1 ABOUT THE MANUAL

The Ministry of New and Renewable Energy (MNRE) under the aegis of Jawaharlal Nehru National
Solar Mission (JNNSM) has proposed specific targets for grid-connected Rooftop Solar PV Project.
Successful installation of a grid-connected Rooftop Solar PV Project in a time bound manner requires
interaction between multiple entities. The entities, which are the stakeholders of the solar rooftop
program in Gujarat include the following:

1. Consumers of the Electricity Distribution Companies (DISCOMs)


2. GEDA Empaneled Vendor or System Installer or Installer
3. Gujarat Energy Development Agency (GEDA)
4. Dakshin Gujarat Vij Company Limited (DGVCL)
5. Madhya Gujarat Vij Company Limited (MGVCL)
6. Paschim Gujarat Vij Company Limited (PGVCL)
7. Uttar Gujarat Vij Company Limited (UGVCL)
8. Torrent Power Limited, Ahmedabad (TPL-A)
9. Torrent Power Limited, Surat (TPL-S)
10. The Chief Electrical Inspector to Government of Gujarat (CEIG)
11. Gujarat Energy Transmission Corporation Limited (GETCO)
12. Environmental Product Declarations (EPD)

For Developers to apply for RE Application Project in a time bound manner with informed decision
making, the need to develop an online platform providing information and enabling inter and intra
stakeholder interaction was essential. Therefore, the RE GEDA Portal for processing the RE
Applications i.e. RE Portal has been developed for GEDA by AHAsolar Technologies Limited.

The purpose of this Developer User Manual is to provide an easy-to-follow, step-by-step,


comprehensive guide to assist to developer to access the Re Portal to facilitate Application Submission
and Interconnection in the State of Gujarat. This manual will guide the Developer regarding the use of
RE Portal. The functions and the processes to be followed are described in detail to aid the user in the
use of Portal. Once registered, the user of this portal may seek the help of System Administrator in
navigating through the online process of the RE Portal.

2 DEFINITION

2.1 “User”
The entities those have access to this online portal are GEDA empaneled Vendors, all DISCOMs,
Chief Electrical Inspector and GEDA. All of these are referred to as “USER”.

2.2 “Installer”
All the GEDA empaneled vendors authorized for installation of solar roof top are referred to
as “Installer or GEDA Empaneled Vendor or Customer”.

2.3 “Member”
The Officers of GEDA, DISCOMs, GETCO, EPD and Chief Electrical Inspector are referred to as
“Member”.

2.4 “Developer”
The entity who has invested in the Wind, Hybird and Open Access Plant and signed a Power
Purchase Agreement to sell the energy generated from the Power Plant is referred to as
“Developer”.

2.5 “Applicant / Consumer”


The entity who is to own the solar rooftop PV system and is the consumer of the DISCOM is
referred to as “Applicant or Consumer”

3 INSTALLER REGISTRATION PROCESS

3.1 Registration
The Developer shall mandatorily register themselves on the portal to Apply and assign the application
of their respective regions. Developers has to registered on the RE Portal of GEDA for the Username
and Password.

3.2 Login
GEDA RE Portal has three logins on the Home Page as follows:

1. Member Login is for the Authorized Officials of GEDA, DisComs, GETCO, EPD, CEI, and any
other concerned agency as may be decided by GEDA. The username in this case shall be
generated by the system administrator.
2. Installer Login is for the GEDA Empaneled Vendor or Installer. The login credentials for
these logins shall be generated by USRTP administrator and shared with the Installer. To
LOGIN, the Installer shall do it through the Customer Login only.
3. Developer Login is for the Developer to submit applications for Wind, Solar, Developer.

To Log in to the RE Portal GEDA application and use the features provided in it, follow the steps
given below:

1. Enter the URL https://srtgeda.gujarat.gov.in/

2. Enter a valid Email and Password and click the LOGIN button.
3. On clicking the LOGIN button, the Portal validates the information.
4. If the information is valid the login is successful, and the My RE Application Page is displayed.

There are 5 (five) Tabs on the Menu bar of the Installer Home Page:

1. Dashboard: All the saved and unsaved Projects


2. My application: List of successfully submitted Applications
3. Developer : Displays the list of Developer
4. Profile: Profile details of the Developer
5. Reports: Reports like MIS, other requires

3.3 Change Password


The Installer can change the Password by following the below mentioned steps:

1. Click on the Change Password link in the Profile Tab.


2. Three option will be displayed
a. Profile Click on “Change
b. Change Password Password” to Open
c. Logout the Page

4. This page contains the Old Password, New Password and Confirm Password field. Enter the
Old Password and Change it to a new password of your choice and click the Submit button
to change the password.

