Establish the guidelines of the Environment, Safety and Health at Work (EHS)
Management System for the execution of the activities in the SUBSTATION
MODERNIZATION project, AT THE LEVEL OF CONTROL BOARDS,
PROTECTION AND YARD EQUIPMENT, AS WELL AS THE EXECUTION OF
CIVIL WORKS, taking into account the standards, procedures, contractual
requirements and current legal regulations, to preserve and compensate the
environment, the health of collaborators and protect the assets of the Company.

2. SCOPE

This document is applicable to the projects of Weg COLOMBIA SAS, which


contemplates the following activities MODERNIZATION OF THE 230 kV
SUBSTATIONS, AT THE LEVEL OF CONTROL BOARDS, PROTECTION AND
YARD EQUIPMENT, AS WELL AS THE EXECUTION OF CIVIL WORKS. This plan
ranges from planning to the implementation of improvement actions for the activities
framed in the preventive and occupational medicine subprograms, the industrial
hygiene and safety subprogram, and the basic and environmental sanitation
subprogram.

3. DEFINITIONS

In order to avoid ambiguity in the interpretation of some terms used, and given that
these have a specific meaning within this plan, the meaning with which each of them
should be understood is presented below (see definitions of ISO 45000 E ISO:
14000).

 Corrective actions: Action taken to eliminate the cause of a detected


nonconformity or other undesirable situation.

 Threat: Latent danger associated with a physical phenomenon of natural or


technological origin, which may occur in a specific place and at a certain time,
producing adverse effects on people, property or the environment.
 Environmental Aspect: Elements of an organization's activities, products or
services that can interact with the environment.

 Auditor: Person with the authority to carry out an audit .

 Audit: Systematic, independent and documented process to obtain audit


evidence and evaluate it objectively in order to determine the degree to which the
audit criteria are met.

 Committee: Group of people with specific functions in the Environment,


Occupational and Industrial Safety, appointed in accordance with the legislation
and management systems of each country.

 Copasst: (Joint Committee on Safety and Health at Work) is a committee in


charge of promoting and monitoring standards on safety and health at work within
public and private companies .

 Performance: Measurable results of the management carried out by an


organization in relation to its environmental aspects and impacts, risks,
occupational health and industrial safety of the organization, based on the policy
and objectives.

Measuring environmental, occupational health and industrial safety performance


includes measuring the effectiveness of the organization's controls.

 Document: Information of internal or external origin and its support medium. The
support medium may be paper, magnetic, optical or electronic disk, photograph or
pattern sample or a combination of these.

 Occupational Disease: An occupational disease is one contracted as a result of


exposure to risk factors inherent to the work activity or the environment in which
the worker has been forced to work.

 Hazard Identification: Process to recognize if a hazard exists and define its


characteristics.

 Incident: A work-related event in which an injury or illness or fatality occurred or


could have occurred.

Note 1: An accident is an incident that results in injury, illness or death.


Note 2: An incident in which there is no injury, illness or fatality can also be
referred to as a “near miss” (a situation in which a near miss occurs).

 Environmental Impact: Any change in the environment, whether adverse or


beneficial, as a total or partial result of the environmental aspects of an
organization.

 Workplace: Any physical space in which work-related activities are carried out,
under the control of the organization.

 Continuous improvement: Recurrent process of optimizing the management


system in the environment, occupational health and industrial safety, to achieve
improvements in global performance in a manner consistent with the
organization's policies.

 Goal: Detailed performance requirement applicable to the organization or parts of


it, which has its origin in objectives and which must be established and met to
achieve them.

 Standardize: Activity that provides unification of criteria in the face of repetitive


situations, seeking simplification, clarity, and reduction. This activity is made up of
the processes of formulating, publishing and applying procedures and standards.

 EHS: Environmental, Health and Safety

 Environment (E): Environment in which an organization operates, including air,


water, soil, natural resources, flora, fauna, humans and their interrelationships.

 Goal: Detailed performance requirement applicable to the organization or part of


it, which has its origin in the EHS objectives and which is necessary to establish
and comply with to achieve those objectives.
 Normalize : Activity that provides unification of criteria in the face of repetitive
situations, seeking their simplification, clarity, and reduction. This activity is made
up of the processes of formulating, publishing and applying procedures and
standards.
 Non-conformity: Failure to comply with a requirement. A nonconformity can be a
deviation from:

- Relevant standards, practices, work procedures and legal requirements,


among others.
- EHS Management System Requirements

 Objective: Purpose in EHS in terms of performance set by the company in a


manner consistent with the policy.

