1. OBJECT
Establish the guidelines of the Environment, Safety and Health at Work (EHS)
Management System for the execution of the activities in the SUBSTATION
MODERNIZATION project, AT THE LEVEL OF CONTROL BOARDS,
PROTECTION AND YARD EQUIPMENT, AS WELL AS THE EXECUTION OF
CIVIL WORKS, taking into account the standards, procedures, contractual
requirements and current legal regulations, to preserve and compensate the
environment, the health of collaborators and protect the assets of the Company.
2. SCOPE
3. DEFINITIONS
In order to avoid ambiguity in the interpretation of some terms used, and given that
these have a specific meaning within this plan, the meaning with which each of them
should be understood is presented below (see definitions of ISO 45000 E ISO:
14000).
Document: Information of internal or external origin and its support medium. The
support medium may be paper, magnetic, optical or electronic disk, photograph or

Workplace: Any physical space in which work-related activities are carried out,
under the control of the organization.
Hazard: Source, situation or act with potential for harm in terms of illness or injury

Accountability: Final responsibility, and has to do with the person who must be
held accountable if something is not done, does not work or does not meet its
objective
Occupational Health and Safety (HS): Conditions and factors that affect or may
affect the health and safety of employees or other workers (including temporary
workers and contract staff), visitors or any other person in the workplace.
4.1 Generalities
All activities and tasks required for the development of the project are coordinated by
a specialized work group within Weg COLOMBIA SAS . Some of these activities are
carried out by external companies that Weg COLOMBIA SAS hires, but which are
always under its supervision and control.
4.1.1 Commitments
Among our commitments in this Project are:
- Provide a healthy and safe work environment that protects the collaborators of
Weg COLOMBIA SAS , Contractors and Subcontractors who participate in the
project/service MODERNIZATION OF SUBSTATIONS, AT THE LEVEL OF
CONTROL BOARDS, PROTECTION AND YARD EQUIPMENT, AS WELL AS
THE EXECUTION OF CIVIL WORKS .
- Only have personnel who have the skills, knowledge, licenses and current
certificates required to carry out the corresponding activities safely.
- Comply with all provisions established by the client, in the established EHS plan.
- Comply with current legislation.
4.1.2 Beginning
The principles that govern us:
- Management Policy
In addition to these Policies, all existing Policies in the Cluster, Sectors or Business
Units are valid, since these are prepared under the international guidelines
established on EHS issues.
The policies of Weg COLOMBIA SAS and those provided by THE CLIENT will be
disclosed to both the Weg COLOMBIA SAS collaborators and the subcontractors
who perform work within the project. Additionally, the contractors will adhere to the
policies established by Weg COLOMBIA SAS and the provisions established in each
one of these.
4.3 EHS Management System
4.3.1 Planning
4.3.1.1 Objectives, Goals and Indicators in EHS

Comply with the Occupational Health and Safety and Environment requirements of the SKF
client, established in document PP 332 Health, Safety and Environment Manual for Contractors
and other additional information reported by the client.

Guarantee compliance with the planned HSE activities through periodic supervision visits during
the execution of the project and/or support during the development of the activities.

The documentation and personnel change management processes that are required
to be carried out in the project will be in charge of the Manager, who will document
the respective change and will execute it in accordance with the guidelines of Weg
COLOMBIA SAS.
4.3.2 Support
4.3.2.1 Resource management
From the bid process, an EHS budget is established for the project/service in order to
guarantee the implementation and maintenance of the requirements and activities
established in EHS. Control of this will be the responsibility of the WFP.
4.3.2.2 Human Resources
The human resource required for the project is defined in accordance with the
established organizational chart and its selection and connection process is carried
out according to the guidelines and policies of Weg COLOMBIA SAS .
EHS roles and responsibilities must be defined and disclosed to all personnel
involved in the project .
4.3.2.3.1 Communication
The EHS department has a page on the intranet as a means of communication of the
relevant aspects of the Management System.
Weg COLOMBIA SAS . has formed and registered the Joint Health and Safety
Committee, complying with legal requirements, EHS participates as a permanent
guest of this organization and provides all the support and advice required for the
proper fulfillment of its functions.
For the project, Weg COLOMBIA SAS ., will establish a safety and health
surveillance, in accordance with the number of personnel on site both for Weg
COLOMBIA SAS and for its contractors, as long as there is sufficient personnel, the

projects and by subcontractors is the direct responsibility of the project leader and

other current regulations, the Environment and Occupational Health and Safety
Management System is established.

