They attribute the sharp decline between 1977 and 1985 to the various tax limitations introduced in
several states at the time. A detailed analysis by quintiles also revealed a significant stickiness in the
share of property tax values.

Property Tax: A theoretical model

Factor mobility is a key factor for local bodies. Charles Tiebout in his seminal 1956 article put
forth a model where local bodies compete in the provision of public services. He considers a city
resident who wishes to move to the suburbs, a consumer voter , who selects a community that best
reflects and satisfies his preferences for public goods. Given that local governments have set patterns
of expenditure and revenue, the greater the number of local governments, the closer the consumer
voter may find his preferences represented.

Tiebout s model is based on the following assumptions: perfect mobility of consumer voters; their
perfect knowledge of differences between revenue and expenditure patterns and the ability to react
to these differences; many communities to choose from in which to live; no employment
restrictions as all consumer voters live on dividend income and no external economies or
diseconomies in the provision of public goods between communities. Additionally, he also defines an
optimum level of community services i.e. the number of residents for whom the bundle of services
can be produced at the lowest average cost. The relevance of this assumption
Essay on William Faulkner s Absalom, Absalom!
William Faulkner s Absalom, Absalom!

William Faulkner s novel entitled Absalom, Absalom! is a book which systematically utilizes the
concept of discovering the past in the present. Faulkner s use of the past in the present is pertinent in
both the construction of the plot of Absalom, Absalom! as well as the extension of its interpreted
meanings. Furthermore, Faulkner s writing of Absalom, Absalom! appears to have been motivated
by the great ills and conflicts of the American South, which was most poignant during the American
Civil War, while the title, as well as its implications, was simultaneously conceived in Faulkner s
mind. The fact that the story of Absalom in the Old Testament and the plot of Absalom, Absalom!

The ability for Faulkner to obtain and convey the truth, or what one should do, does not, however,
hinge upon his telling of the story. Instead, Faulkner presents, through his characters, similar
inhibitions that existed in the story of Absalom in the Old Testament with the belief that the past in
the present will reveal, being compelled separately and individually, truth for the benefit of the
projected future.

Within the context of Absalom, Absalom!, the revival of the past into the present is achieved by
focusing on Thomas Sutpen s, or who is Colonel Sutpen s, deplorable story and how it is
incorporated into the lives of those related to or associated with him. When Ms. Rosa Coldfield is
relaying her interpretation of the past story of Colonel Sutpen to his friend s grandson, Quentin,
Quentin battles to disassociate himself from the stigmas of the South, specifically the time period of
the American Civil war, with which his grandfather, General Compson, was imbued: Then hearing

Plato On Education Summary
Plato is regarded at the world s greatest philosopher. He had views and opinions on everything they
teach in school and then some. He even had views and opinions on how the school process, or
education, should go. Plato s Republic Books 1 7 target the three primary points of education; the
intentional selection or deselection of media, the Theory of the Forms, and the use of fear and pain
as the part of the educationprocess. In Republic Books 1 7 Platotells us that in order to properly
educate a child one must purposefully expose that child to some things, while also prevent them
from other things. This is to say, the one raising the child must carefully decide what the child is
exposed to as to form the child in a way that is good and presentable. This process of selection and
deselection, whether intentional or not, shapes the child from his or her very first moments.
Plato, along with his view of the perfect state he also had a view of the perfect way to raise a
child. Raising a child to become a philosopher had a great many steps, the first one being, Children
enter school at six where they first learn the three Rs (reading, writing and counting) and then
engage with music and sports. (Smith, Plato on Education) This was as good of a time as any to
start the schooling process. Plato also believed that a certain schedule should be kept in order that the
education go as he intends it. Plato curriculum was consist of gymnastic and music, where in

Hormonal Imbalance Research Paper
Various reasons have been proven as to why people begin suffering from hair loss. Hormonal
imbalance is vital to a healthy, cancer free mind and body but can be disrupted in many ways. It
can be caused by things like toxins, menopause, perimenopause, or living an unbalanced lifestyle. A
human s hormonal cycle can and does vary at multiple different times in our lives, therefore allowing
this to have a direct impact on the quality of hair. This phase is said to be very common and is able
to occur in anyone s life. Hormonal imbalance is experienced by women many times during her
pregnancy. During these nine months, as everyone may have already experienced, women s
hormones tend to be all over the place. Once she has given birth, those hormones... Show more

The case is about the same with thyroid hormones. The hypothalamus is apart of the brain that
produces thyroid releasing hormones. This hormone pairs with what is known as our pituitary gland
to begin the production of a thyroid stimulating hormone. This pairing up acts on the thyroid in order
to produce thyroid hormones, which travel through our bodies.
Hirsutism is the name given to male patterned hair growth in females. Women who have this
condition grow dark hair on their face, feet, chest, stomach, and back. Acne, deep voice, irregular
periods, and small breasts are more symptoms of this condition. Sometimes there is no cause that can
be identified for facial hair growth in women. With respects to the relationships between hormones
and our hair growth, the role of androgenetic alopecia (AGA) hirsutism is best acknowledged().
Accordingly, therapeutic strategies that intervene in androgen metabolism have been successfully
developed for treatment of these conditions. Clinical observations of hair conditions involving
hormones beyond the androgen horizon have determined their role in regulation of hair growth.
These roles include being growth hormones, estrogens, cortisone, and thyroid hormones. Primary GH
resistance is characterized by thin hair, while acromegaly may cause hypertrichosis. This causes hair

Gender Transgentral Bathroom
and the CUNY Law School in Queens. On the other hand, some consider a gender neutral bathroom
to be even more alienating to the transgender community, furthering the hold of traditional gender
binary by placing transgender individuals in a completely separate bathroom. This solution could
also off cis individuals the opportunity of the trans group. As effective as this solution is, it will not
entirely eradicate transphobic violence or abuse.