 Stakeholder: Person or group, inside or outside the workplace involved in or


affected by an organization's occupational health and safety performance.

 Hazard: Source, situation or act with potential for harm in terms of illness or injury
to people, loss of property, or a combination of these.

 Work Permit : Authorization that an issuer grants to an Executor for a group of


assigned workers to carry out a specific activity, with a limited scope, on a defined
equipment or system, on an established date and time and under previously
agreed conditions.
 Policy: General intentions and directions of an organization related to its
performance, formally expressed by senior management.

 Procedure: Specific way to carry out an activity or process.

 Record: Document that presents results obtained, or provides evidence of the


activities carried out.

 Accountability: Final responsibility, and has to do with the person who must be
held accountable if something is not done, does not work or does not meet its
objective

 Risk: Combination of the probability that a hazardous event(s) or exposure(s) will


occur, and the severity of the injury or illness that may be caused by the event(s)
or exposure (is).

 Occupational Health and Safety (HS): Conditions and factors that affect or may
affect the health and safety of employees or other workers (including temporary
workers and contract staff), visitors or any other person in the workplace.

 Subcontractor : Natural or legal person (firm) with whom Siemens SA contracts


specialized tasks that are part of the works of a project.

 Risk Assessment: Process of evaluating the risk(s) arising from a hazard(s),


taking into account the adequacy of existing controls, and deciding whether the
risk(s) is (are) acceptable or not.
4. CONTENT

4.1 Generalities

The Environment, Safety and Health at Work Management System, established at


Weg COLOMBIA SAS, focuses on the protection of its collaborators and the
environment in each of the activities carried out inside and outside the organization.
We have certification in Occupational Health and Safety Management ( Annex 1 .
ISO 45001:2018 Certificate), Environmental Management ( Annex 2 . ISO 14001:
2015 Certificate ), NORSOK Certification from ICONTEC, (Annex 3. NORSOK-S-
006) additionally we have the Energy Management certification (Annex 4. ISO 50001
certificate).

All activities and tasks required for the development of the project are coordinated by
a specialized work group within Weg COLOMBIA SAS . Some of these activities are
carried out by external companies that Weg COLOMBIA SAS hires, but which are
always under its supervision and control.

4.1.1 Commitments
Among our commitments in this Project are:

- Provide a healthy and safe work environment that protects the collaborators of
Weg COLOMBIA SAS , Contractors and Subcontractors who participate in the
project/service MODERNIZATION OF SUBSTATIONS, AT THE LEVEL OF
CONTROL BOARDS, PROTECTION AND YARD EQUIPMENT, AS WELL AS
THE EXECUTION OF CIVIL WORKS .
- Only have personnel who have the skills, knowledge, licenses and current
certificates required to carry out the corresponding activities safely.
- Comply with all provisions established by the client, in the established EHS plan.
- Comply with current legislation.

4.1.2 Beginning

4.2 Management system


4.2.1 Leadership and management commitment
The Project Manager and EHS will carry out periodic visits according to the
development of the project, in which they will carry out inspections related to the
environment, health and industrial safety, likewise the EHS issue will be involved in
the initiation and follow-up meetings. and closing of the project.

4.2.2 Policies at EHSQ

- Management Policy

Our Integrated Policy is a permanent commitment to our stakeholders. It is a


manifestation of the efforts in favor of promoting the quality of work life, continuous
improvement, prevention of accidents and personal injuries, prevention of
occupational diseases, prevention of property damage and socio-environmental
impact, compliance with legal regulations and commitment of senior management
(Annex 5. Management Policy).

- Alcohol, Tobacco and Drug Free Company Policy

Weg COLOMBIA SAS promotes a culture of prevention and promotion of healthy


habits and behaviors (Annex 6. Company Policy Free of Alcohol, Tobacco and
Drugs).

- Road Safety Policy


Weg COLOMBIA SAS recognizes the need to generate a culture of safe mobility in
its collaborators, which is why, through this policy, it is committed to complying with
road safety commitments. (Annex 7. Road Safety Policy).