The programs are evaluated periodically by monitoring the indicators, the review by

As a way to protect and promote the health of its collaborators, Weg COLOMBIA
SAS , orders the practice of occupational medical evaluations (admission, periodic
and discharge) and complementary medical evaluations (audiometry, spirometry,
visiometry, among others), taking into account the procedure “Clinical Histories,
Occupational Medical Evaluations and Diagnosis of Health Conditions” in addition to
the professionogram. Likewise, subcontractors are required to carry out occupational
medical examinations for their collaborators.
Taking into account the medical diagnoses and the requirements sent by social
security entities, the best location for people with temporary and permanent partial
disabilities is studied.
For the prevention and control of diseases generated by psychosocial risks, the
Human Resources area implements the requirements of Law 1010 of 2006 and
Resolution 2646 of 2008 of the Ministry of Social Protection.
Within the activities established by Weg COLOMBIA SAS on Public Health, the
following is carried out:
The personal protection elements used in the company are approved in order to
select those that provide greater safety and comfort to the collaborator, as well as to
guarantee that they are certified PPE (Personal Protection Elements Matrix), the

Inspections
Inspections are carried out periodically in order to identify unsafe acts and conditions.
Supervision and verification of the application of occupational risk control systems at

inspections.
Training Plan
To promote, prepare, develop and evaluate induction and training programs aimed at
the prevention of incidents and knowledge of risks at work, the EHS induction process
is carried out for each collaborator, which is evaluated, and is also developed. a
training plan in accordance with the provisions of the project. As a record of this
activity, an attendance list and an induction certificate (Certificate of Induction and
Reinduction in EHS) are generated.
Road safety
Weg COLOMBIA SAS It has a Strategic Road Safety Plan where prevention and
promotion activities are defined that strengthen the road safety culture. In the
project, compliance with road safety for the assigned vehicles is verified, as well as
the control of this regarding each of the assigned drivers. Additionally, monitoring will
be established for the contractors that provide transportation services to the project.
Work areas, storage areas, circulation routes, operating areas, energized zones,
emergency exits, guards and operating areas, machines and installations must be
demarcated and marked in accordance with legal provisions. current.
The Project Manager must guarantee preventive and corrective maintenance of the
machines, equipment and tools used for the development of each of the projects.
Environmental management
Natural resources
Taking into account the place where the project or service is developed, a pest and
vector control plan will be developed in order to guarantee a healthy environment for
collaborators, this plan will be in charge of the CLIENT and Weg COLOMBIA S.AS ,
for which must verify its execution.
The supply of food and water for collaborators at the site where the project is
developed must be supplied by a supplier that guarantees the quality of the water;
these must be consumed in a clean area.
The project must have sanitary services for both men and women and the ratio of 1
bathroom for every 15 people must be maintained, and an area must be adapted for
staff hand washing. The maintenance of these will be agreed with the supplier,
guaranteeing that they are kept clean and in good condition. If the purchase of ice is
necessary, the specifications that show compliance for its consumption will be taken
into account.
The activities of the Basic Sanitation and Environmental Protection subprogram are
planned in the EHS Work Plan (EHS Activities Schedule).
All activities aimed at operational control are recorded in the matrix of hazards and
environmental aspects and impacts.

Management Review
In the review periodically carried out by senior management of the EHS management
system, information is provided on the EHS management carried out in the project.
Weg COLOMBIA SAS has a Plan for emergency care and response, in which
preventive, corrective and rehabilitation measures are established, and the structure
for emergency care and response is determined. This document must be aligned with
the conditions of the project and the requirements of TERMOCANDELARIA SCA
ESP
For the project, a Basic Plan for Emergency Response will be developed (Annex 24)
which will be updated by the field EHS, in addition to the emergency vulnerability
analysis (Annex 25), in accordance with the conditions of the area and the supply. of
resources.
A structure must be established for emergency care and have personnel trained in
basic emergency care, so that they know the Plan and the Standardized operating
procedures of both Web and TERMOCADELARIA SCA. ESP, in order to be
prepared for any emergency.
The site of the incident must be inspected by the person responsible for EHS, in such
a way that the conditions are verified that allow determining the aspects for the
rehabilitation of the site, the continuity or not of the work, as well as the investigation
of the incident. Photographic records are a valuable resource in research.
The Project Manager or EHS person in charge holds a meeting with those affected,
witnesses and responders to evaluate the management and possible causes of the
incident. This meeting must be recorded.
The replacement of the material used in the control of the incident must be carried
out in a timely manner and any aspect of improvement mentioned in the evaluation
meeting must be discussed with the personnel involved.
4.9 check

project, indicators are established to evaluate the performance of EHS. These

The monthly EHS report of the project (Annex 27) records the EHS management and
indicators generated by both Web and its contractors (as applicable).
The occurrence of any work incident will be immediately reported to the project
