Competence iv: Evidence of your effective communication and interpersonal skills with
professional commitment
Competence Element 1: Demonstrating effective personal communication (written & oral) and
social skills in engineering profession and aware of the needs and concerns of others.

Engineers are communicators. No matter what kind of engineering work you do, you must be able to clearly
communicate engineering information to get the work done. Communication is more than just telling. It also
involves active listening – making sure that you fully understands others and that they fully understand you. The
audience that you communicate with could be your boss, your clients, your colleagues, your stakeholders or even
the public. The ways that you communicate include graphically (such as drawings, sketches, schematics, flow
diagrams, or 3-D models), in writing (such as mail, email, or reports) and verbally (such as presentations,
meetings, or phone conversations etc.) and other media such as meetings (also includes virtual meeting),
discussion, training, negotiation, mediation etc.

The first step is to know your audience and make sure your message is tailored to their knowledge and needs.
After delivering any message, you ensure that the audience understands with question and answer. You respond
to questions and their input in the same way, checking that you understand what the audience is asking before
responding.

 For delivering an effective presentation I prepare myself as per requirement of presentation to team, staff,

the presentation, ii) logistics required, iii) selecting material for inclusion in the presentation, iv) planning
and writing the presentation, v) acquiring supporting materials and visual aids for the presentation, vi)
presentation equipment, trial & practice the planned presentation.
 During presentation I make contact with audience by eye contact, gestures, spoken contact and use of
language.
 As voicing which is a very flexible and powerful tool and using it in different ways by varying the volume,
pace & pitch, taking breath and have a glass of drinking water and I also use of humor which is useful for
effective presentation.
 For improvement of my deliberation, presentation and proposal I use feedback process through which I
can ensure that my message was accurately received and got a positive response and feedback. I also ask
the audience for the feedback from which I can improve myself, the proposal or subject matter I
presented.
 Project proposal considering a model of the project cycle which involves 6 (six) phases such as: i) assess
relevant research needs and opportunities; ii) identify the project idea; iii) design the project; iv) finance
the project; v) implement the activities; vi) evaluate the result. However,

Competence Element 2: Ability to solve engineering problems, leading teams, mentoring and
developing staff to meet changing technical and managerial issues.
 Leading teams, developing staff and setting individual work packages and providing technical guidance
how to proceed satisfactory execution of the task and help team determining the best solution and train
them as mentor.

 For leading and developing staff and effective team I fulfill the conditions and provided them clear
objectives, appropriate leadership, a supportive environment, commitment to the team, relationships with
other teams, maintaining discipline, success, setting standards and values, building team spirit,
encouraging, motivating, giving a sense of purpose, ensuring communication within the group, mentoring
and training the group, providing a model, delegation, flexibility of approach, represent the team,
develops team members so that:
- Members of and effective team experience a high level of satisfaction from being part of and working with
the team and feedback from team member.
- Team members work well together in an integrated way, with a high level of awareness and appreciation

 Building team spirit among subordinates and colleagues towards achieving collective goals.

team and that makes them want their team to do well and have feelings for one another.

 I set the Ground Rules for resolution of the conflict
 I try to get all the information and the whole story so that I can resolve it efficiently and effectively as
conflicts arise when there are differences of opinion and also due to miscommunication or
misunderstanding.
 If the conflict can't be resolved during the initial meeting, I set up a separate meeting with those that are
having the conflicts, so that a resolution can be reached without getting the other team members involved
and picking sides.
 I discuss both sides of a perspective, explain the pros and cons of both ideas, so that both people can
consider the opposing view.
 I try to make compromise between parties so that it can allow for both conflicting parties the ability to use
their ideas and have a better idea or solution.
 Finally, I as a team leader take the decision of resolving the conflict without hurting anyone.

 Managing multi-disciplinary activities in a project and briefing the group or sub-group members.