- ZERO Tolerance Policy in EHS

All damage to the environment, accidents, occupational diseases can be prevented


and each of our collaborators, temporary workers, contractors and visitors are
primarily responsible for their safety and that of their environment.

In addition to these Policies, all existing Policies in the Cluster, Sectors or Business
Units are valid, since these are prepared under the international guidelines
established on EHS issues.

The policies of Weg COLOMBIA SAS and those provided by THE CLIENT will be
disclosed to both the Weg COLOMBIA SAS collaborators and the subcontractors
who perform work within the project. Additionally, the contractors will adhere to the
policies established by Weg COLOMBIA SAS and the provisions established in each
one of these.
4.3 EHS Management System
4.3.1 Planning
4.3.1.1 Objectives, Goals and Indicators in EHS
PROJECT OBJECTIVES
4.3.1.2 HSE OBJECTIVES
 Comply with the Occupational Health and Safety and Environment requirements of the SKF
client, established in document PP 332 Health, Safety and Environment Manual for Contractors
and other additional information reported by the client.
4.3.1.3 Specific HSE Objectives
 Comply with the requirements applicable to each of the stages of the contract.
 Guarantee compliance with the planned HSE activities through periodic supervision visits during
the execution of the project and/or support during the development of the activities.
4.3.1.4 HSE INDICATORS
 Zero Accidents with loss of time and fatalities
 Zero environmental accidents due to the activities carried out in the contract
 100% incidents reported and investigated
 Manage 100% of the findings and deviations resulting from monitoring, evaluations, inspections, audits,
incident investigation, within the established time

4.3.1.4 Planning changes.

In the Procedure for Identification of Hazards and Environmental Aspects,


Assessment of Risks and Impacts and Determination of Controls of Weg COLOMBIA
SAS, the steps to be followed are established when a change is identified in the
facilities, equipment or processes involved that may affect EHS performance. of the
contract. This is why, to comply with this requirement, the changes that arise in the
project will be discussed during the internal EHS management monitoring
committees.

The documentation and personnel change management processes that are required
to be carried out in the project will be in charge of the Manager, who will document
the respective change and will execute it in accordance with the guidelines of Weg
COLOMBIA SAS.

4.3.2 Support
4.3.2.1 Resource management

From the bid process, an EHS budget is established for the project/service in order to
guarantee the implementation and maintenance of the requirements and activities
established in EHS. Control of this will be the responsibility of the WFP.
4.3.2.2 Human Resources

The human resource required for the project is defined in accordance with the
established organizational chart and its selection and connection process is carried
out according to the guidelines and policies of Weg COLOMBIA SAS .

EHS roles and responsibilities must be defined and disclosed to all personnel
involved in the project .

4.3.2.3 Communication, Participation and Consultation

4.3.2.3.1 Communication

The EHS department has a page on the intranet as a means of communication of the
relevant aspects of the Management System.

Communication in the project is issued to contractors and visitors through brochures,


suggestion boxes, pre-operational talks, campaigns, training, billboards, meetings and
audits.

4.3.2.3.2 Participation and Consultation

Weg COLOMBIA SAS . has formed and registered the Joint Health and Safety
Committee, complying with legal requirements, EHS participates as a permanent
guest of this organization and provides all the support and advice required for the
proper fulfillment of its functions.

For the project, Weg COLOMBIA SAS ., will establish a safety and health
surveillance, in accordance with the number of personnel on site both for Weg
COLOMBIA SAS and for its contractors, as long as there is sufficient personnel, the
formation of the Committee will be carried out. of Safety and Health at Work.

Weg COLOMBIA SAS promotes the participation of collaborators and other


interested parties in matters related to EHS, through:

 Operation of EHS committees made up of collaborators from different areas


and/or departments
 Participation in the identification of hazards and environmental aspects,
assessment of risks and impacts and determination of controls.
 Investigation of work incidents.
 Report unsafe conditions and acts.