The Application Form submitted for the Rooftop, Open Access, Wind and Hybrid shall be displayed
here upon the GEDA Registration Letter issued by GEDA. The Application is to be checked and verified
by GEDA, GETCO and DisCom Officials upon receipt of the same in their login. The system is designed
in such a way that for any appliation Number information of the Application shall be displayed in the
following logins:

3.4 My Application
1. In “RE Application” the List of Applications will be displayed.
2. The Developer can see the following details:
a. Search Bar: To Search and sort the Applications
b. Name of the Applicant” Click on this to view the details of the Application on the
Screen.
c. For Payment status : Enter the receipt No.
d. GEDA Registration Letter: Click to Download the Letter
e. Send Message: To send a query or comments to the Installer and Consumer
f. Status Bar: This will show the exact status of the Application

The Application can’t be cancelled from DisCom’s end but DisCom can send the query on the
Application and the response of the query will be displayed. In case the Installer doesn’t responds to
the query or comments within 15 days the Application will be auto-cancelled.

3.5 Registration of Developer for RE GEDA Portal Login
Step 1: Click on Apply For Login Credential to fill the Developer Form. This form is to be filled and
submitted to create a Login of Developer on the RE Portal.

Step 2: While submitting the Developer Registration form, Select category Rooftop, Open Access
solar, Wind, Hybrid and click on submit. Pay the Processing Fees, required for the Portal access.

Step 3: Upon payment of the Processing Fees, GEDA will approve the Form to generate the
Login Credentials. After the approval of GEDA, the Developer will receive the details on the
email mentioned in the Form at the time of submission.

Step 4: Once the Login details are received, the Developer can Login as shown below:

Step 5: To Apply Provisional Application in the RE Application, the Developer has to click on
the RE Application tab after the login. Then all the requisite details asked on the Form along
with the Project location who is going to install and category of the application Rooftop, Open
Access, Wind, Hybrid is to be select in the application.

Step 6: The Developer details will be fetched from credential page in wind and hybrid. In Open
Access the consumer details will enter by installer.
The provisional form is submitted in the 3 steps :-

1. General Profile
2. Technical Details
3. Fess Structure

Step 7: The Technical section contains technical details of project.

Step 8: After submission of the technical details. The developer pay the provisional fees.

Step 8: After submission of the Provisional form. You can download the application form
from the Download Document and upload sign document in application action.

The process for the submission and registration of Provisional Application will follow the above-
mentioned Standard Operating Procedure (SOP). Upon registration of a Provisional Application on the
RE GEDA Portal.

3.6 Stage 1 Connectivity


Step 1: As soon as the developer gets the Provisional Registration, he can apply for Stage 1
connectivity.

Step 2: The developer will then open the application and click on STU connectivity as shown in the
screenshot.

Step 3: Now a pop up will appear on the screen and the developer will click on fetch details for STU
Connectivity. As soon as he clicks on fetch details a button will appear for redirecting him to GUVNL
Portal as shown in the screenshot below.

Step 4: As soon as the developer clicks on go to GUVNL he will be redirected to the GUVNL Portal.

Step 5: Now the GUVNL Portal will automatically fetch the details of developer from GEDA RE Portal,
except for RE Pooling Station name which needs to be filled. After filling up the field the developer will
click on Move to Next Step.

Step 6: On going to the next page the developer will get option to upload documents. From the
previously uploaded documents on GEDA RE Portal, it will fetch PAN Card Document, Undertaking of
the Developer, and a copy of Board Resolution.

3.7 WTG Coordinate Verification


Step 1: After connectivity approval the developer will go for WTG Coordinate Verification. The user
will go to RE Applications, there he will click on WTG Coordinate Verification and a new page will load

as shown below.

Step 2: There the developer will click on add coordinates, and a pop up will appear on the screen, it
will ask you the details regarding the location as shown in the screenshot.

Step 3: After filling up the details the developer will click on submit to create an entry for the
coordinate in the table.

Step 4: Next the developer will upload the KMZ file for the coordinate and make payment accordingly
to send the location for approval and verification.

3.8 Set Project Work Order


Step 1: Once logged in from the Developer’s login. The user will click on profile module for a drop
down to appear as shown below.

Step 2: In the drop-down menu the user will click on set project option and a new page will load.

Step 3: To add new Project Details the user will click on Add Projects button which is highlighted in
the picture above. Multiple projects and project detail can be added.

Step 4: The user will fill up the details mentioned in Assign Project field, Set Capacity Field & Select
Developer from the existing database, then the user will click on Assign Project button to assign the
workorder to a developer. The developer will have the option to accept or reject the workorder from

Step 5: The user will click on submit button to confirm the assignment to workorder to the developer.
The developer will have the option to accept or reject the workorder from their login account.
Multiple workorders of total capacity of the project can be generated for the same project

by respective DisComs and GEDA, AHAsolar and their representatives are nowhere responsible
for any mismatch of data in the Name, Address, Contract Load, Phase and Type of Customer.
In case of any discrepancy, the Consumer/Applicant or the Installer shall contact the respective
DisCom.