On a lighter note many have the opinion that the ladie s room has a strange tendency of having
significantly larger queues than the men s, so for those not affected by gender identity, wouldn t
having an extra bathroom available be beneficial? When posed the question should transgender
people be able to use the bathroom of the gender they identify as? , most Clydeview students
surveyed held the same opinion on the matter. Many were worried about removing barriers for
people with the wrong intentions, e.g. rapist, paedophiles. However most were more comfortable
with the idea of a gender neutral bathroom. One problem with this seemingly perfect solution is that

This can be challenged by the simple explanation that people committing crimes of sexual assault
and transgender individuals have no connection at all. Transgender individuals using a bathroom of
their gender instead of their birth sex is not intended to sexually harass other people in bathrooms,
They have exactly the same motive as everyone else: use the bathroom, and leave, this is proven by
the statistics that show no incidences of transgender violence in bathrooms. Furthermore, the number
of transgender individuals attracted to the same gender as they identify with is remarkably small. In
addition, a man cross dressing as a woman to use the woman s bathroom could do it regardless of the
Summary Of Ntozake Shange s Poem For Colored Girls
A women s community is important because it gives the women a place where they can relate to
one another. Without the community, they would feel alone. The choreopoem For Colored Girls by
Ntozake Shange s reiterates the importance of a women s community by emphasizing how being
united is crucial to how the characters overcome the feeling of being isolated.
The poem Dark Phrases is about all of the women together in distress because they have no one to
tell their story and no one who will listen to it. The quote, Another song with no singers, lyrics, no
voice and interrupted solos, only seen performances... (Shange 17) refers to story of black women
have been swept under the carpet and mast by people who never took the time to fully understand
them. What do women want is to be given attention and listened to by someone who is genuinely
interested. All of the women then tell the audience where they are from (Chicago, Detroit, Houston,
etc.) and the lady in brown ends it by contributing it to colored girls who have thought about suicide
but found their rainbow. This is a powerful example of how Shange shows the importance of the
women s community because even though all of the women come ... Show more content on

How Long Did Egyptians Make Their Pyramids

they must have been constructed by aliens, while others believe the Egyptians possessed a

How did the Egyptians make their pyramids.

Scientists in amsterdam say that they have discovered how they built the pyramids
They said that they putted water from the nile river in the sand so it would make the sand softer to
push the huge limestone blocks up the pyramids. They also said that they would make a stair in the
walls outside the pyramids and when the pyramid was done they would take the stairs away.

Sociological Accounts on Individuals Acquiring Their...
Sociological Accounts on Individuals Acquiring Their Identities

The concept of identity has been defined as A sense of self that develops as the child differentiates
from parents and family and takes a place in society (Jary and Jary, 1991.) Through the process of
socialization, individuals acquire their identities, but this issue cause different understandings
according to sociological accounts. Here, I will show these accounts, and make an analysis
understood by me.

The definition refers to the sense that some one has or who they are, of what is most important about
them. Important sources of identities are likely to include nationality, ethnicity, sexuality
(homosexual, heterosexual, ... Show more content on Helpwriting.net ...
Symbolic Interactionism

Symbolic Interactionism sees the actor as more active in acquiring an identity. It claim to society
has a range of diverse social roles and identities (e.g. the roles of students and teachers). Every role
has certain behaviours, and certain rules. However, these roles can change. Symbolic Interactionism
sees identities as more flexible.

The issue is interactionists underestimate the range of human behaviours which are restricted. The
fact is not so ideal as what they image. Things can be changed, but not all the things can, or not all
the people can change certain things. What s more, they ignore the identity of structural reasons (e.g.
the unequal right between male and female) in shaping the society.

Marxism

Marxism points most societies are based on exploitation of some groups by others. Those who own
the mean of production (ruling class) exploit those who work for them, who lack the means to
produce things themselves (subject class). (Haralambos and Holborn, Sociology Themes and
Perspectives AS and A Level Student Handbook , chapter 1, p2)

Marxists do not agree with functionalism and interactionism for underestimating the importance of
power to impose roles. They emphasizes the class differences in people acquiring their identities, but
ignore other important source of identity such as, gender, sexuality, age, etc.

Moreover, Marxism
Obtaining A Bank Loan Crisis
Creation of additional debt
Obtaining a bank loan, just as any debt, increases a government s aggregate amount of debt.
Additional debt is of concern for bondholders as it can weaken a government s debt position.
Knowledge of a government s entire debt burden is essential in credit and risk analysis.

Contingent liquidity risk

Some bank loan agreements may have covenants or terms that may be more favorable to loan
agreements over existing bonds. In some cases banks may be able to effectively prioritize
repayment of a bank loan over existing bonds. Certain terms may increase the liquidity risk of the
government based on these alternative financing agreements. Terms of loan agreements need to be
disclosed to assess and analyze a government s liquidity position. This is especially the case under
acceleration clauses, cross default provisions, and debt reserve requirements.

Interest rate risk

As for most of the cases, the interest rate on the direct bank loan is a variable rate with
predetermined interest reset dates or an index upon which it is based (usually LIBOR or SIFMA
rate). Therefore, if the interest rate rises to a level above that for which the government has
budgeted, the unbudgeted interest costs would weaken the government s cash flow, liquidity and
credit quality, especially when the interest rate is elevated for an extended period. That is to say,
there would be a risk of an increase in the interest rate, which would potentially lead to the loss of
those who