Additionally, managers and supervisors participate in identifying the competency and


training needs of the employees under their charge, reviewing the policy and
objectives .
4.3.3 Operation

4.3.3.1 Identification of Hazards and Environmental Aspects, Assessment of


Risks and Impacts and Determination of Controls

Weg COLOMBIA SAS ., has established for the execution of the project to adopt
what is indicated in the Occupational Health and Safety Manual for Contractors, in
accordance with what is also defined in the Format (Hazard Matrix, Risk Assessment
and Determination of Controls). Contractors) in the implementation of said procedure,
the following is taken into account:

 Description of the process and/or provision of services


 Characterization of work incidents
 Legal requirements and other applicable safety, occupational health, and
environmental (EHS) requirements

The identification of hazards and environmental aspects, assessment of risks and


impacts and determination of controls is documented and updated in the following
formats:

- Hazard Matrix, Risk Assessment and Determination of Contractor Controls,


- Matrix for Identification of Environmental Aspects and Impacts

For Non-Routine activities, changes or projects of short duration (7 days or less) are
carried out through a Safe Work Analysis ("Safe Work Analysis"), a methodology that
involves:

- Define the main steps of the activity or task to be evaluated


- Identify the hazards and environmental aspects associated with each step
- Evaluate the occupational risk and environmental impact of each of the hazards
and environmental aspects identified
- Determine controls such as engineering controls, administrative controls, PPE,
training, among others, so that occupational risks and environmental impacts are
eliminated or minimized.

Before starting the development of the project, the matrix of hazards and
environmental aspects or ATS must be prepared, as the case may be, using the
methodology described above or using the Weg COLOMBIA SAS methodology, if
required and if it complies with the standards.

4.3.3.2 Legal Requirements and other applicable EHS requirements

The EHS Department reviews, at least every month, the sources of legal and other
standards that it considers relevant to keep the legal requirements in EHS identified
and updated, taking into account the nature of the hazards and environmental
aspects. , generated in the activities, operations and services developed by the
company, as well as the equipment and materials used in them, in accordance with
the procedure of legal requirements and other applicable requirements in
occupational health, industrial safety, physical safety and the environment. The
project EHS will be in charge of keeping updated and implementing the contractual
requirements agreed between Weg COLOMBIA SAS and THE CLIENT.
Once said identification has been made, the applicable requirements are
documented in the matrix of legal requirements and other applicable requirements in
occupational health, industrial safety, physical safety and the environment , where
the actions and those responsible for compliance are established.
Communicating legal and other requirements and verifying compliance with them on
projects and by subcontractors is the direct responsibility of the project leader and
EHS, as well as the responsibility of informing the EHS CUSTOMER requirements .

4.3.3.3 EHS Management Programs

In compliance with the provisions of Decree 1072 of 2015, Law 1562 of 2012 and
other current regulations, the Environment and Occupational Health and Safety
Management System is established.

According to the results of the identification of hazards, environmental aspects,


assessment of risks and impacts and determination of controls and the identification
of legal and other requirements applicable to EHS, the Management Programs are
determined following the guidelines of the Registration and monitoring format. EHS
management programs as well as the guidelines included in the procedures for high-
risk work established by Weg COLOMBIA SAS , established for this purpose.

Each management program includes objectives, goals, activities, those responsible


for compliance, and technical, human and financial resources. Currently the
organization has established the following management programs:

 Safety and Hygiene Management Programs

- Load lifting
- Electrical safety and energy isolation
- Falls at level and different level
- Management with contractors

 Environment Programs
- Integral management of residues
- Chemical risk prevention – Globally Harmonized System

The programs are evaluated periodically by monitoring the indicators, the review by
management and the audits contemplated for the system. These programs will have
their applicability in the projects according to their nature and the criteria established
according to the activities to be carried out and the controls. operational of these.
Through this resource, the approach of the necessary measures is guaranteed for
those programs that have not achieved the expected progress.

 Health Surveillance Programs at Work

Prevention activities will have their applicability in the projects according to their
nature and the criteria established according to the activities to be carried out and
their operational controls.

4.4 GENERAL ASPECTS OF PREVENTIVE AND LABOR MEDICINE

 Occupational Medical Examinations

As a way to protect and promote the health of its collaborators, Weg COLOMBIA
SAS , orders the practice of occupational medical evaluations (admission, periodic
and discharge) and complementary medical evaluations (audiometry, spirometry,
visiometry, among others), taking into account the procedure “Clinical Histories,
Occupational Medical Evaluations and Diagnosis of Health Conditions” in addition to
the professionogram. Likewise, subcontractors are required to carry out occupational
medical examinations for their collaborators.

