) is used when the joint will be made by welding.
(2) A threaded end (TE) is used when specifications call for screwed connections
(sometimes called threaded ond coupled or T&C]
(3) A plain end (PE) is used with socket weld fittings which are then welded
ground the outside.

Special piping materials: These types of welded
flanged joints can be furnished on many special
piping materials, including numerous alloy steels,
with facilities for heat-treating after fabrication

Forged Steel Screwed Flange, Seal-Welded
A Crane Forged Steel Screwed Flange is used in this joint
the flange are accurately threaded; the flange is made up tight on the pipe
seal-welded, and then refaced. The joint is sealed by fillet-welding the back
of the fiange to the pipe, thus assuring no leakage through che chreads.

The refacing assures perfect alignment of the flange faces, and that the end
of the pipe is flush with the face of the flange. The threads retain the function
of holding the flange securely on the pipe, hence there is no shearing action.
Forged Steel Welding Neck Flange
Crane Welding Neck Flanges are of forged steel. They are machined with
a beveled end and bored to match the inside diameter of the pipe to which
they are applied. A butt-weld ig used to attach the welding neck Range to
the pipe, which is also machine beveled
Forged Steel Slip-On Welding Flange
Crane Forged Steel Slip-On Welding Flanges are bored for a snug fit on the
pipe and, when applied to fabricated piping, are welded at the front and back
through the two methods defined below and illustrated at the right.
No.1 is Crane standard for welded flanged joints using
Forged Sceel Slip-On Welding Flanges. Regular flanges are utilized with the
end of the pipe set back from the face of the flange and the flange welded to
the pipe both in front and back.
Type No, 2: Type No, 2 is furnished on special order only; slip-on flanges
with a spect

The Cranelap stub end with Cranelap flange can be applied to fabricated
piping. Both the stub end and the pipe are machine beveled. A butt-weld
is used to complete the joint.

The following shows the philosophy being used by Piping-Materials
Engineering as a consideration in the selection of pipe wall
thicknesses.
2.0 GENERAL
2.1

The consideration of D/t ratio in the selection of pipe wall thick-
ness for large diameter piping is based on the requirements of Part
UG-28 of ASME Code for Pressure Vessels, Section VIII, Division 1
covering "Thickness of Shells and Tubes Under External Pressure".
This is not a requirement of ANSI B31 Codes, however we have con-
sidered it as good engineering practice.
D/t ratio as used in pipe wall thickness is used primarily to
Prevent collapse of Piping under its own weight in the corroded
condition rather than external Pressure, (Vacuum) as considered
in ASME Section VIII.
The ratio of 135 was selected as good engineering practice from use
and experience and can be increased to 150 in some applications.
With approval, a ratio greater than 150 may be used if there is no
Possibility of forming a vacuum. An analysis shall consider the
following factors:
Oraining.
Blocked pump suction.
Sudden condensation.
Unloading rate versus product vaporization rate.
The existence of a vacuum breaker system.

Note: When vacuum is a normal design condition, ANSI B31.3 shall
govern the required thickness.
3.0 METHOD OF CALCULATION

O/t ratio is exactly what it implies - Diameter divided by thickness.
Example: 48" 0.D. pipe with .375" wall thickness, mill tollerance of
0.010" and no corresion allowance has a 0/t ratio of 132
which is less than 135 and is suitable for use.
Add 0.065" corresion allowance and the D/t ratio increases
tu j{@Owhich is greater than 135. Thus the next available
wall thickness should be selected.
These D/t ratios have been precalculated for sizes and wal] thick-
nesses broken down by corrosion allowances and mill tolerances

TESTING
Required Leak Test
Prior to initial operation, each piping system shall be
tested to ensure tightness. The test shall be a hydro-
static leak test in accordance with para. 345.4 except as
provided herein.
(a) At the owner's option, a piping system in Cate-
gory D fluid service may be subjected to an initial
service leak test in accordance with para, 345.7, in liew
of the hydrostatic leak test.
(6) Where the owner considers a hydrostatic leak test
impracticable, cither a pneumatic test in accordance
with para. 345.5 or a combined hydrostatic-pneumatic
test in accordance with para. 345.6 may be substituted,
recognizing the hazard of energy stored in compressed