 I manage multi-disciplinary team – a group composed of members with varied but complimentary
experience, qualifications, and skills that contribute to the achievement of the organization's/project’s
specific objectives, such as: - personnel working in different types of job e.g. design, supply, construction,
supervision, maintenance etc. and multi-disciplinary activities i.e. combining or involving more than one
discipline or field of work in a project, such as:- civil, electrical, plumbing, HVAC, gas, electro-mechanical
field of work etc. in a cohesive group with different strength, weakness and ways of working for effective
and efficient completion of project activities.

to manage such multi-disciplinary activities for achieving the goals.

and safety, environment and regulation.
Competence Element 2: Applying and managing safe system of work and ethical responsibility for
engineering design, construction, erection, installation, execution, supervision and quality control.
 Uphold paramount safety, health and welfare of public and individuals while exercising professional task.

 I always apply and manage my professional work using safe system of work such as safe methods and
procedures while exercising my professional task to ensure paramount safety, health and welfare of
public and individuals.
 I take risk management approach with consultation and communication with all relevant stakeholders
and individuals who are involved in planning, concept development, design, methods of construction and
material used, installation, use and occupation, maintenance and repair work process such as developer,
builders, owners, project managers, workers, maintenance people and end users to uphold the
paramount safety, health and welfare of public and individuals while exercising professional task.
 I apply principles of safe design ensuring the welfare of public and individual, occupational health and
safety issues associated with each stage in the life of a building/structure starting with initial
planning/conception through commissioning or handover of the project and end use.
 While I design, I take care for fire emergencies such as fire risk, firefighting, emergency roads and means
of escape etc. and also ensure safe access and egress for movement of people and materials ensuring
safety, health, welfare of public and individuals.
 While constructing a project or plant, I take care of scaffolding, fall protection (falling materials or
objects, collapse structures), excavation (falls of rock or earth from sites of excavation) etc. to ensure
safety of public, worker and individuals.
 While constructing a project or plant, I take care of pedestrian traffic, on the adjacent road or footpath,
or the walkway by providing railing, fence, canopies, overhands and platforms to ensure safety of public,

safe method of construction complying ISO 14001: Environmental Management System and ISO 45001:
Occupational Health Safety Management System for health, safety and welfare related issues of worker,

 I ensure using personal protective equipment (PPE) as per safety regulatory requirement for safety of
eyes and face protection, foot protection, hand protection, head protection and air pollution etc. for
health, safety and welfare related issues of worker, public and individuals.
 I take responsibility so that the formwork designed, fabricated, erected, supported, braced and
maintained and capable of supporting without failure all vertical and lateral loads that might be applied
to the formwork.
 I also take care that all shoring equipment (including equipment used in reshoring operations) inspected
prior to erection and the equipment meets the requirements specified in the formwork drawings.
 I also ensure reinforcing steel for walls, piers, columns and similar vertical structures adequately
supported to prevent overturning and collapse.
 I also ensure that forms and shores not removed until the concrete gained sufficient strength to support
its weight and superimposed loads.
 I ensure that, the concrete has been properly tested with an appropriate American Society for Testing
and Materials (ASTM) standard test method designed to indicate the concrete compressive strength, and
the test results indicate that the concrete has gained sufficient strength to support its weight and
superimposed loads.
 Developing, implementing and improving appropriate hazard identification and risk management system.