Taking into account the medical diagnoses and the requirements sent by social
security entities, the best location for people with temporary and permanent partial
disabilities is studied.

 Surveillance Program for the Prevention of psychosocial risk

For the prevention and control of diseases generated by psychosocial risks, the
Human Resources area implements the requirements of Law 1010 of 2006 and
Resolution 2646 of 2008 of the Ministry of Social Protection.

 Public Health Activities

Within the activities established by Weg COLOMBIA SAS on Public Health, the
following is carried out:

- Application of the Alcohol and Drug Policy: Workshops on the prevention of


alcohol and psychoactive substance consumption for staff and dissemination
of the policy.
- Biological Risk Prevention: Monitoring of personnel entering the work, who
must have the vaccination scheme referring to the anthropic system or health
risks as applicable (tetanus toxoid).
- Consultation of the SIVIGILA Public Health Bulletin: Obtaining information on
events that affect or may affect the health of the population according to the
location of the project.

 Activities for the prevention of musculoskeletal disorders

At Weg COLOMBIA SAS , the intervention of biomechanical danger has been


identified as a priority for the prevention of DME, which increases absenteeism and
decreases business productivity.
The activities of the Preventive and Occupational Medicine subprogram are planned
in the EHS Work Plan (EHS Activities Schedule).

4.5 GENERAL ASPECTS OF INDUSTRIAL HYGIENE AND SAFETY

 Personal protection items

The personal protection elements used in the company are approved in order to
select those that provide greater safety and comfort to the collaborator, as well as to
guarantee that they are certified PPE (Personal Protection Elements Matrix), the

the guidelines are established in accordance with the characteristics of each
substance and the applicable regulations, making the classification known. , labeling,
labeling and safety sheets that each of these must contain. Likewise, the control is
carried out under the Chemical Risk EHS Inspection Format and the Hazardous
Substances Transportation Inspection .

As an EHS policy, staff must meet daily before starting work to remember the EHS
aspects of the day; This activity must be carried out in 10 minutes and must be
recorded.

The activities of the Industrial Hygiene and Safety subprogram are planned in the
EHS Work Plan (EHS Activities Schedule).

 Procedures and permits

To guarantee that critical activities are carried out correctly , Weg COLOMBIA S.AS.
has the respective procedures for the execution of said activities. Procedure for safe
work at heights, Safe work procedure for lifting loads, Safe work procedure for
excavations, isolation and control of energy and electrical risk.

Before starting activities, it must be verified if it is a critical activity. If so, the Safe Work
Analysis (ATS) and the safe work permit must be developed, using the client's formats
. If this does not exist, the client's own will be considered. management system
according to the methodology established by Weg COLOMBIA SAS

 Inspections

Inspections are carried out periodically in order to identify unsafe acts and conditions.
Supervision and verification of the application of occupational risk control systems at
the source, in the environment and/or at the worker are carried out through safety
inspections.

 Training Plan

In order to promote a culture of prevention framed in health care, the environment


and the work environment, a training plan is established taking into account the
activities to be developed during the execution of the project and in accordance with
the risks and identified impacts. (PIC).

To promote, prepare, develop and evaluate induction and training programs aimed at
the prevention of incidents and knowledge of risks at work, the EHS induction process
is carried out for each collaborator, which is evaluated, and is also developed. a
training plan in accordance with the provisions of the project. As a record of this
activity, an attendance list and an induction certificate (Certificate of Induction and
Reinduction in EHS) are generated.

 Road safety

Weg COLOMBIA SAS It has a Strategic Road Safety Plan where prevention and
promotion activities are defined that strengthen the road safety culture. In the
project, compliance with road safety for the assigned vehicles is verified, as well as
the control of this regarding each of the assigned drivers. Additionally, monitoring will
be established for the contractors that provide transportation services to the project.

 Signage and Demarcation

Work areas, storage areas, circulation routes, operating areas, energized zones,
emergency exits, guards and operating areas, machines and installations must be
demarcated and marked in accordance with legal provisions. current.

 Maintenance, use and inspection of machinery, equipment and tools

The Project Manager must guarantee preventive and corrective maintenance of the
machines, equipment and tools used for the development of each of the projects.

4.6 BASIC SANITATION AND ENVIRONMENTAL PROTECTION

 Environmental management

Weg COLOMBIA S.AS carries out the identification of environmental aspects,


assessment of impacts in order to determine controls and make all collaborators aware
of the possible impacts that the development of their activities may generate on the
environment.

