1 Introduction
Maldives Transport and Contracting Company (MTCC) is committed to delivering excellence and
innovation in the provision of goods and services throughout the Maldives. As one of the largest
companies in the country, MTCC recognizes that its success hinges on the capabilities and
performance of its workforce. To support this goal, the company has developed a comprehensive
Competency Framework that aligns individual competencies with organizational objectives,
ensuring that employees possess the necessary skills, knowledge, and attributes to excel in their
roles.
The competency framework is a comprehensive guide to the Knowledge, Skills & Abilities necessary
for successful performance. It outlines the competencies required across various functions and
levels, ensuring the standardization of performance management and professional development
opportunities. The framework will apply to all roles within the organization. It will serve as the
foundation for various human resource practices; including recruitment, performance management,
learning & development, and succession planning, aligning with the organization's strategic goals.

The competency framework was developed through a structured approach that emphasizes the KSA
model. This model ensures a comprehensive assessment of the competencies required for various
roles across the organization. Each competency is articulated at five distinct proficiency levels; Entry,
Developing, Proficient, Advanced, and Expert allowing for a clear understanding of the expected
capabilities at each stage of an employee's career. The framework was crafted to ensure alignment
with organizational goals and industry standards, ultimately facilitating targeted development and
performance assessments.
