LESSON OUTLINE
I- Introduction Opening prayer, recap and presenting the topic
for the week.
II- Motivation Ask the learners about their idea regarding the
Disaster Risk reduction and Management.
III- Instruction/ Delivery Disaster risk reduction(DRR) is defined as ‘ a
systematic approach to identifying, assessing
and reducing the risk of disaster. It aims to
reduce socio- economic vulnerabilities to
disaster as well as deal with the environmental
and other hazards that trigger them’( Asian
Disaster Reduction Center). DRR is very wide-
ranging. It scope is much broader and deeper
than conventional emergency management.
There is potential for DRR initiatives in just
about every sector of development and
humanitarian work.
Key Concepts of DRR
Disaster risk reduction is a matter of
decision aims to reduce the damage
caused by natural hazards like
earthquakes, floods, droughts and
cyclones, through an ethic of
prevention.
Disaster risk reduction is about choices :
is the concept and practice of reducing
disaster risk through systematic, efforts
to analyze and reduce the causal factors
of disasters.
Disaster risk reduction is everyone’s
business: includes disciplines like
disaster management, disaster mitigation
and disaster preparedness, but DRR is
also part of sustainable development.
Basic Principles of DRR
Discussed below are the basic principles of
DRR.
Development can either increase or
decrease disaster risk
Disaster risk reduction policy, laws and
regulations will NOT save lives unless
correctly implemented in communities
The “community” is the front line of
disaster risk management
Disaster Risk Reduction is not a “ stand
alone activity- it cuts across almost all
categories of human activity
Integrating disaster risk reduction at the
national, provincial and community
levels takes a long time to achieve
DRR must become a normal part of the
decentralized development process

Importance of Disaster Risk Reduction
From a development perspective, therefore,
disaster risk reduction is vital for building a
more equitable and sustainable future. Making
investments in prevention and preparedness,
including civil defense exercises, is a necessary
part of systematic efforts to increase resilience
to disaster.
From a personal perspective DRR is very
important to prevent loss of life and material
properties. It is also a key factor for socio-
economic survival in these time that natural
disasters are getting worse and becoming more
frequent due to the effect of climate change.
Disaster risk reduction is proactive step towards
prevention which is believed to be better then
“cure”.
Community-based Disaster Risk Reduction
and Management is defined as a process in
which at-risk communities are actively engaged
in the identification, analysis, treatment,
monitoring and evaluation of disaster risks in
order to reduce their vulnerabilities’ and
enhance their capacities. This means that people
are at the the heart of decision making and
implementation of disaster risk management
activities. The involvement of most vulnerable
social groups is considered as paramount in this
process, while the support of the least
vulnerable groups is necessary for successful
implementation.
4 Phases of Emergency Planning and
Management
1. Mitigation: Effects to reduce the effects
or risks associated with hazards
2. Preparedness: Actions taken prior to an
emergency to facilitate response and
promote readiness
3. Response: Actions taken during an
emergency to save lives, property, and
the environment
4. Recovery : to restore and resume
normal operations.
Monitoring, evaluation and reporting are key
activities for the success of an emergency plan.
It is also needed to determine the effectiveness
of the emergency plan.
Early Warning System is compose of three
phases:
1. Monitoring of precursors
2. Forecasting of a porbable event
3. Notification of a warning

Survival Kit and Materials
A very important aspect of emergency planning
is preparing and organizing a survival kit. This
is a package of the tools and materials that are
needed and ready for use in times of disaster.
72-Hour Survival Kit
1. Food
2. Clothing
3. Communications
4. Medicines
5. Other Essential Needs
6. Emergency Money
Figure of 72-hour survival kit will be shown.
IV- Practice Learners will be divided into four and teacher
will ask them to prepare a detailed checklist of
a 72- hour survival kit. Based on the following
category:
1. Basic needs and Critical Supplies
2. Cold Climate Supplies
3. Supplies for your Vehicle