Depending on the environmental aspects identified, management programs are

 Integrated management of solid waste


Weg COLOMBIA SAS has a comprehensive waste management program, which
seeks the proper storage and final disposal of waste. The generation of waste will be
recorded in the form (“Waste Generation and Classification”). In Weg COLOMBIA
SAS projects, it adheres to the CLIENT 's policies if required.

To promote recycling and environmental protection, awareness campaigns are


developed that seek to create environmental awareness among collaborators.

 Natural resources

The care of natural resources is a fundamental point within the environmental


management of Weg COLOMBIA SAS , which is why it has activities related to the
efficient use of natural resources (water, air, soil).

 Vectors and pests

Taking into account the place where the project or service is developed, a pest and
vector control plan will be developed in order to guarantee a healthy environment for
collaborators, this plan will be in charge of the CLIENT and Weg COLOMBIA S.AS ,
for which must verify its execution.

 Camps and facilities

The supply of food and water for collaborators at the site where the project is
developed must be supplied by a supplier that guarantees the quality of the water;
these must be consumed in a clean area.

The project must have sanitary services for both men and women and the ratio of 1
bathroom for every 15 people must be maintained, and an area must be adapted for
staff hand washing. The maintenance of these will be agreed with the supplier,
guaranteeing that they are kept clean and in good condition. If the purchase of ice is
necessary, the specifications that show compliance for its consumption will be taken
into account.

The activities of the Basic Sanitation and Environmental Protection subprogram are
planned in the EHS Work Plan (EHS Activities Schedule).

4.7 Operational control

All activities aimed at operational control are recorded in the matrix of hazards and
environmental aspects and impacts.

All activities to be carried out must be planned, programmed, executed and


supervised by qualified personnel authorized by Web or the competent entity
according to the activity to be carried out.

Some general control measures are mentioned below:

BEFORE THE START OF WORK

DURING THE EXECUTION OF THE WORK

For work at heights greater than 1.5 m, have the necessary and certified work elements

When moving, standing, stretching your arms or carrying conductive items in an area

with electrical risk, make sure not to breach the minimum safety distances.
Do not use or carry rings, chains, watches, cell phones, tools or other accessories in

your pockets.
Always take into account the plans, guides, manuals and other documents that indicate

how to carry out the activity.
9 Coordinate the activities to be carried out with the person responsible for the project
Maintain a clear evacuation route as well as elements for emergency care (stretcher,

first aid kit, fire extinguisher, spill kit).

AT THE END OF THE WORK


1 The safe work permit must be signed to close the activity
2 Remove materials, equipment and tools from the job site
Dispose of the waste generated in accordance with what is established by the Client

or by the rules of Weg COLOMBIA SAS
4 Verify that all personnel are out of the work area.
5 Hold a meeting to finalize the work.

When Weg COLOMBIA SAS considers that some of the activities to be carried out
cannot be carried out safely, the Client will be notified so that they can carry out a
joint evaluation and suspend those activities immediately. This suspension will be
indefinite until the minimum controls that guarantee the safety of collaborators are
established.

 Training, awareness and competence

For EHS management, there is an EHS Intervention and Training Plan – PIC and
programs and campaigns are developed. Likewise, safety talks are held where the
reporting of any change in the execution of its activities that contributes to its
improvement is encouraged.

As an EHS policy, staff must meet daily before starting work to remember the EHS
aspects of the day; This activity must be carried out in 10 minutes and must be
recorded.

 Management Review

In the review periodically carried out by senior management of the EHS management
system, information is provided on the EHS management carried out in the project.

4.8 Emergency Care and Response Plan

Weg COLOMBIA SAS has a Plan for emergency care and response, in which
preventive, corrective and rehabilitation measures are established, and the structure
for emergency care and response is determined. This document must be aligned with
the conditions of the project and the requirements of TERMOCANDELARIA SCA
ESP

For the project, a Basic Plan for Emergency Response will be developed (Annex 24)
which will be updated by the field EHS, in addition to the emergency vulnerability
analysis (Annex 25), in accordance with the conditions of the area and the supply. of
resources.