 The first step in the risk management process is identifying hazards through the life cycle of
project/building or structure. This involves identifying anything that may cause injury or harm to the
health of a person during the life cycle of a project/building or structure as a workplace. There are
number of ways to identify potential hazards that may cause injury or harm. Choosing an appropriate
process or procedure for identifying them will depend on their nature and that of the project/building or
structure as workplace. For example:- fire risk, risk from electricity (electrocution), risk of working
environment, risk of excavation, earth work, structural work, handling of hazardous material, risk of
noise, risk of fumes/dusts, inadequate access, inadequate access for maintenance, falls and risk of not
wearing protective equipment for protection of head (helmet), eyes (eye shield), ears (plug), hands
(gloves), feet (boot), respiratory (mask) etc.
 Second step in the risk management process is assessing the risks of injury or harm arising from the
hazards identified for the particular building or structure. This involves looking at the chance or likelihood
of a hazard occurring and if it does occur, the extent of any harm or injury, the consequences. It is a way
of deciding which hazards need to be addressed first, i.e. where there is the highest risk of injury or
harm.
 For assessing design safety I used risk assessment method such as:
- Fact finding to determine existing controls, if any;
- Testing design assumptions to ensure that aspects of it are not based on incorrect beliefs or
anticipations on the part of the designer, as to how workers or others involved will act or react
- Testing of structures or components specified for use in the construction, end use and maintenance;
- Consulting with key people who have the specialized knowledge and/or capacity to control or
influence the design, for example the architect, client, construction manager, engineers, project
managers and safety and health representatives, to identify and assess risks;
- Consulting directly with other experts, for example, specialist engineers or designers, manufacturers
and product or system designers who have been involved with similar constructions;
- When designing for the renovation or demolition of existing buildings, reviewing previous design
documentation or information recorded about the design structure and any modifications

undertaken to address safety concerns;


- Consulting professional industry or employee associations who may assist with risk assessments for
the type of work and workplace.
 I change design to improve safety after conducting risk assessment for example:
- Corridors widened for safer access for movement of goods and people;
- Standard doors enlarged by 25 percent to improve access for equipment;
- Equipment and lights repositioned to allow for easier/safer maintenance access;
- Windows changed to ‘flip over’ for easy inside cleaning;
- Air conditioner moved to ground level, with the ducts remaining as planned.
 Third step (risk control), is to implement control measures to eliminate or reduce the risk of a person
being injured or harmed and ensure they are monitored and reviewed on an ongoing basis. The preferred
order of control measures to eliminate or reduce the risk of injury or harm:
- Elimination – removing the hazard from the building or structure design by ‘designing it out’, e.g.
replacing slippery onyx tiles with ceramic tiles, which have a ‘rougher’ finish;
- Substitution – substituting or replacing a hazard or hazardous design component with a less
hazardous one through a process of redesign, e.g. replacing concrete panels with wood or steel
where the specification requires completed and stabilized panels to be an angle of 30 degrees,
thereby reducing the hazard to workers from having to fix concrete panels at this angle;
- Isolation – isolating or separating the hazard from people involved in the work or people in the
general work area, e.g. prefabricating off site, thereby reducing worker’s exposure to the fabrication
process, as well as minimizing installation time;
- Engineering controls – if the hazard cannot be eliminated, substituted or isolated, an engineering
control, e.g. a guard or barrier, is the next preferred measure and should be specified in the design
notes;
- Administrative controls – these include noting in the design, the work practices needed to reduce
risks, such as providing procedures, instruction and training. Requiring construction of components
off site to reduce dust levels on site is an example of an administrative control.
 I take potential control measure to implement safety protective measures for building elements such as:
- Excavation – avoiding additional or different excavation depths near site boundary, for example
designing lift shafts away from boundaries.
- Walls and tilt-up panels – limiting the size of tilt panels where site access is restricted; considering
the use of pour strips to assist in stability of wall panels.
- Nature and pitch of roofing – considering any maintenance requirements and the need for access.
- Plastering – using suspending systems, pre-formed corner and bulkhead sections to reduce dust
during finishing; changing the design to use smaller sheets, use lifters to hoist sheets and preloading
floors to reduce manual handling hazards.
- Plumbing – using prefabricated risers to eliminate on site work and the need to work at heights.
- Beams – designing concrete beams so they can be erected from above to prevent the risk of workers
being crushed should the beams become dislodged during installation; designing beam to column
connections to have support from column during the connection process by adding a bean seat,
extra bolt hole or other redundant connection point that provides continual support for beams
during erection.
- Flooring – considering floor treatment specifications to take into account the end use, for example,
incorporating use of slip resistant surfaces in areas exposed to the weather, frequent spills or
dedicated wet areas.
- Lighting – ensuring adequate lighting for intended jobs and tasks in the building.
 Acquiring and applying a sound knowledge of health and safety related legislation (BNBC, DMINB, Labour
Code etc.).
I have got training on the health and safety related legislations which are given below:
 In BNBC, a) Volume 1, Part 3 provided general building requirements and classification of building
construction types based on fire resistance for design of buildings; b) Volume 3, Part 7 provided provision
for construction practices and safety.

