Firearms Enquiry Officer

To complete and co-ordinate enquiries arising from the controls imposed by current firearms legislation and Force Policy 1 To carry out enquires and support other Firearms Enquiry Officers throughout Hampshire as directed by the Firearms and Explosives Licensing Officer. Enquiries to cover all aspects of firearms and explosives legislation and their effect on the general public. To ensure that all current firearms and explosives legislation is adhered to in accordance with the Firearms Act 1968 as amended, the Explosives Act 1875, the Control of Explosives Regulations 1992 and Home Office document Firearms Law, Guidance to the Police 2002. To identify breaches of legislation and take appropriate action, obtain warrants for search and seizure, prepare statements, liaise with Police Officers, attend court and any other action required by the judicial system. To prepare written reports on all tasks, for submission to the Firearms and Explosives Licensing Officer, and make recommendations as appropriate. To ensure safe custody and disposal of all monies and property received during execution of duty as required by Force policy. To liaise with and oversee registered firearms dealers, ensuring that all legislation is complied with and records are monitored. As directed by the Firearms and Explosives Licensing Officer, to carry out full audits accompanied, if required, by other Firearm Enquiry Officers. To deal with enquires regarding explosives with particular regard to safe storage and security with regard to current legislation. particular regard to safety and security of firearms and explosives. 10 To carry out security surveys of domestic and commercial premises where firearms and explosives are held, ensuring that Home Office guidelines are adhered to. In cases of inadequate security, to agree a solution with the owner and ensure changes are made to bring the premises to an acceptable standard. Where compliance cannot be agreed, to report the matter to the Firearms and Explosives Licensing Officer for further action. 11 To control the use of and maintain police vehicles as allocated, in accordance with Force policy and procedures. 12 To serve refusals and revocations in respect of firearm and shotgun certificates as required. 13 To declare firearms and shotguns safe as requested by Police Officers and Police Staff. 14 To certify sized firearms and shotguns safe before they are entered into Property. 15 To carry out risk assessments in respect of areas of land for rifle shooting and for clay shooting grounds. 16 To be aware of and deal with the implications of various medical conditions, substances, medication and alcohol. To exercise judgement on the effects of these on applications and continued fitness to possess firearms. 17 To provide informed advice to members of the public, Police Officers and others on the subjects of firearms and explosives legislation, shooting practices, security and safety of firearms, ammunition and explosives. 18 To retain a good working knowledge of firearms and related legislation with particular regard to changes. 19 To maintain a good knowledge of current firearms matters including, but not restricted to, trade, shooting activities, firearms and ammunition developments, ranges, shooting organisations and legal decisions. 20 To be aware of Force policies on Equal Opportunities, Health and Safety and Data Protection and comply with the legislation and the standards of good practice. To give regular and effective service. Note: This role profile is designed to assist postholders with understanding what is expected of them in their role. Hampshire Constabulary may ask them to undertake other duties, as required, which are not necessarily specified on the role profile but which are commensurate with the grade of the post. The role profile itself may be amended from time to time within the scope and general level of responsibility attached to the post.
Additional Requirements

BAR CRITERIA for Firearm Enquiry Officers
Agreed criteria for the postholder to progress through the bar from Scale 5 to Scale 6 to be as follows: 1. The postholder should be deemed competent by the Firearms & Explosives Licensing Officer to perform the range of duties listed on the job description. 2. The postholder should have maintained a satisfactory level of dealing with applications for a minimum of at least two years. 3. The postholder must have a good attendance record, i.e. below the Force 'cause for concern' absence trigger point. If it is proposed to progress through the bar with a higher level of absence, approval must be obtained from the Head Of Personnel. --------------------------------------------------------------------------------------------------The postholder will need to have the use of a car and also be required to drive a police vehicle as part of their duties and therefore need to hold a full current driving licence and be prepared to take an in force driving test In order to make site visits at mutually convenient times, the postholder will have to work some early evenings and occasional weekends. Carry out fire warden duties to meet required standards if requested

Education/ Qualifications Required
Essential: Good passes at GCSE level or equivalent in a range of subjects to include Mathematics and English or to have work experience that may be deemed to have brought the postholder to a comparable level. Desirable: None
Experience Required
Essential At least three years work experience of have included the operation of complex administrative systems and some use of computerised and manual record keeping systems. To be familiar with the use and safe handling of firearms and shotguns at the very least in an amateur capacity, but preferably having some professional training in this area. Desirable Good geographical knowledge of Hampshire. Knowledge of Police organisation and structure. Experience of working with legal or statutory requirements and procedures.
