3.1.0 is the first minor release after Nuxt 3.0 including bug fixes and enhancements.

There is a problem with correct Pull Request references. Everything in commits and even this PR points to invalid data. Probably by migration.

Only for this release, we can set repo to nuxt/framework in config to generate correct refs with github redirect from framework to nuxt.