 Environmental Conservation Act-1995 and Environmental Conservation Rules-1997 provides provision for
environmental conservation, improvement of quality, standard and control through mitigation of the
pollution of the environment and reduce the pollution of environment.

 Manage, implement, monitor, evaluate and improve the systems.

 I take following steps to manage, implement, monitor, evaluate and improve the systems for safe system
of work-

- Assessing the task: Assessing all aspects of the task and the risks it presents, hazards to health as well as
to safety should be considered.
- Identifying the hazards: When we assessed a task, we can identify the hazard and evaluate the risk. Now
we need to control risk or eliminate risk or reduce risk and implement the control measure to eliminate
or reduce the risk of the person may be injured or harmed before we rely upon a safe system of work.
- Defining safe methods: our safe system of work may be defined orally, by a simple written procedure or
in exceptional cases by a formal permit to work system.
- Implementing the system: our safe system of work must be communicated properly, understood by
employees and applied correctly. They should be aware of your commitment to reduce accidents by
using safe systems of work.
- Ensure that supervisors know that they should implement and maintain those systems of work and that
employees, supervisors and managers are all trained in the necessary skills and are fully aware of the
potential risks and the precautious they need to adopt.
- Monitoring the system: Monitoring means periodically checking of the system.
- Evaluating: Evaluation is the process to assess the steps for implementing the system that has resulted
desired goals or objectives for continual improvement.
- Improvement: Having knowledge of workplace hazards and their harmful effects, understanding common
law and statutory occupational safety and health requirements, responsibilities and penalties;
understanding the risk management process, including risk assessment and typical industry practices
used to control risk of injury or harm from hazards; understanding the principles of designing to give
consideration to normal human behavior; begin aware of how design can impact on reliability and safety,
both on the environment and people; and being aware of sources of information relating to occupational
safety and health and following the steps taken to manage, implement, monitor, evaluate and improve
the systems for safe system of work stated above will enable us to improve the system.

 Taking specialized care in design, site preparation, use of proper and standard material, safety at
workplace, employing skilled manpower, close supervision, checking and monitoring to achieve a safe
system.

 I follow the guide line and the procedure of safe design and development and safe method of
construction and procedure as per guidance stated in:-

- Bangladesh National building Code (Part 4: Fire protection; Part 7: Constitutional practice and safety; Part
8: Electrical installation – protective devices, earthing, lightning protection, inspection and testing for
safety, quality assurance for material and quality control during construction)

- DMINB (Chapter 6: Rule 59 and Appendice 1: Rule 59 - Cha)

- Firstly have to make the plan for safety of the worker, officer, and general public. For high-rise project we
use fencing and hanging leaflet and festoon. Try to keep the site clean. For workers health ensure safe
drinking water and for sanitation sanitary latrine and keep adequate distance from kitchen. Use canopy
to protect material fall down from top that could be hazard for visitor, workers. Always check shutter has
been removed properly and clear safely. Construction lift and crane check properly to ensure safety. Put
safety signs “Entry Restricted” “Safety First” “Always be careful, danger everywhere every time (ABCDE)”.
Wear Personal Protective Equipment (PPE) etc.

