Merge `main` to `feature/flat_map` #5250

⚠️ Commit as a merge, not as a squash!

Picks up Toolset update: VS 2022 17.13 Preview 3, Clang 19.1.1 #5247, so we need to rerun clang-format.
Picks up Update llvm-project #5235, so we need to update libcxx/expected_results.txt. Some <flat_map> tests are passing, but many are failing, and will need to be investigated before merging the feature branch.
