1.2 Background of the Organization:

The Ministry of Innovation and Technology in FDRE is a dynamic organization

committed to driving innovation and technological advancements in the country. This
chapter outlines the ministry's history, mission, and vision. It also delves into its
social media presence and provides insights into management, training, and
employee-related information. This includes major duties, orientation and training,
supervisor support, and personal qualities developed during the internship.

1.2.1 Ministry Establishment and Reorganization

The Ministry of Innovation and Technology (MinT), formerly known as the Ministry
of Science and Technology (MoST), Ministry of Communication & Information
Technology, and the Ministry of Science and Technology, is a vital government
agency in Ethiopia, responsible for driving scientific and technological development,
as well as overseeing communication matters. Its inception dates back to December
1975 when it was established as a commission through directive No.62/1975.
Throughout its history, the Ministry has undergone several transformations. After the
change in government in 1991 and the introduction of new economic policies, the
commission was re-established in
March 1994 through Proclamation No.91/94. A significant phase of re-institution took
place on 24 August 1995 with the enactment of Proclamation No.7/1995, following
the establishment of the Federal Democratic Republic of Ethiopia. It was during this
phase that the ministry adapted its title to the Ministry of Innovation and Technology
in October 2018.
The Ministry's role in Ethiopia's governance landscape is unique. It plays a pivotal
role in scientific and technological advancement and serves as a governing body for
communication matters. This distinctive
position is reflected in its direct accountability to the office of the Prime Minister,
underlining its importance in driving innovation and technological progress. The
establishment of the ministry is legally enshrined in Article 55, Sub Article 1 of the
FDRE Proclamation No. 1097/2018. A significant milestone in the ministry's
evolution occurred in 2019 when the Ethiopian Ministry of Science and Technology
and the Ministry of Communication and Information Technology were amalgamated

4
and reorganized under the umbrella of the "Ministry of Innovation and Technology."
This strategic merger aimed to consolidate resources and expertise, fostering a unified
approach to technological progress and innovation.
Ministers
The Ministry of Innovation and Technology has seen transitions in its leadership over
the years:
October 2018 – February 2020: Dr. Eng. Getahun Mekuria
February 2020 – October 2021: Dr. Abraham Belay
October 2021 – present: Dr. Belete Molla Getahun
These ministers have played crucial roles in guiding the Ministry's efforts in
achieving its objectives in science, technology, and communications development.

This allowed us to balance project-related responsibilities and our personal skill
development.

16
Organization: Staying organized became crucial in handling the multifaceted project
scope. We developed strategies for organizing project documentation, code
repositories, and project-related information. This organizational discipline
streamlined our workflow and enhanced efficiency.
Our internship at the Ministry of Innovation and Technology (FDRE) was a
transformative
experience that nurtured personal and professional growth. It equipped us with
problem-solving and adaptability skills, improved our communication and teamwork
abilities, and elevated our time management and organizational competencies. These
qualities were pivotal in our daily duties as junior developers and instrumental in our
overall success during the internship

Chapter 3

Technical Knowledge and Skills Enhancement

3.1. Technical Knowledge

Our internship at the Ministry of Innovation and Technology (FDRE) provided us

with an invaluable opportunity to enhance our technical knowledge and skills, even in
the absence of access to the current web portal. Through hands-on experience, we
gained proficiency in various areas, enabling us to make significant contributions to
the ministry's projects. Below, we outline the technical knowledge and skills that we
acquired and refined during our internship.

17
3.1.1. Web Development

Despite not having access to the live portal, one of the central aspects of our
internship was web development. We acquired advanced skills in web development,
including:
● HTML (Hypertext Markup Language): We gained a deep understanding of HTML
and its usage in structuring web content, which would have allowed us to create web
pages with well-defined structures.
● CSS (Cascading Style Sheets): Proficiency in CSS enabled us to style web pages
effectively, granting us the ability to control the layout, color, typography, and overall
design of the portal website to enhance user experience.
● JavaScript: JavaScript was essential for making the portal website dynamic and
interactive. We acquired skills in JavaScript programming to implement client-side
functionality and user interactivity.
● PHP (Hypertext Preprocessor): PHP was a fundamental part of our planned backend
development. We learned how to use PHP for server-side scripting, enabling dynamic
web content generation.
● MySQL: Database management was a critical component of our work. We
developed expertise in MySQL, which would have allowed us to store, retrieve, and
manage data efficiently.

3.1.2. Database Management

Database management remained an integral part of our responsibilities, and we gained

valuable skills in this area, including:
● Data Storage: We learned how to design and implement efficient data storage
solutions, which would have allowed us to create robust databases to store user
information and content.
● Data Retrieval: Proficiency in database queries and data retrieval techniques would
have enabled us to extract the necessary information from the database, providing
users with the data they required.
● Data Security: Ensuring the security of user data was of paramount importance. We

18
acquired skills to implement data protection measures and safeguards to protect user
information.

3.1.3. Problem-Solving

Our internship presented us with various complex technical challenges, even without
direct portal access. To address these challenges, we honed our problem-solving
skills. Our ability to analyze issues, identify root causes, and devise innovative
solutions improved significantly. We developed a structured approach to
troubleshooting technical problems, which was instrumental in ensuring the
functionality of the portal website once access is granted.

3.1.4. Collaboration

Effective collaboration was essential in our daily work. We improved our teamwork
and communication skills through interactions with ministry stakeholders and our
group members. Collaborative problem-solving became a core aspect of our work,
and we learned how to leverage each other's strengths to address complex challenges
efficiently.

3.1.5. Time Management

Our internship required effective time management to meet project deadlines and
maintain efficiency, even without direct access to the portal. We developed skills in
prioritizing tasks, setting achievable milestones, and allocating dedicated time for
specific assignments. These skills allowed us to balance project-related
responsibilities and our personal skill development effectively.

3.1.6. Adaptability

The nature of our project required us to adapt to evolving requirements and emerging
technologies. We learned to embrace change, adjust our approach, and pivot when
necessary, even in the absence of portal access. This adaptability allowed us to stay on
track and effectively address project challenges as they arose.

19
3.1.7. Initiative

We demonstrated a proactive approach to learning and self-directed skill

development, even without direct portal access. In addition to our assigned tasks, we
took the initiative to acquire new skills and knowledge independently. This self-
directed learning contributed to our overall growth as junior developers. Our
internship equipped us with a well-rounded set of technical knowledge and skills,
enhancing
our capabilities as software developers. These skills not only allowed us to contribute
effectively to the ministry's projects but also prepared us for future endeavors in the
field of web development and software engineering.

3.2. Relevant Research Projects

During our internship at the Ministry of Innovation and Technology (FDRE), we had
the opportunity to identify and contribute to research projects that were directly
relevant to our work in web development and technology. These research projects
were aligned with the ministry's mission to foster innovation and technological
advancement. Below, we outline the relevant research projects that we were involved
in or contributed to during our internship.

3.2.1. User Experience (UX) Research

One of the significant research projects we participated in was focused on enhancing

the user experience (UX) of the ministry's portal website. Rather than conducting
formal user surveys, we took an alternative approach to improve UX. We designed
and iterated on the portal's interface using tools like Figma and paper prototypes. By
testing the designs and interface with a focus group, we gathered valuable feedback
and insights from potential users. Our process involved continuous refinement based
on user testing and feedback, with regular progress reviews from our supervisors, who
provided guidance and direction. Through these iterative design and testing cycles, we
were able to improve the portal's user experience and ensure that it met the
expectations and needs of its intended users.
