MUST DO:
1. Contractor senior management to review and endorse 2023 Contractor HSE Assurance program. Endorsement shall be signed & stamped by contractor Senior Management (Site based or Corporate) only and not by any HSE professional
2. Submit signed declaration of commitment by contractor Senior Management (CEO/MD/GM/Regional Manager/Any senior management of highest authority in the corporate organization) to comply with ADNOC Contractor HSE Performance management mechanism
which covers leading, lagging indicators, Gates including HSE non compliances and violations
3. Prepare a status for the contractual requirements vs compliance and submit evidence as and when requested by ADNOC Onshore Contract Administrator /Line HSE
4.Review the HSE performance scores on half yearly basis and respond back to ADNOC Onshore Contract Administrator as an agreement of the rating and improvement action plan where required.
5.Contractor must submit committment letter confirming compliance to the ADNOC Welfare requirements
6.Camp shall possess valid Civil Defense, DOH and ADFSA approval. OR Contractor must produce evidence of renewal application under process with government authorities. if contractor could not produce evidence that application/renewal is under process by Govt
authority, score deduction shall apply from the overall HSE Assurance program as follows: Civil Defense-10% & DOH (either clinic or Ambulance or certified nurse)=10% ADAFSA=10%. AON Contract Administrator/Line HSE must ensure valid government
authorities approvals for any hired or owned camp by any contractor or a subcontractor before issuing acceptance. If any contractor accommodate their personnel in any camp that was not accepted by AON and in compliance with relevant
government approvals, must be impacted with score deduction and necessary action

1. HSE Organization and Resources 5%
Establish HSE organization as applicable (including Road Safety Coordinators, Hygiene officers etc.) in line with the scope of work and deploy resources as per
1.1 5.0%
the contractual requirements including subcontractors with prior approval from ADNOC Onshore Contract Administrator.

2. Transportation Safety 25%

Review monthly IVMS reports, recognize the best drivers, conduct intervention actions as per IVMS Guidelines (e.g. coaching etc.) and apply Consequence
2.1 7.0%
Management and implement actions as recommended by JCAC and maintain records.

Develop Transport Safety /Journey Management Plan in line with ADNOC Road Transport Safety Operations Standard requirements covering Night Driving and
2.2 implement with prior approval from ADNOC Onshore CA and monitor. Conduct risk assessment for Transport Safety covering routine and non-routine trips and 5.0%
maintain evidences.

Conduct Driver HSE Induction covering Road Safety aspects viz. IVMS, Defensive Driving, Fatigue Management, Consequence Management and Maintain
2.3 database of all drivers along with Emirates ID, ADSD etc for effective identification/ tracking. 4.0%

2.4 Conduct competency assessment for Drivers as per the established criteria. 4.0%

Conduct Road Safety Spot Checks for vehicles & equipment including subcontractors' vehicles covering indicator flag pole, ROP, IVMS etc. as applicable and
2.5 maintain records. Ensure all vehicles are inspected and tagged on annual basis prior to deployment at site. 5.0%

3. HSE Training & Competency 5%


Develop HSE Training Matrix covering the trainings in line with the scope of work and in alignment with Unified ADNOC Contractor HSE Training Matrix. Seek

prior approval from ADNOC Onshore Contract Administrator/Line HSE and implement.

4. Welfare & Wellbeing Management and Occupational Health Management 40%


Ensure timely implementation of the following welfare and wellbeing measures:
4.1 Timely payment of salaries, overtime, End of Service Benefits, Issuance of labour contract, provision of appropriate Health insurance, suitable accommodation, 10.0%
leave cycle, work schedules and recreation etc. to all personnel as per their eligibility
Conduct monthly Food Safety & Welfare Inspection utilizing ADNOC Onshore checklist and capture concerns/issues, close the actions as per the agreed

timeframe and maintain evidence of close out (As applicable)
Conduct Camp & Labor welfare Audit utilizing the ADNOC Onshore guidance checklist in the respective site and maintain data of actions close out on time (As

As part of wellbeing :
* Conduct pre-employment and periodic medical examination as per the age requirement prior to engaging personnel at site. Maintain "As-on-date compliance"
register of fit to work status for all personnel including sub-contractor personnel.
* Maintain database for Contractor employees with valid medical records available at site clinic for verification. Establish a system for follow-up on chronic health
4.4 conditions based on review of the medical fitness files or clinic visit records and take necessary action 10.0%
* Contractor medical services provider to Train their site medical staff in line with ADNOC Group Medical Fitness requirements
* Site medical staff to conduct screening of the medical files to identify any medical conditions and any unfit employees as per the Group Medical Fitness
Requirements to review such cases, initiate necessary action and follow up.

4.5 Conduct Heat Stress (mid-day break rule) compliance inspections (during the applicable months) 1.0%

Ensure availability of competent and trained First Aiders (as per contractual medical requirements) depending on size and capacity of the site/camp. Ensure First

Develop and implement waste management procedure/plan in line with ADNOC Standards' requirements and demonstrate that various wastes are categorized,

6. ADNOC HSE Programs, HSE Awareness including Lessons Learned 7%

Conduct awareness sessions on the following topics as a minimum and maintain evidence:
1.ADNOC applicable HSE Standards 2.Healthy Lifestyle campaign (including self -medication, & herbal medicine) 3.Road Safety 4.ADNOC HSE Policy 5.

Empower to STOP 6.ADNOC /ADNOC Onshore HSE initiatives/ programs, Learnings from Incidents to all the employees (including subcontractors) with a focus
on engaging Drivers while sharing vehicle specific incidents.

Implement effective HSE Observation/Intervention, Hazard & Near miss reporting program while using their internal systems. Targets for HSE
6.2 Observation/Intervention, Hazard & Near miss reporting applied as minimum 1 report per month per technical/site-based contractor employee (As per the 2.0%
reporting guidelines)
7 Emergency Response Preparedness 4%

Develop Project Specific Emergency Response Plan in line with ADNOC Onshore requirements, conduct Drills /Exercises as per the approved plan and
frequency. Ensure effective close out of the recommendations as per agreed timeframe.
The Annual Emergency Exercise Plan shall include the following mandatory scenarios in addition to other scenarios:
7.1 4.0%
* Medivac drill (may lead to NAD) involving First aiders, Medic, Physician and ambulance driver to cover scenarios as provided by CHSE on Half yearly basis
* Ensure Medical Emergency Contact numbers are displayed prominently in each room by the camp establishment
Note: Conduct drills as per the activity and number of personnel deployed as applicable and partcipiate in ADNOC Onshore drills where required

8. HSE Recognition and Accountability & Just Culture 5%

8.1 Develop and implement HSE Recognition system in line with ADNOC Onshore contractual requirements. 2.0%

Establish and maintain database of HSE non-compliances and violations with details of action taken with a tracking register(Individual NCs/Violations, Incident
8.2 based NCs, Other NCs) and apply consequence management and maintain evidences in line with ADNOC HSE Recognition and Accountability Framework 3.0%

9. HSE Actions Closure 8%


Develop Action Tracking Register and maintain evidence of action close out status for the following:
* HSE Audits/Inspections (Contractor Internal, ADNOC Onshore (Site & Corporate) and any ADNOC Audits)