(c) Where the owner considers both hydrostatic and
pneumatic leak testing impracticable, the alternative
Specified in para. 345.9 may be used if both of the
following conditions apply:
(1) a hydrostatic test would damage linings or in-
ternal insulation, or contaminate a process which

brittle fracture due to low metal temperature during
the test; and
(2).a pneumatic test would present an undue haz-
ard of possible release of energy stored in the system,
or would present the danger of brittle fracture due to
low metal temperature during the test.
345.2 General Requirements for Leak Tests
Requirements in para. 345.2 apply to more than one
type of leak test.
344.7. 1345.26
3452.1 Limitations on Pressure
(a) Stress Exceeding Yield Strength. If the test pres-
sure would produce a stress in exeess of yield strength
at fest temperature, the test pressure may be reduced to
the maximum pressure that will not exceed the yield
strength at temperature, (See paras. 302.3.2(¢) and ().]
(b) Test Fivid Expansion. If a pressure test is to be
maintained for a period of time and the test fluid in the
system is subject to thermal expansion, precautions
shall be taken to avoid excessive pressure.
(c) Preliminary Pneumatic Test. A preliminary test
using air at no more than 25 psi (170 kPa) gage pressure
may be made prior to hydrostatic testing to locate
major leaks.
345.22 Other Test Requirements
(a) Examination for Leaks. A leak test shall be main-
tained for at least 10 min, and all joints and connections
shall be examined for leaks.
(b) Heat Treatment. Leak tests shall be conducted
afier any heat treatment has been completed.
(c) Low Test Temperature. The possibility of brittle
fracture shall be considered when conducting leak tests
at metal temperatures near the ductile—brittle transi-
tion temperature.
345.2.3 Special Provisions for Testing
(a) Piping Subossemblies. Piping subassemblies may
‘be tested either separately or as assembled piping.
(b) Flanged Joints. A flanged joint at which a blank
is inserted to isolate other equipment during 2 test need
not be tested. -
345.2.4 Externally Pressured Piping, Piping subject
to external pressure shall be tested at an internal gage
pressure 1.5 times the external differential pressure, but
not less than 15 psi (103 kPa).
345.2.5 Jacketed Piping
(a) The internal line shall be leak tested on the basis
of the internal or external design pressure, which-
ever is critical. This test must be performed before the
jacket is completed if it is necessary to provide vis-
ual access to joints of the internal line as required
by para. 345.3.1
(b) The jacket shall be leak tested in accordance with
para. 345.1.1 on the basis of the jacket design pressure
unless otherwise specified in the engineering design.
345.2.6 Repairs or Additions After Leak Testing.
If repairs or additions are made following the leak test,
the affected piping shall be retested, except that for
minor repairs or additions the owner may waive retest

3452.7 Test Records. Records shall be made of each
piping system during the testing, including:
(a) date of test
(6) identification of piping system tested
(c) test fluid
(d)test pressure

Piping has satisfactorily passed pressure testing as re-
quired by this Code is retained
3453 Preparation for Leak Test
3453.1 Joints Exposed. All joints, including welds
and bonds, are to be left uninsulated and exposed for
examination during leak testing, except that joints

345.8) is required, all joints shalll also be left unprimed
and unpainted,
3453.2 Temporary Supports. Piping designed for
vapor or gas shall be provided with additional tempo-

45.33 Expansion Joints. Expansion joints shall be
tested without temporary restraint at the lesser of the
required test pressure or 15055 of design pressure. For
this test, expansion joints which depend on extemal
main anchors to restrain pressure end load shall be

may be tested in place or Temotely, For test continua-
tion above 150% of design pressure, the ‘expansion
Joints may be provided with temporary restraint and
tested in place or remotely.
45.3.4 Limits of Tested Piping. Equipment which is
not to be tested shall be either disconnected from the
Piping or isolated by blinds or other means during the
test, A valve may be used provided the valve (including
its closure mechanism) is suitable for the test Pressure.
345.4 Hydrostatic Leak Test
345.41 Test Fluid. The fuid shall be water unless
there is the possibility of damage duc to freezing or to
adverse effects of water on the piping or the process. In
that case another suitable nontoxic liquid may be used,
I the liquid is flammable, its fash point shall be at least
ASME B313-1990 Edition
120 (45°C), and consideration shall be given to the
test environment.
345.42 Test Pressure. Except as provided in para,
345.4.3, the hydrostatic test pressure at any point in a
metallic piping system shall be as follows:
(a) not less than 114 times the design pressure;
(@} for design temperature above the test tempera~
ture, the minimum test pressure shall be calculated by
Eq. (24), except that the value of S/S shall not exceed

