Summary

The rule's documentation was a bit lackluster, and its diagnostic equally so.

I also noticed the lack of mention of object literals being allowed (since that just sets the newly created object's prototype similar to Object.create).

Test Plan

Added the aforementioned rustdoc test, plus updated all the snapshots for the updated diagnostic.