 Before the Emergency:

A structure must be established for emergency care and have personnel trained in
basic emergency care, so that they know the Plan and the Standardized operating
procedures of both Web and TERMOCADELARIA SCA. ESP, in order to be
prepared for any emergency.

 During the Emergency:

Immediately an incident occurs, those affected or witnesses must notify the


coordinator of the emergency response brigade or the EHS assigned to the project,
so that they can proceed to provide the operational response; The notification of what
happened must be reported to the Web EHS manager.

The site of the incident must be inspected by the person responsible for EHS, in such
a way that the conditions are verified that allow determining the aspects for the
rehabilitation of the site, the continuity or not of the work, as well as the investigation
of the incident. Photographic records are a valuable resource in research.

 After the emergency:

The Project Manager or EHS person in charge holds a meeting with those affected,
witnesses and responders to evaluate the management and possible causes of the
incident. This meeting must be recorded.

The replacement of the material used in the control of the incident must be carried
out in a timely manner and any aspect of improvement mentioned in the evaluation
meeting must be discussed with the personnel involved.

4.9 check

Web SA carries out hazard identification and risk assessment in order to determine
controls and inform all employees of the risks to which they are exposed.

Depending on the identified risks, management programs are established to control


them, which are defined in the schedule of project activities.

Supervision and verification of the application of occupational risk control systems at


the source, in the environment or at the worker is done through safety inspections.

Incident statistics are maintained in the Management Indicators Board (Annex 26).

In each of the projects, the dissemination and execution of the action plan of the
lessons learned generated will be carried out.

4.9.1 Indicators

In accordance with the specific objectives and the programs established for the
project, indicators are established to evaluate the performance of EHS. These
indicators will be monitored monthly or according to the duration of the project if its
duration is less than one month. , in order to take the necessary corrective measures
to meet the established goal if non-compliance with any objective is evident.

The monthly EHS report of the project (Annex 27) records the EHS management and
indicators generated by both Web and its contractors (as applicable).

4.9.2 Incident Reporting and Investigation

The occurrence of any work incident will be immediately reported to the project
leader or EHS manager, who must notify the EHS coordination in Tenjo (Manuel
Lozano Rodriguez EHS Cel. 312 5867496 – Tenjo Web Medical Office Tel.
3204881456) so that the report can be made to the ARL and indicate the procedure
to follow for medical care.
The process of reporting, investigation and registration of incidents and/or accidents
at work is carried out under the procedure ( SHSP000V01.8 ), as well as the
completion of the investigation format for incidents and accidents at work and
environmental (Annex 28) and Investigation of environmental incidents (Annex 29).If
necessary, it must be reported in the formats established by TERMOCANDELARIA
SCA. ESP .

All near-misses must be reported, investigated and treated in order to avoid incidents
of injury. The Zero Damage Card will be used to report these.

4.9.3 Internal Audit of the Environment, Occupational Health and


Industrial Safety Management System

In accordance with what is defined in the Internal Audits procedure for Suppliers and
Distributors Austral - Andina (SQMV550V01), an audit plan is carried out for the
projects according to the duration of the project, covering all the elements of the
system, in order to:

 Determine if the EHS management system:

- It complies with the planned provisions for management in the Environment,


Occupational Health and Industrial Safety, including the requirements
indicated by ISO 14001:2015 standards; ISO 45001:2018 and
TERMOCANDELARIA SCA ESP
- Has been properly implemented and maintained
- Is effective in meeting the organization's policy and objectives

 Review the results of previous audits

Provide information to management about the results of audits

5. RESPONSIBILITY

It is the responsibility of the EHS Department and the Project Manager to


promulgate, disseminate and enforce this document.

It is the responsibility of the contractors who enter into any agreement to provide
services with WEB SA, to comply with Colombian legislation regarding the
Environment, Safety and Health at work, and with the standards imposed by the
Company.

5.1 Responsibilities of all collaborators


All employees, both direct and contractors, have the following responsibilities, which
are mandatory and are disclosed in the induction process:

- Comply with and enforce all provisions established in EHS including the internal
work regulations
- Know and apply the EHS policy guidelines, objectives and goals in your position.
- Maintain order and cleanliness in your workplace and collaborate with the order
and cleanliness of common areas.
- Respect the hours and places allowed for cell phone use
- Use the personal protection elements provided at all times and keep them in good
condition.
- Request the change of personal protection elements when they are damaged