345.5.2 Pressure Relief Device. A pressure relief de-
vice shall be provided, having a set pressure not higher
than the test pressure plus the lesser of 50 psi (340 kPa)
or 109% of the test pressure.
345,.3 Test Fluid. The gas used as test fluid, if not
air, shall be nonflammable and nontoxic.
3455.4 Test Pressure, The test pressure shall be
110% of design pressure.
3455.5 Procedure. The pressure shall be gradually
increased until a gage pressure which is the lesser of
one-half the test pressure or 25 psi (170 kPa) is at-
tained, at which time a preliminary check shall be
made, including examination of joints in accordance
with para. 341.4.1(a), Thereafter, the pressure shall be
gradually increased in steps until the test pressure is
reached, holding the pressure at each step long enough
to equalize piping strains, The pressure shall then be
reduced to the design pressure before examining for
Icakage in accordance with para. 345.2.2(a)
345.6 Hydrostati~Pneumatic Leak Test
Ifa combination hydrostatic-pneumatic leak test is
used, the requirements of para. 345.5 shall be met, and
the pressure in the liquid filled part of the piping shall
Not exceed the limits stated in para. 345.4.2.
345.7 Initial Service Leak Test
This test is applicable only to piping in Category D
Fluid Service, at the owner's option. Sec para. 345.1(a).
345.1.1 Test Fluid. The test fluid is the service fluid.
348.72 Procedure. During or prior to initial opera-
tion, the pressure shall be gradually increased in steps
until the operating pressure is reached, holding the
Pressure at cach step long enough to equalize piping
strains, A preliminary check shall be made as described
in para. 345,5.5 if the service fluid is a gas or vapor.
35.7.3 Examination for Leaks. In lieu of para
345.2.2(a), it is permissible to omit examination for
leakage of any joints and connections previously tested
in accordance with this Code.

345.8 Sensitive Leak Test
‘The test shall be in accordance with the Gas and
Bubble Formation Testing method specified in the BPV
Code, Scction V, Article 10, er by another method

345.9 Alternative Leak Test
The following procedures and leak test method may
be used only under the conditions stated in para.
345.1(¢).
345.9.1 Examination of Welds. Welds, including
those used in the manufacture of welded pipe and
fittings, which have not been subjected to hydrostatic
or pneumatic leak tests in accordance with this Code,
shall be examined as follows.
(a) Circumferential, langitudinal, and spiral groove
welds shall be 100% radiographed in accordance with
para, 344.5.
(6) All welds, including structural attachment welds,
not covered in (a) above, shall be examined using the
liquid penetrant method (para. 344.4) or, for magnetic
materials, the magnetic particle method (para. 344.3)
345.9.2 Flexibility Analysis. A flexibility analysis of
the piping system shall be made in accordance with
paras. 319.4.2(c) and (@)
345.9,3 Test Method. The system shall be subjected
to a sensitive leak test in accordance with para. 345.8.

For sizes 16" and larger, orifice runs get to be a
piper’s nightmare. One solution is to replace orifice
flanges with a venturi tube which needs only a few
feet of straight-run pipe upstream. Another solu-
tion is straightening vanes installed in the line up-
stream of the orifice flanges. When meter run
lengths become excessive and expensive to provide,
consult the instrument engineer for an alternative
method.
Six diameters of straight-run pipe are to be pro-
vided downstream of orifice flanges. In some. cases
this may be reduced to four diameters but six
should be the design basis.
Orifice flanges may be installed in a vertical
pipe run for liquid flowing up er down and for
vapor flowing down. Horizontal meter runs are pre-
ferred and should be provided where feasible. For
many years, only horizontal runs were allowed. To-
day modem instrument engineers realize that pip-
ing configuration costs often outweight the slight
advantage of the horizontal meter run. All account
ing meter runs are to be horizontal.
Orifice Flange Taps
It is preferable to locate orifice flange taps hor-
izontally for liquid flow and vertically for vapor
flow, Steam service falls between the two and each
company has ideas for tap location, so no orienta-
tion is standard.
Many companies have settled on taps located
45° off the vertical for all services. No error can be
made with this plan, Orifice flanges have two taps
in each flange that are 180° apart. A further im-
provement is to locate taps 45° from the vertical
but staggered 90° apart. See Figure 8-3 for details
of staggered 45° taps. For vapor service the two
taps above horizontal would be valved and the two
taps below horizontal would be plugged. With lig-
uid service the two lower taps would be valved
while the upper taps are plugged. This is highly
advantageous in critical services where orifice taps
must employ flanged valves. When the two taps are
located side by side, flanged valves will need offset
piping to clear.
‘The staggered tap approach will not work with
an orifice valve manifold, a manifold prefabricated
with valves especially designed for orifice tap sere
ice.
Orifice flange rating is 300 pound minimum
because a wide flange thickness is needed to allow
taps to be drilled. Flanges are erected, bolted and
hydrotested prior to insertion of the orifice plate.
When the plate is inserted a gasket is placed on
both sides and the flanges are then rebolted. This
results in a gap, shown in Figure 8-3, caused by the
plate and two gaskets. Thick flanges for the taps
and this gap result in a need for longer bolts, a fact
often overlooked by piping people
Pipers must also leave about 15" clear from
orifice taps for valves and piping.