 For Site Layout I take following factors in consideration:- (a) Easy access and exit, with proper parking of
vehicle and equipment during construction. ; (b) Properly located material stores for easy handling and
storage. ; (c) Adequate stack areas for bulk construction materials. ; (d) Optimum location of plants and
equipment (batching plants etc.). ; (e) Layout of temporary services (water, power, power suppression
unit, hoists, cranes, elevators etc.). ; (f) Adequate yard lighting and lighting for night shifts. ; (g)
Temporary buildings; site office and shelter for workforce with use of non ‐combustible materials as far as
possible including emergency medical aids. ; (h) Roads for vehicular movement with effective drainage
plan. ; (i) Construction safety with emergency access and evacuations and security measures. ; (j)
Fabrication yards for reinforcement assembly, concrete casting and shattering materials; and (k) Fencing,
barricades and signage.

 Site preparation: While preparing the site for construction, bush and other wood, debris, etc. be removed
and promptly disposed of so as to minimize the attendant hazards. Temporary brick built shed for
construction offices and storage be so located as to cause the minimum fire hazards and be constructed
from noncombustible materials as far as possible.

 Use of proper and standard material: I always ensure proper and standard material for my project work
by quality assurance for raw material and quality test / inspection for construction of buildings as per
guidance of BNBC.

 Safety at workplace: I follow the guidelines of BNBC volume 3 part 7.

 Employing skilled manpower, close supervision, checking and monitoring : I also ensure employing skilled
manpower for doing my job properly, rightly, I supervise them closely and check and monitor their work
so that no damage and rework required.

training hazard identification process such as –hazards through day to day operation & normal work and
hazards through non-routine activities, hazards from unsafe work by people, unsafe condition of job,
tools, machines, lack of knowledge, not following instruction/methods, illegal requirements, terms &
conditions, safety rules, health & safety provision and eliminating hazards and reducing occupational
health, safety, risk by –

a) Elimination: removing the hazard; stopping using hazardous chemicals; applying ergonomics
approaches when planning new workplaces; eliminating monotonous work or work that causes
negative stress; removing fork-lift trucks from an area.
b) Substitution: replacing the hazardous with less hazardous; changing to answering customer complaints
with online guidance; combating OH&S risks at source; adapting to technical progress (e.g. replacing
solvent-based paint by water-based paint; changing slippery floor material; lowering voltage
requirements for equipment).

Competence v: Evidence of your professional conduct, commitment to society, health


and safety, environment and regulation.
Competence Element 4: Exercise responsibilities in ethical manner and commitment to public
interest in all aspects of professional work demonstrating examples where applicant has applied
ethical rules of professional conduct during his/her professional activities.
 Exercise responsibilities in an ethical manner and commitment to not allowing anything that goes against
public interest.

 I always take responsibility to ensure that the engineering projects for which I am responsible will have
minimal adverse effects on the environment and health and public interest.
 I submit appraisal report of sub-ordinates recognizing his knowledge, ownership, belongingness, work
quality, leadership as to motivation of the co-workers to excel in their work following my ethical
responsibilities to my sub-ordinates.
 I always ensure all workers equipped by an appropriate PPE and damaged PPE to be returned to the store
following the principles of ethical responsibilities.
 I strictly ensure safety precaution during construction work so that it does not go against public safety
(BNBC- Part 7) and interest.
 I always ensure safety, health and welfare of public during execution of my professional work.
 I only sign or endorse the bill for the specific work which is under my supervision.
 I also accept the work of sub-contractors which is as per design and specification.

 I do not disclose facts, data, information, procedures, documents, contracts without the prior consent of
my employer.

 I always avoid conflict of interest that could influence my judgement or quality of my service.
 I foster environmental awareness among the public and they shall minimize foreseeable and avoidable
impacts on the environment.

 I always approve those designs only, which safely and economically meet the requirement of the client.
 I modify and improve design for improvement of well-being and quality of life.
 I do not approve any engineering document, design, materials, and stages of work which is considered to
be unsound and against the public interest.
 I continue professional development throughout the career and provide opportunities for and support
the professional and ethical development of the engineers under my supervision.
 Following Codes of Professional Conduct, I check with due diligence the accuracy of fact, data before
signing or endorsing any claim.

 I do not allow and accept misrepresentation of facts and figures and documents such as qualifications,
experience and other criteria required for job/works.
