1. PURPOSE
This document describes the methodology for the Testing and Commissioning of Lighting Control
System for “RADIANT SQUARE AT CITY OF LIGHTS" and to ensure that all concerned persons
are familiar with the sequence of activities, utilization of resources, and execution of the works in
compliance with the Project Specification and drawings.

2. SCOPE OF WORKS

This statement is written for the purpose of establishing method and procedures for testing
and commissioning of Lighting control system. The method is applicable to testing and
commissioning of Lighting Control System.

4. RESOURCES

Roles & Responsibilities:


4.1 The Project Manager will be responsible for the following :

 To ensure availability of project resources as per planned program of work.


 To coordinate with the Consultant, Main Contractor for proper completion of the
project works.
 To monitor the progress of work in relation with the work program.
 To ensure all the works are carried out according to project specifications.

4.2. The Construction Manager will be responsible for the following:

 To ensure that all the preparation and application works are carried out according to
the Contract Specification.
 To ensure that the progress of works is carried out according to the planned program
and as per the approved Method Statement.
 To ensure that all the equipment’s and materials required to execute the work are
available according to the planned construction program.
 To coordinate with the Main Contractor MEP Coordinator & Safety Officer for a safe
and proper execution of the works.
 To provide all necessary information and distribute responsibilities to his construction
team.
 To monitor the progress of work in relation with the work program and report to the
Project Manager.

4.3. The Project Engineer/ Site Engineer will be responsible for the following:

 The Project Engineer/ Site Engineer will carry out his duties by maintaining continuous
coordination with the Construction Manager on daily basis and ensure proper
distribution of the workforce in the required and planned locations.
 To ensure that his assistant foreman/ charge hand is aware of the job requirements
and they have enough information to carry out their duties properly.
 To ensure in consultation with the Construction Manger that the manpower involved in
the works are moving as agreed and planned for the work.
 To ensure that the daily work is progressing as planned and as advised by the
Construction Manager of any requirement for additional resources
 To control disposal of waste materials according to the instructions received from the
Construction Manager.
 To ensure full coordination with the Safety Officer to maintain safe working and proper
housekeeping of the site, following the approved safety measures and further ensure
that all his working team are aware of the same to prevent accident and losses.
 To inform the Construction Manager of the areas ready for inspection.

4.4 Planning Engineer will be responsible for the following:

 To monitor the progress of work in relation with the work program.


 To ensure availability of project resources as per planned program of work.
 To monitor the progress of work and project resources in relation with the work
program and report to the Project Manager.
 To monitor the progress of work in relation with the work program and to report to the
Project Engineer.
 To co-ordinate with construction manager and project engineer to ensure the progress
of work is in line with planned programmer of works.

4.5 The Foreman will be responsible for the following:

 The foreman will carry out his duties by maintaining continuous coordination with the
Site Engineer on daily basis and ensure proper distribution of the workforce in the
required and planned locations.
 To ensure that his assistant foreman/ charge hand is aware of the job requirements
and they have enough information to carry out their duties properly.
 To ensure in consultation with the Project Engineer that the manpower in volved in the
works are moving as agreed and planned for the work.
 To ensure that the daily work is progressing as planned and as advised by the Site
Engineer of any requirement for additional resources
 To control disposal of waste materials according to the instructions received from the
Site Engineer.
 To ensure full coordination with the Safety Officer to maintain safe working and proper
housekeeping of the site, following the approved safety measures and further ensure
that all his working team are aware of the same to prevent accident and losses.
 To inform the Project Engineer of the areas ready for inspection.

4.6 The QA/QC engineer will be responsible for the following:

 To abide strictly by the applicable procedures.


 To prepare the applicable quality control procedures, inspection & test plans (ITPs’) &
quality control checklists.
 To be responsible for all aspect of the project related to quality control and the overall
implementation of quality management system at site.
 To carry out in site testing if and when required ensuring compliance with
specifications.
 To ensure that all materials to be incorporated in the work are in accordance with
specification and approved by the consultants and/or contractor.
 To ensure that all the works executed on site are in accordance with the approved
shop drawings & specifications.
 To liaise with customer’s representative for inspection, testing and witnessing for
tests.
 To maintain records of inspection and tests.
 To prepare non-conformance reports, and coordinates preventive & corrective actions.

4.7 The HSE officer will be responsible for the following

 The HSE Officer shall verify the hazard and risk assessment form and make sure that
the controls are being implemented as per the approved Risk Assessment.
 The HSE Officer shall conduct HSE Induction for new workers and all HSE related
trainings.
 HSE Officer shall ensure that all needed Personal Protective Equipment’s (PPEs) are
available.
 The HSE Officer shall verify all work permits issued to ensure that necessary hazard
controls are in place.

5. EQUIPMENT & REQUIREMENTS

All tools and equipment shall be inspected prior to use at site.


The following equipment and tools shall be used during the Installation and Testing of
Lighting Control System

 Laptop
 Multi meter
 Tester
 Electrician hand tools

6. METHODOLOGY/ PROCEDURE OF TESTING & OPERATION

6.1 PRE-COMMISSIONING
Before testing of the system, the following activities and checks shall be performed:
 Verify that the factory and site testing of panels completed and all
documentation accepted by the consultant.
 Verify completion of installation including termination of all cables.
 Verify that copies of up to date load schedules and drawings are available.
 Perform visual inspection prior to start the commissioning.

