l. PROJECT SUMMARY
Title : Concreting of 4.7 Kilometer Road from NHJ via
Sitio Masiba, passing Sitio Kapayagan leading to
Ilian Hill, all of Barangay Buenaflores, Senator
Ninoy Aquino, Sultan Kudarat.
Location : Barangay Buenaflores, Municipality of Senator
Ninoy Aquino, Province of Sultan Kudarat.
Target Beneficiaries : Sitio Masiba, Sitio Kapayagan, Sitio Ilian Barangay
Buenaflores, Sitio Bongbong Barangay Lagubang,
Senator Ninoy Aquino, Sultan Kudarat.
Estimated Project Cost : Php 80,000,000.00
ll. PROJECT BACKGROUND/RATIONALE:
Barangay Buenaflores, is one among twenty Barangays of Senator
Ninoy Aquino, Sultan Kudarat located at North Part of Barangay Kulaman, East
Part of Kiadsam and Midtungok, South Part of Barangay Langgal and West Part of
Barangay Sewod all of Senator Ninoy Aquino, Sultan Kudarat with total population
of 2,876.
Generally, the source of income of this barangay is from agriculture
because of its rich soil abundant water supply. Water source, beautiful creeks, hills
and other scenic nature attraction can be found in this barangay wherein Ilian
Hills. Declared as the Official Land Mark of Senator Ninoy Aquino by virtue of
Resolution Ordinance enacted by Local Sanggunian of the Municipality covering
an area of 20 hectares. The declared area of the Land mark is proposed to be
developed to be developed as strawberry farms and grape farms.
In support to the vision of the Municipality to become the food basket and
a tourism haven in Region Xll, the folk is desirous to uplift their economic life
promoting tourist destinations through agricultural products as an Agri-Tourism to
help the farmers promoting farm products especially on corn, coffee and other
high valued commercial crops. The Farm to Market Road project will help farmers
to generate employment and lessen the farm. Unfortunately, agricultural product
expenses more specifically on hauling/transportation. The Corn, Palay, coffee and
other high valued commercial crops has a high production because of the soil
fertility in this barangay but the same the farmers are failed because of the an
accessible farm to market road. Thus, return of investment is low. Tourist are also
hesitant to visit due to the difficulty of passable roads leading to main tourist
attractions.
Provision of the said project will answer economic problems of the farmers,
to uplift the standard of living of the community and attract local, national and
even global visitors.
lll. OBJECTIVES
General Objectives:
To help the Farmers to transport their farm product into the nearest
post-harvest facilities and to ensure that they have an income out of their
products.
To promote the Ilian Hill as highest area which you can see the vast
land area of the whole Senator Ninoy Aquino and as the Land Mark of Senator
Ninoy Aquino.
Specific Objectives:
This project intends to:
1. Can increase local trade and productivity, reduce
transportation costs of farm input and output, and minimize
post-harvest losses. They connect farms and coastal areas
to main roads, hence promoting Agri-tourism
2. Concrete existing barangay road to promote the tourist
destination the Ilian Hill and established barangay
Government Unit for the economic growth and stability;
3. To bring forth maximum satisfaction and guaranteed
services to local and national tourists creating a positive
and balance environmental impact and socio-cultural
awareness;
4. Provide an easy access of the constituents residing in the
identified area in terms of uplifting their economic status
by means of accessible farm to market roads;
5. Generate employment and income, both barangay and
municipal level.
III. PROJECT DESCRIPTION
The proposed Concreting of 4.7 Kilometer Road from NHJ via Sitio
Masiba, passing Sitio Kapayagan leading to Ilian Hill, all of Barangay Buenaflores,
Senator Ninoy Aquino, Sultan Kudarat has an estimated total project cost Php.
80,000,000.00, it connects agricultural and tourism areas to market,
allowing producers to transport their goods to traders and consumers
with relative ease. This project proposed to be funded by the Department
of Budget and Management (DBM) Department of Agriculture (DA)
Department of Public Works National Economic Authority (NEDA) with
respective proponents Department of Tourism (DOT) and Highways
(DPWH) with Provincial Government, Municipal Local Government
counterpart. The project duration depends on the weather condition but
estimated to complied within five-six months.
lV. EXPECTED OUTPUT
This project expects to have:
1. Concreted existing barangay road promoting all tourist destination
and activities established by the Local Government Unit for
economic and stability;
2. Satisfied and guaranteed services to local, national and
international tourist creating a positive and balance environmental
impact and socio-cultural awareness;
3. Easy access of the constituents residing in the identified area in
terms of uplifting their economic status by means of accessible
farm to market roads;
4. Well generated employment and income, both communities, the
Barangay and Municipal level.
V. IMPACT OF THE PROJECT
a. Environmental
This project will promote ecological and environmental
awareness among tourist, constituents and stakeholders;
b. SOCIO-CULTURAL
This project helps the constituents especially on the Indigenous
People’s participation by giving them priority in terms of
empowerment and employment through providing trainings and
seminar-workshops on tourist guiding, livelihood programs and
giving them an opportunity to showcase their culture and its
preservation.
c. ECONOMIC
This project will boost the economic status of the barangay as
well as the municipality as a whole through the increasing
number of tourist arrivals. Consolidated feedbacks from visitors
will also serve as guide on how to provide better and handling
more productive approach. This will also improve the production
and on time delivery of high-valued commercials crops and
other farm products and reduce poverty by generating income
and employment of the constituents.
Vl. SUSTAINABILITY MEASURES
Once the project has been turned over to the Municipal Government,
the Barangay Local Government shall be responsible for the sustainability
of the project.
Vll. MONITORING AND EVALUATION
The project will be closely monitored by the Barangay Council with its
constituents present in the area and the concerned individual to ensure the
proper implementation of the project.
The municipal level, the local chief executive deputized the Municipal
Engineer and the Municipal Planning and Development Coordinator to
conduct monitoring and evaluation for the project and shall submit a
consolidated project, accomplishments report to the local chief executive