6.2 PRE-COMMISSIONING

 LCP and concern devices recheck and match with schematic and load
schedule.
 The Commissioning engineer’s PC is connected to the network and all System
data is retrieved.
 Check to make sure that all devices are accounted.
 Refer to the lighting lay out Drawings/schedule, enter device data such as
Load descriptions, a unique area number and a logical channel address for
each lighting Circuit, as well as Lighting schedule for the different Preset
Scenes at various points of time used on the Floor /Areas.
 DALI addressing will be done at the commissioning time based on the scenes
requirement.
 Program sensors in all areas according to specifications provided by the
consultant.
 Program user Interface devices in all areas according to Specifications
provided by the consultant.

 Program Override switches toggle option All ON/All OFF according to


Specifications provided by the consultant.
 Program the timer according to Specifications provided by the consultant.
 Check whether all the devices installation has been approved.
 Check whether permanent power is available for the LCP.
 Recheck the power termination of the controllers before start up.
 Start up the panel via switching on the LCP power and check whether the
controllers are having power indication.
 Connect the commissioning laptop and download all the connected devices
such as controllers, sensors, push button interfaces, timer, etc.
 Program each relay controller based on area and channels along with different
scene settings.
 The connected sensors can be programmed based on areas, scenes and
timeout for each area.
 The push buttons shall be connected with the push button interface, which is
installed inside the push button back box.
 The push button interface shall be programmed for light ON/OFF setting upon
pressing the push button.
 Once the programme is uploaded to the respective devices, each device shall
be tested for its mentioned operation.

6.3 SYSTEM COMPONENTS OPERATIONAL CHECKS.


Sensors

 A walk through the floor is carried out to observe the correct functionality of the
sensors within the site as per delay settings (which should be programmed based on
the Client/Consultant requirement) ON Occupancy/OFF UN occupancy.

 The detection range of sensors shall be tested randomly for each type of sensor to
test whether the range of the sensors as mentioned in the approved shop drawing.

Daylight Sensor

 Preset scenes to be programmed in the Sensor and check whether the scenes are
automatically trigger from the Daylight sensor based on the daylight lux level.

Override Switches

 Override switches toggle option All ON/All OFF (Manually press the Switch all lights
should be ON/OFF as specified area).

External photocell detector

 Temporarily cover the photocell/detector and check the lighting fixture response for
the external lights.

Time control

 Manual Event functions to be programmed in time clock and check whether the events
are running automatically from the timer commands.

Central PC

 Check whether the lights are getting controlled via the scene configuration soft button
in the central PC.
 Check whether any devices are offline in the central PC.
 Check whether the graphical view provides light status of each area in the central PC.

6.4 SYSTEM INTERFACE POINTS VERIFICATION

 BMS Interfacing connects to system using Bacnet IP. Lighting control supplier will
provide EDE file to BMS system.
 Integration with fire alarm system shall be done via dry contacts. The alarm signals
from fire alarm shall be provided to LCS via volt free contacts per zone so as to switch
on the lights as required.

BMS Interface

 Provide the area and scene control list of lighting controls to BMS contractor in the
required format.
 Check whether the area monitoring commands are being exchanged with the BMS via
BACnet IP.

Fire Alarm

 Connect the fire alarm signal cable to the specified volt free contact port in all LCP
and program the port for activating all the lights once the fire alarm signal is received.
 Check the lighting functionality by mocking the fire alarm signal.
 All lights shall be switched ON to 100% once fire alarm signal is received.

7. HEALTH, SAFETY & ENVIRONMENT


All activities will be performed according to the procedures and requirements of the
approved Health and Safety Plan and Construction Demolition Waste Management
Plan.

 Ensure adequate lighting is provided in the working area.


 Ensure workers to wear safety gloves, shoes and personal protective
equipment.
 Ensure full compliance with the main contractor’s approved safety plan.

separate document communicated to all parties on the project.

7.3. Safety Training and Emergency Procedures

Before commencing any works, all employees will attend a site safety induction training to
ensure all safety measures are understood and implemented and to cover specific procedures
in case of emergency. If necessary, practical training exercises will be conducted on escape
routes, signage, evacuation and rescue.

7.4 Toolbox Talks:


Prior to the commencement of site activities, the Supervisor, with support from the HSE
Officer, shall conduct a pre-start toolbox talk with all the crew present. The Supervisor shall
explain this method statement to the appointed trained personnel who will visit the site
regularly focusing on the hazards and risks involved in the activity and the mitigation
measures that shall be taken as detailed in the Risk Assessment.
This will include a practical talk-through of the work to be completed and the delegation of the
individual roles and responsibilities of the team members in conducting the work.

Regular Toolbox talks shall be conducted in order to prevent complacency within the crew.
The Supervisor shall conduct a Pre-start toolbox talk for the new person/s prior to starting
work.

7.5 Permit to Work:


A Permit to Work shall be obtained, in accordance with the requirements of Permit to Work
Procedure prior to performing the installation and testing of Central battery system.
The supervisor will ensure that all relevant risk assessments, method statements and permit
to work control measures are in place and that all relevant procedures contained within these
documents are fully understood by the operative personnel.

7.6 Training of Personnel:


Safety Training - All personnel involved in the Installation and testing of Central battery
system works shall be trained in accordance with the requirements of the Project HSE
Program.
No personnel shall be assigned tasks that they have not received appropriate training in or
have been assessed for competency. Further training shall be given as required and when
additional training is identified during the risk assessment process.

8. QUALITY REQUIREMENTS
 Work should be approved by Engineer.
 The approved Inspection & Test Plan shall be strictly followed.
